white house. everyone recognized right away yesterday we haven't seen this before. >> yeah. and i think, dan pheiffer's quote gets at the dynamic in the white house. they felt very captive. imprisoned by the debt ceiling debate. the president's advisers told them between the 2010 elections and 2012 elections that was the one thing that could really trip them up. they obviously didn't want the treasury to default on its loans. now that that's behind them, they don't feel quite so imprisoned anymore. they feel like they could navigate the budget battles on the assertive. you see that when the president instead of sort of preemptively compromising or conceding points on whether it's social security or medicare eligibility age. he's actually saying to the speaker, you have to come to me if you want to get those reforms. have we got to lose? we have approached them in a compromising way in the past. we've tried to design proposals that would have some attracting points to republicans at the outset. we've gotten nowhere with that. it's never worked. what's the alternative? one of the alternatives

dan lothian live at the white house. dan, mitt romney has 59 points in his plan. how many does obama boast? >> we don't have 59 points yet, and the white house being careful not to release a lot of new details ahead of the president's speech. what we know is the president will be unveiling a mix of some things that we have heard about already and some new ideas as white house aides have called them. a combination of things that the president can do on his own unilaterally, put in place right away, and other things that will need congressional approval. there will be things such as extending the unemployment benefits, also extending payroll tax cut, and making sure those trade deals with panama, colombia and south korea get completed. what appears to be a key component as the president said in his speech yesterday, infrastructure jobs. >> we've got roads and brings across this country. that need rebuilt. we've got private companies with the equipment and the manpower to do the building. we've got more than 1 million unemployed construction workers ready to get dirty

our white house correspondent dan lothian reports on that. >>> this morning there's some glimmers ofnomy. christine romans in new york. the new numbers on jobs and economic growth pretty bad but not quite as bad as we expected. >> i know. that's what this is all about. when you can find any little sign in the economic data that it might not be a double dip recession. that's something that is encouraging for investors and encouraging for people who are trying to fight a foot hold in the labor market. what we have from weekly jobless claims is 391,000 in the most recent week that government measures signed up for unemployment benefits. anything under 400,000 is seen as a sign of improvement in the labor market. the government itself cited some technical issues that's what they called it and seasonal adjustment volatility saying that there were a couple of technical factors that might have kept it low but when you look at the four-week moving average, i looked at that too, that's also down. there was a gdp report that showed the economy grew in april, may and june at about 1.3%. that's

. >> dan lothian at the white house. dan, it was once unthinkable that the african-american vote would abandon him. what happened? >> well, i think what you have seen certainly over the last year or so is that there's been this ongoing frustration among african-americans, in particular some of the black leadership up on capitol hill, that the president has not been able to focus on some of the issues that are important to their communities, in particular the unemployment problem, which is much worse than the national average. unemployment among african-americans greater than 16%. and so there has been this frustration. and so the president is realizing this, and tapping into this group because he realizes he also needs their support in order to win in 2012. and so you saw the president at the congressional black caucus' speech over the weekend. he also sat down for an interview with b.e.t., which will be airing tonight, where the president made it clear that he needs african-americans to step up for him in 2012. >> i am s

in recent days there's a little bite to these comments coming out of the white house. dan fiver re -- fiver saying it is significant, that this bridge spans into two congressional leaders' states and hasn't been fixed in over a decade. you can bet there will be political punches thrown in an hour and a half when the president arrives. the republicans have been quick though to accuse the president of a political stunt. they say, look, this bridge isn't even going to be shovel ready until 2016. that's a theme that was really echoed in the local paper today, the cincinnati inquirer says obama's visit won't build new bridge. the white house is firing back against that allegation and saying, look, we can argue over this or we can get something done and stop trying to find excuses for not doing anything. there's no doubt that the political implications of this trip are certainly there. this is a battleground state. the president knows that. this bridge is a big talking point here in cincinnati. it's something they've been trying to fix in this community for the past decade. so t
