birx telling dana bash we are in a new phase of the coronavirus pandemic. making clear that the virus right now is extraordinarily widespread here in the united states and that it's impacting both urban areas as we saw earlier on in this pandemic as well as rural communities. and dr. birx gave a specific message to those to make clear you're not invincible from the virus. as americans are beginning to travel over the summer, dr. birx had this advice for americans. >> i could tell you across america right now people are on the move. and so all of our discussions about social distancing and decreasing gatherings to under 10, as i traveled around the country, i saw all of america moving. i think it's our job as public health officials to be able to get a message to each mesh that says if you have chosen to go on vacation into a hot spot, you really need to come back and protect those with covid and assume you're infected. >> they continue to emphasize the personal responsibility that every american can take. but we didn't hear from dr. birx was anything in lig

joining us now, cnn chief correspondent dana bash, kyung lah and kaitlan collins.s going to be problematic. >> i mean, i don't even know where to start. yes, there -- there is a law called the hatch act where it says that you're not supposed to politic from government grounds. the president is exempt from that, so in may be legal grounds for him to stand on, relatively firmly, to do this at the white house. there are questions about the aides that are working for him to do it. but let's just talk about whether it's appropriate and i know a lot of people are going to laugh saying, appropriate, that ship sailed a long time ago. but this is different. this is the president of the united states accepting a political party's nomination for re-election and to use the back drop of the white house, the power of the incumbency takes the kind of meshing of the two to the whole other level and that might have been the trial balloon to see whether it floats or bombs. and we'll see what happens with that, john. >> why wouldn't he do that? if it's not against the law, we know he

. >> dana bash, chief political correspondent with the washington post, malik, if i can begin with you, we are two and a half month away from the election here. what do folks in the campaign think, believe, what difference do they believe this will make in the election campaign. do they think that this is something they could swing it either way or less likely to? >> listen, i think in kamala harris they believe, a, that they have somebody who could be president, right? that's primarily what the job of the vice president is. that's about governing. in terms of the campaign, they believe they have somebody who can energize all sectors of the democratic party. african-american voters, women, suburban white women, as well and they think that kamala harris is somebody who can attract some of those disaffected republican voters, particularly college-educated white women who didn't vote for hillary clinton and voted for donald trump, and so that's how they see her fitting into this ticket. they are obviously ready for the attacks that they'll see from donald trump. we saw some of those yeste

we're covering it all with our political team jake tapper, dana bash and abby phillip.y are here. jake, what more can you tell us about the president's roll tonight? >> wolf, frankly, i have never seen any president so blatantly use and some will no doubt argue misuse the power of his office, article two powers under the constitution for naked political purposes. tonight the president will issue a pardon for a convicted bank robber. ponder is a worthy candidate for a pardon. he helps former prisoners reemerge in the world and turned his life around. he was pardoned earlier this year by the state of nevada but for the president to do so as part of a political convention is highly unusual, if not completely inappropriate. same with the president's other surprise tonight. he's going to provide over a naturalization ceremony for new citizens. this is a president accused of demonizing immigrants undocumented and legal since he began his campaign. now to reiterate, these are worthy actions part of his presidential powers but it cheapens them to make them convention stunts. it
