dana bash, what's most surprising, month liberals on the left oppose. growing number of republicans beginning to question the muss cu muscular force overseas. will it sell? >> so far it doesn't look like it is enough. i can tell you that. you are right. there definitely is more of a sense from republicans that they are not really that eager to use force. in particular, afghanistan there is a fatigue there. on libya, it is very inning because at that time beginning three months ago, republicans important the most part thought that they were okay with what the president was doing. they were going on give him a little bit of breathing space. again, i said three months ago and now it has been a 90 days and republicans you talked to more and more say that they just -- yes, they may be consulted by the white house and -- the words of one republican i talked to about what is happening but not why we are there. and not where the mission is going. those are the key things that republicans more and more say they want to hear from the white house. you can't undere

important news we need to get to. >>> this just happened up on capitol hill, and let me bring in dana bashoins me now. dana, we were watching a couple of votes there in the house today. this was the second one that would pull some funding, pull a lot of funding from the military effort in libya. what happened? >> reporter: this is supposed to be a big double-barrel blow to the president when it it comes to the libya mission, but this bill, which the republican leadership thought was going to pass, actually failed. so it turned into an oops for the republicans here in the house. what this bill was supposed to do was to take away funding for most of the mission, at least the combat part of the mission in libya. the goal there was to make it clear to the president that the house of representatives is not happy with the fact he's not come to congress for consultation and specifically authorization, but we're fotold after watching people scramble to go to the house floor to figure out what was going on here in a moment of drama that apparently there were enough republicans who the leadership th

dana bash has been covering this and joins us now. so does paul begala and senior political analyst david gergen. what's the latest on the ethics investigation? >> they're a secretive institution and committee but it's impossible to imagine they won't be looking into this given the fact that there have been calls to do so. i talked to several experts on ethics rules today, people who had worked on this committee and they say it's not that cut and dry, given what we know now, that anthony wiener can be punished for violating any laws. you talked about the most common one that he seems to have violated the fact that members of congress should act in respectable ways. nobody has been punished for that in and of itself. even the whole concept of sending these pictures or sending texts on official computers or phones, that is not necessarily a cut and dry, clear violation. there are loopholes allowing for personal use. and technology has surpassed the actual rules laid out. i'm told by many, many sources that this is much more of a politic

let's go to senior congressional correspondent dana bash. dana, what happened? >> what happened is that top republican the house majority leader eric cantor. he abruptly pulled out of the talks this morning, joe. he said he can't deal with this anymore because in the talks he says democrats simply will not agree to give up the idea, from his perspective, of raising taxes. taxes has always been an issue in these talks. we're talking about trying to chip away at the deficit by trillions and trillions of dollars. democrats say, yeah, we should talk about closing loopholes. republicans say no, that's a nonstarter. there's a lot of intrigue into why this happened the way it did. democrats are saying this is about internal republican politics, that eric cantor didn't want to take the blame for negotiating anything that his rank and file republicans simply did not like. so that is part of it. but the headline is these talks, which have been going on for nearly two months, to try to get to this very important deadline and have a deal before that, that they are sidelined

dana bash is on the phone. dana, it has now been stepped up a notch. what's going on? >> it has been stepped up several notches. we have been reporting that there's been great unhappiness and anger at anthony weiner behind the scenes by the democratic leadership but they have been reluctant to stay he should step down until now. i am told there were private conversations with the democratic leader nancy pelosi and another one, steve israel, a fellow new yorker of anthony weiner's both privately urged him to resign, saying it's now time to resign, so did debbie watson schultz, all in a very coordinated fashion, one after the other. let me read to you nancy pelosi's statement. congressman weiner has the love of his family, the confidence of his constituents and the recognition that he needs help. i urge congressman weiner to seek that help without the pressures of being a member of congress. it wasn't that long ago that they kind of said that this is his deal, debbie watson schultz in particular who is also a fellow dnc chair and fellow congresswoman, she called this a p

dana bash is cnn's senior congressional correspondent. dana, taxes and entitlements are the big issues here. both parties are refusing to budge. are we going to end up seeing a really big deal here? or in the end are they going to have to settle for something smaller in order to get this debt limit raised? >> that's a good question. at this point, you would think that as you say both sides are so dug in they might have to settle for something smaller. my understanding from sources i'm familiar with the talks that have been led by the vice president that have been going on for a month and a half, is that they actually had been doing pretty well when it comes to finding areas to cut spending, just a general blueprint, they found about $2.5 trillion, no small fete. but the republicans specifically they they wanted to go higher, about $4 trillion to eat away at the deficit in order to agree to raising the debt ceiling. whether or not they can get there, you're right, that is a big question. but it will be kicked upstairs now. the president wil

i want to bring in dana bash and david gergen. dana, whatever the argument was, there's a real debate over the war power's resolution. what's the latest in terms of the votes in the house and the votes on capitol hill about this? >> well, house gop sources, anderson, tell us they'll try to limit u.s. involvement in the libya mission by using congress's power to limit funding. we're told according to republican leadership sources, something this week -- leadership hadn't settled on a strategy yet. but we're told to look for a voter or a series of votes on thursday. one example, one potential option i'm told, is to say no funding may be used for ground troops in libya. anyone watching who knows about the libyan mission will say, there aren't any ground troops in libyan but republican sources say that would be one way to prevent things to escalate. and provide a way tore lawmakers to channel their frustration with the way the president has handled this, not coming to congress for authorization, for example. they're looking for a middl
