host: joining ups this morning is dan kildee, a democrat from michigan and part of the leadership team in the house. congressman, let me show you "the hill"'s front page headline this morning. dems hit wall with progressives. your reaction. guest: well this is a tough negotiation. the fact that it's only taking place with democrats is a unique aspect of these. these are hard issues we're trying to tackle. we have a lot of diversity of opinion within the democratic caucus. that's ok. i think one of the things that i take from this, that i fry to talk about when i go back home is that this isn't dysfunction. this isn't failure this is basically how the democratic process works. we argue with one another. we do it in public. sometimes it's not pretty. but it's not like people storming the capitol or denying basic facts of science or denying the outcome of an election. this is the democratic process in full display. and i think maybe people have sort of gotten used to not seeing that and i think it's ok. we'll get to the resolution, but sometimes, it's a difficult process to get there. hos

. >> i'm joined now by democratic congressman dan kildee of michigan.ssive caucus. thanks for come on, congressman. are republicans willing to own it if president biden's agenda fails because they continue to hold the line here? >> i don't think that will happen, first of all. we obviously are going to take responsibility for everything we're doing, but as congresswoman jayapal said, we're in a negotiation. we passed through the committees of the house of representatives 3.5 trillion. senator manchin says 1.5 trillion is the only thing he would guarantee. so we're negotiating between those two positions. the more important aspect of the dollar amount is what we can accomplish with the money. as long as we can address the climate, if we can support families, especially families with children, if we can deal with the high cost of health care in a meaningful way, the numbers are less of a question than those aspects. again, as congresswoman jayapal said, we want to make sure this is significant, that we are taking a big step toward an agenda that the presi

. >>> let's discuss now with democratic congressman dan kildee, the chief democratic whip for the democratic caucus. thank you for taking this time this morning. >> thank you very much. >> you heard manu say out of democratic leaders in the white house, at least for now reconciliation is off the table. is that your view? >> well, we have to use any tool we can to fix this. the problem is reconciliation takes a long time. it's important to examine sort of the mcconnell position. he says if we go through regular order, they'll block it and force a default. he said we should use reconciliation but still would oppose using that tool. they would vote against it. what i'm frustrated with and i think the american people are is this sort of obsolete, quaint filibuster rule which is a remnant of jim crow, is now getting in the way of us just doing the basics, taking care of business, paying our bills when they're due. the idea that senator mcconnell would see such political gain in the default of the united states' obligations and be willing he would do everything he can to sort of engineer that is a
