cnn's dan simon just arrived on scene. he just spoke to a worker. what are you hearing, dan? >> reporter: well, hi, ana. this worker i spoke to who did not want to be identified said he did not witness the shooting but it's his understanding this happened at the beginning of a shift. now, he wasn't aware of a formal meeting taking place when this shooting happened but he said it would not be uncommon for workers to be getting their operating instructions for the day, to be huddling together, and he said it's his understanding that's when these particular shots rang out. we are in front of a county building, the reunification center for families has been moved from the sheriff's office to this particular county building. i can tell you that we have seen some family members show up, some anxious folks. i spoke to one gentleman who said that his neighbor actually works for the vta, a very close friend of his. he said he's been trying to get in touch with him, when he heard the shooting he immediately dashed to this reunification center to find out what he could. he's very anxiou

anderson. >> dan simon, appreciate it. are major questions tonight over the shooter's background, his interaction with government officials back in 2016. joining me cnn senior law enforcement analyst, charles ramsey. and asha rangappa. asha, are you surprised the shooter somehow slipped through the cracks after it became known to dhs officials? >> i -- i am but i'm, also, not. you know, the fact that he got stopped. he, obviously, raised red flags. they went through it. they wrote it up. so, you know, there was something significant there. on the other hand, i -- i would want to know exactly what happened after that. was it sent to local-law enforcement in san jose? if it was, did they act on it? did they notify the employer? it kind of gets to, anderson, the difference in how we treat, you know, threats that are coming, you know, at the international level, versus domestically. i can tell you that, if this person had been a foreign national that had been stopped by dhs, the process would have triggered, you know, a number

let's start, however, with cnn's dan simon who is on the scene in san jose, and, dan, you're also speaking to family members. this is the saddest part about all these shootings who are now looking for their loved ones to see if they are okay. >> reporter: well, jake, first of all, we are expecting a press conference that will take place in front of the family reunification center that was set up in the hours after this shooting. we saw dozens of employees come into this center. they were reunited with family members. i spoke to one gentleman who said he got a frantic call from his wife. she said that she was okay nonetheless. he was really anxious, of course, to meet up with her had. i spoke to an employee of the site who said he was just so nervous about his co-workers. the shooter apparently known to the people he shot. >> you have multiple victims, and we have multiple casualties at this point. >> reporter: another mass shooting. >> we formed multiple tactical teams that came into the building to extry kit victims out and we initiated a rescue task force. that's part of our active shoot

cnn's dan simon has more from san jose. >> reporter: christine and laura, at this point authorities have not established a clear cut motive, but one thing to note is that the shooter's ex-wife told the bay area news group a cnn affiliate that during their ten-year marriage he often spoke angrily about his co-workers and bosses seemed seemed to be generally unhappy about his work. she hasn't talked to him in a number of years but it's clear that investigators will want to speak with her nonetheless. in the meantime investigators still at the scene, processing the facility behind me, the shots ringing out about 6:30 in the morning. now, around the same time firefighters in san jose were responding to a house fire, that house belonging to the shooter. now, how that is involved with the overall investigation remains to be seen, but it's certainly an interesting development. we can also tell you that at the scene investigators recovered multiple weapons, i can't tell you the make and model of those weapons, but it's clear that the shooter was trying to inflict as much carnage as he possibly c

dan simon is there at the scene. you were. >> reporter: hi, victor. let me explain where i am. this is directly across the street from the sheriff's office, near the scene itself. this is the reunification center set up by authorities so loved ones can meet up with employees who frantically fled the scene. i did speak to some of those workers, who talked about hearing the gunshots, or heard about it, and they quickly bolted away from whatever they were doing. many family members have shown up trying to learn what they did about their loved ones. trying to hear from their loved ones and piece together what happened. what we know from authorities, who told us a short time ago, we do know that nine people have been killed, includes the gunman. we don't know the circumstances in terms of how the gunman lost his life. this is a person who worked at it, shooting at his fellow employees. , there was a house fire in san jose, shortly before the shooting took place, and we understand that investigators are looking for the house fire as it relates to the shooter, how, you know, it ramps

our dan simon is on the scene. sheriff's department says it's clear the shooter intended to kill as many people as he could. >> reporter: that's right, wolf. we just got some stunning photos from the santa clara county sheriff's office that showed this incredible amount of weaponry found inside the shooter's home. among the items that were found, multiple cans of gasoline, suspected molotov cocktails, at least 12 guns in addition to the three guns he had in his possession when he carried out the shooting, and approximately 22,000 rounds of ammunition. wolf, it is believed he started the fire in his home by taking some of that ammunition, putting it in a pot on his stove, surrounding that pot with some accelerants and turning on the stove. again, a lot of ammunition. and right now authorities are still at that home. they are trying to make sure the property is safe and the surrounding neighborhood is safe. in terms of a motive, there's been no definitive motive given yet by authorities, but one theme emerged that th
