our chief congressional correspondent dana bash was in the office of senate majority leader harry reid when the capitol complex went into lockdown this afternoon. thankfully everyone is okay for the most part. she joins us now. dana, tell us about your experience. >> reporter: well, that announcement that you just played was exactly what we heard in the office of the senate majority leader. it's not often that's where you're sitting at all as a reporter. it just so happened we were waiting to go do an interview with him. it was myself, several members of our crew, several of our producers. and we were trying to figure out frankly if it was a test or not. because there are sometimes actually often tests. but it became clear pretty soon that this was not a test, that this was not a drill, this was the real thing particularly as we started to see security move around, given where we were in the capitol. not just in harry reid's office but also physically harry reid's office is facing the west front of the capitol which if you see those pictures facing the quarter where this driver went in

and now we're going to go back to more of dana bash's interview with senator ted cruz. >> senator, thank you for having us in texas. >> dana, it's great to be with you. >> what a rousing reception that you got from the women -- the republican women convention that we were just at. >> well, it was tremendously uplifting. it's really good to be home. >> just obviously the reason it was so startling to somebody who came from washington is to see the very big difference between the reception you're getting here at home and in washington. >> well, it's kind of like d.c. it's just in d.c. they're yelling different things. >> but does that -- what does that tell you when you come home and you get applause and you get a standing ovation and you get people treating you with such reverence as opposed to the other things they're saying back in d.c.? >> i think people are frustrated in texas and all across the country. people are frustrated that washington politicians aren't listening to them, and they have been frustrated for a long time. a lot of people are hurting because of obama care. a lot of

let's get the latest from dana bash. dana, what's this glimmer of hope? >> the glimmer of hope, i'm glad you emphasized maybe, maybe glimmer we'll see. because it really is unclear if

dana bash is standing by. e looking at now as we are waiting for the leadership to come out, looking at the #time4solutions. that's great, dana. we're talking about the debt ceiling, avoiding this terrible impasse that we would careen into next week. but there's no mention of the government shutdown. it's not tied into it. we're still in the same boat with that. is that correct? >> yes. as you and i have been talking on the air, and i've been waiting for the speaker and other republican leaders to come out, deidre walsh has been running around, as she normally does, talking to rank and file members. she talked to several many, actually, and they made clear that's part of the reason why this pln is getting mixed review s inside. part of the reason is they're not happy that there's no plan to reopen the government. by the other reason they're not happy is because of what you and i discussed before the break. the republican leaders decided to not mandate specific parameters for discussions as part of this agreemen

we begin with dana bash who has been closely watching this ticking time bomb that's the debt ceiling negotiation and christian romans is looking at what happens if that bomb explodes. first we begin with dana. where wiare we? >> we'll read an e-mail from a democratic source says in the senate, they are close to a deal and a deal could be actually filed tonight. so that is news i'm literally just getting and we heard the same optimism from republican sources in the senate, as well. >> when you talk about a deal in the senate, is that under sort of the same guidelines we were talking about last night? >> that's exactly right. it will look almost exactly like the deal before. the question is if there are tweaks around the edges and also there they will be able to do this in an expedited way,i ist' not the votes but the time. >> they wanted the house to do something for procedure reasons. >> the reason is because there is a way that they can move a bill if it starts in the house than it can be expedited in the senate and the news i'm also getting right now is john boehner, the house speak

i think that's probably something that dana bash is hearing on the hill as well. there's something that peter king said that sort of struck me as well. not only was he attacking a member of his own party on their tactics here but also saying that he thought president obama needs to be be more involved here but also said he's not saying he needs to negotiate on obama care. that you had it this division between moderate republicans and some more conservative republicans. >> extraordinary stuff. thanks so much. let's switch over to capitol hill, epicenter of the impasse, if you like. we are hearing from republicans, again, making their case against obama care. let's have a listen to that before we go to dana. >> i think the speaker and i have both said that the republican position is, we believe we should fund this government but we also believe that this should not be any special treatment for anyone and that is why we believe the right solution to that is to provide more delay of the individual mandate under the health care law. >> want to bring in dana bash. what

and cnn's chief congressional correspondent dana bash was there. dana, that was quite a hero's welcome, right? >> they greeted him as a hero sh not as a senator. i asked ted cruz about criticism from his own party, the like of which i have rarely seen in washington including from john mccain who called what senator ted cruz did a deception of the american people which he says he relentz. >> well, look, i respect and admire john mccain. he is a war hero. he is a man of incredible personal courage. i will say this, when you've got senate republicans saying we cannot win, we will surrender, this is a fool's error, it sabotages the effort. in my view, i think the house republicans marched out on principal to say we're listening to the people who are hurting because of obama care and i wish that senate republicans come in like the cavalry to support them. instead, they made a different decision. they made a decision not just not to support the house republicans, but to come in like an air force and dive bomb them. you no he what i think hurt republicans

dana bash, let me bring you in. language i heard going back to the potential reading of the tee leafs and good news that both of these men are confident there could be results. the optimism seems pervasive on the floor a deal will be reached this week. >> absolutely. and to hear it from harry reid is one thing. to hear it from mitch mcconnell, the republican leader, is another. very, very critical moment here for several reasons. one is because it is the republicans that are -- they're the ones who are probably going to have to give, particularly when it comes ultimately to the house of representatives led by republicans who, of course, have been trying to force at the beginning of this, the defunding of obama care, delay of obama care. they're the ones who want to feel comfortable that their brethren in the senate led by mitch mcconnell are carrying their water at least as much as they can. the fact that mitch mcconnell sounded so positive is indicative they feel good they can get what everybody hopes in the senate

harry reid was so frustrated today, he yelled at dana bash. who yells at dana bash? >> simply because this obamacare was sold as and what was passed is not the same one that is now being implemented and executed because what he has done, he has picked and chosen those under the employer mandate the provisions will be delayed for a year. my question is under what rational can he decide those people should be delayed for a year and members of congress have to fund the -- >> then inpeach him. >> they should create fairness under obamacare and delay -- >> paul, what about that argument? because that's the argument a lot are making that the bill that was voted on that was passed is different than the one the president is now released to the public. >> because he has shown flexibility and compromise in implementing it. that's why the whole thing is fraud from the republicans as peter king said. truth is the employer mandate is a small part of it. the individual mandate, a republican idea newt gingrich first proposed is a big part of it. he's shown flexibility. he's shown c

dana bash is on capitol hill where it began and hopefully can end soon. dana, obviously both sides have their heels dug in. what is the latest? what do we know more about this meeting? >> reporter: i think what you saw is what it was, which was not very productive at all. it's the big difference between tonight and what we've seen over the past few weeks is the only difference is they were actually talking to each other eyeball to eyeball as opposed to through us in the media. it did not go well in terms of any kind of movement at all. maybe the only benefit is that they did actually express themselves to one another and maybe that could crack the stalemate in the future, but so far, it didn't work. >> there are now several moderate house republicans who changed their mind, right, saying they are willing to pass a clean bill with no strings attached. would they actually have the numbers to do that at this point if john boehner allowed it? >> reporter: with all conversations i had with moderate republicans, they have the numbers but to be honest, they don't

let's take you to capitol hill to our chief congressional correspondent dana bash. dana, there's so many moving parts here. let me start with what's the state of play right now? where does this stand? >> well, we are waiting for the senate republican leader and the senate democratic leader to hopefully come out to this podium right here. they're currently meeting with their respective caucuses, trying to get a lay of the land from them and more importantly give them a lay of the land. basically, here in the senate side of the capital, they're in a holding pattern. they're waiting to see what happens in the house. why? because the house proposal that you talked about that we learned about in detail earlier this morning is now also on hold because house speaker john boehner doesn't have the votes right now or at least didn't about an hour or two hours ago, that magic 217 votes that he needs in order to pass that plan through the house. so he is struggling right now behind closed doors with his fellow leaders with the rank and file to figure out if that plan can pass, i

still with us chief political analyst gloria borger and chief congressional correspondent dana bash. the day we've had. >> am i allowed to be optimistic at this point? >> it does seem as though congressman charlie dent republican of pennsylvania seems confident that speaker boehner will take a compromise from the senate, introduce it and it will pass with democratic majority support. >> if that doesn't happen and there's another hocus pocus they do, the big picture, what he said and what i was told by other members of the house republican leadership is that john boehner will now bite the bullet. he's going to put this on the floor, whatever the "this" is and it is unlike to -- maybe it won't get the majority of republicans but be in a bipartisan way, something he hasn't been willing to do for three weeks. >> 15 seconds, gloria. >> two weeks plus later where are we? we're kind of back where we started. and there's no defunding of obama care. the huge issue that was on the table vaporized. >> vaporized. what you get is more security to make sure that people who receive obama care subsi

. >> and we did have dana bash talking to harry reid. why won't you go along with this, and he ripped her and said the question was irresponsibleable? >> that was an unusual question for him to get, and he answered it very badly, and he sounded calloused towards children. i will throw you a bone, bob. >> that's a rare day. >> yeah, people were looking and saying there is no end game here, what is going on. that allows for the media coverage of that angle. i don't get on with the idea that they are mad because they did not get as much coverage as cruz. >> harry can say things that are unbelievable. i have to go on, for example, and try to defend him. >> i want to get to a sound bite here. 11 hours after the shutdown began, politico ran a piece that showed president obama was showing define and strength that could redefine his presidency. we'll see about that. >>> there are no glitches. there are no glitches! but, of course, fox news and the republicans they call that a glitch. this is the first day the obama care exchanges are open and it

i want to bring in dana bash. can you explain? my understanding is that, tell me if i'm wrong, two votes to get this formally through the senate that we'll be watching in the next few minutes. >> that's exactly right. the first vote will be the telltale vote. it is a vote on the compromise. it actually, our understanding is that that first vote will need 60 votes to pass. it should be well north of 60 votes at the end of the day. that is first vote. it looks like the president pro temperature is getting ready to begin the vote. there it is. the vote has begun. this is technically a 15-minute vote. sometimes it goes a little longer because they wait for senators to straggle in. there will be two votes. the last one will be the final one that sends this to the house. the first will be the one that tells us what the threshold is of what we expect to be approval by the senate. >> an important distinction. the first vote, the one that matters, it is the words and the language of the deal would need 60 votes. ones that passes, the actua

>> or not. >> and dana bash has more information. dana, what are you hearing from sources? >> republican leadership sources in the house are simply stunned and really scratching their heads about why the president is coming out to speak before the house votes. the president says all the time he gets that his presence, his name attached to anything is toxic in many republican circles and at a time when john boehner went into a private republican caucus earlier today, yes, as david said he got a standing ovation but he really tried to get republicans to vote for this. it could have the opposite effect. yes, of course, there are 200 democrats, many of whom will vote yes so i'm not sure this would put the outcome of the vote in jeopardy but a lot of republicans are thinking -- ai' saying to myself, this is political moment. they are not sure why he's not waiting until after the house vote except that it could be midnight. >> let's check with the senator white house correspondent brianna. what are they saying about why president obama is coming out now? >> they aren't saying but

so let's go live now to cnn's chief congressional correspondent, dana bash, who has been following all of today's developments. dana, can you tell us more about this deal that senate leaders are working on? why do they feel they're so close? >> reporter: well, you said the dates and these are important dates to look at and to talk about. first of all, we are told that reopening the government would happen immediately and this deal would fund the government until january 15th. why is that a key date? it's because that is the date that after which the new round of forced spending cuts would kick in. the democrats absolutely do not want to happen. so that is a bit of a give on the part of republicans who wanted this to go later so that those cuts would kick in. however, as part of this agreement, we are told that budget negotiators who are going to sit down and work out a longer term deal to actually fund the government through the fiscal year as it's supposed to be done, their deadline would be december 13th. so it does give congress about a month wiggle room to bump up against that next

dana bash and christine romans with what happens if the deal investigates. dana? >> reporter: the session is still in session at this hour. it is possible for the senate majority leader harry reid to come to the floor before they close out for the evening and say at least there's a framework of a deal on principle. there are lots of reasons why they want to do that. first and foremost because of the markets tomorrow morning. in fact at senator chuck schumer still here working, senator from new york, made sure to tell reporters as he was walking into one of the offices a few moments ago, explicitly said the markets need to know we are very close. democrats are going to give on what republicans have hated, holding up the finalization of a deal in the senate, to give something to the unions, their prime constituency. the unions didn't like an employee fee as part of obama care. they were going to try to take it out. they gave in. said we're not going to do that. >> assume allege framework of deal gets done tonight, what happens tomorrow? how does this play out? >> th

dana bash joins us from capitol hill, jim acosta at the white house, gloria borger is here with me in. studio. dana, first of all, what exactly do we think will happen within the next ten minutes or so the? >> we expect the senate to formally convene and senate leaders, democratic leader harry reid, republican leader mitch mcconnell to, once all of the pomp and circumstance is done, the prayer and the pledge and things like that, that they will come and formally discuss what we have been reporting and what mitch mcconnell has been telling his republican rank and file behind closed doors about for the last hour, which is a deal that they have reached. the deal is very similar to what we have been talking about for two days. with regard to what senate leaders are talking about. open the government immediately, keep the government running until january 15th. raise the debt ceiling immediately and do that till february 7th, and make sure that budget conferrees negotiators, people who are supposed to actually do the work of congress put a budget together that they have a deadline to do tha

let's get the latest from chief congressional correspondent dana bash. dana, the voting has begun in the house. how long until it's over? >> reporter: 11 minutes until technically the vote is over. people tend to strag gle in lat at night. there doesn't seem to be a doubt it's going to pass. a little bit in the weeds but it's telling. the fact that republican leaders were able to bring this to the floor so quickly it meant that every single member of congress had to agree to that. that tells you -- >> even those who were going to vote no for it. >> reporter: yes. they know this is inevitable, there's no reason to try to stop the train because the train's going to leave the station right away. >> there are a lot of tea party groups who seem to be watching this vote very carefully to see who votes for them to see possible primary challenges against this from house republicans. >> that's exactly right. several tea party-backed groups, other conservative grassroots groups have been sending notices to members of congress all day long, particularly republicans

is that fair for harry reid to attack dana bash for simply asking a question?is a tough lady. she can handle it. i can handle it. you can handle it. let's talk about what matters, not if someone gets insulted. what matters is that the government is shut down. yes, kids are being turned away from cancer treatment and i want to tell you, in my state, i have kids with bleeding noses, they are very sick, there's an environmental justice issue, the epa was working on it to find out why, they have been called off the job. open the government. it's not about harry reid or dana or you or me. it's about what's happening here, and the president is so right. you don't negotiate just showing up. we have to show up and keep the government open and pay our bills. after that, everything is on the table. and the great news is, and this is really good news, speaker boehner could just bring up that vote right now, in five, ten minutes, and we would open the government and then we would sit down and talk about all the things they care about. what's really interesting is that the
