"lieutenant, we're out on a drowning. the paramedics are working on her. but something's not right here." >> reporter: as he rolled to the house he knew some of what to expect. when you are a cop more than a decade you become familiar with the signs of the drowning like the froth about the victim's nose and mouth. >> your mind starts running immediately about possibilities. they initially tell me i have a 24-year-old drowning victim that died in the tub. i'm thinking that we will find evidence of something. drugs. evidence of an overdose or something. as he pulled up the victim was already loaded in the back of the ambulance. the arriving police officer was still inside the house. and he gave the detective a fill on what he had found when he was led to the master bedroom where the 24-year-old woman lay on the carpet off the bath. >> he felt for a pulse. he assisted with cpr on what he described as a completely dry body with her hair being only damp. >> wet head, dry body. >> correct. >> for some one who drowned in a bathtub full of water. >> yes. >> go ahead and get her out of bathtub and get her on the flat surface. >> okay, okay. >> the 911 dispatcher had been quite clear. he instructed the husband to get his wife out of the bathtub and put her on the floor. >> i'm dropping the phone. >> the husband went away and came back to say he moved his wife from the tub to the bedroom. >> go ahead and get back to cpr. try cpr. we'll be there in a little bit. >> reporter: the detective wondered along with the emts and arriving officers why a woman who drowned in a bathtub would be mostly dry. he needed to see the scene. what story would it tell him. >> i start mentally preparing myself based on what they told me. what do i want to see versus what do i see? >> he headed for the master bathroom. >> i expected something to be wet. expected water on the floors or towels or whatever it might be. it is not there. >> dry-dry. >> there is a small remnant of water, what you might call droplets on the bottom of the tub around the drain. other than that there is nothing. >> you got any bath mats. wet towels on the floor. >> there is a towel on the floor. a mat on the floor. everything is dry. >> reporter: he had a drowning victim that didn't appear to be wet. someone that supposedly fell asleep in the tub and pitched down in the water. but a bathroom that was dry and undisturbed though presumably the husband had to wrangle her limp body out of the tub as he moved her to the bedroom. >> whether it's lotions, soap, whatever is on the side they weren't knocked off. that bothered me if you are pulling somebody quickly out of the tub. that's still together. >> the detective making mental notes. >> something was screaming to me something is bad wrong, something bad really, really, really bad has happened here. more so than just a tragic accident where she drowned. >> the forensic techs arrived and were taking photos. cutting out sections of the bedroom carpet where the mixture of blood and fluid common in drownings had stained it. what they wondered was there another explanation for the stains. >> they wanted to get the things to our lab right away to start, start checking out some things. >> reporter: though it was early hours in an incident. so much would depend on the findings of an autopsy, the detective knew this was not a case that was going to be closed out that night. >> when i left the house at 2:00 a.m., i knew i had a suspicious death. still there were questions -- how long had sarah been out of the tub? and had she been out of the tub long enough for her body to air dry? >> it wasn't possible. you know if you are pulling somebody directly out of a tub of water the body has to be wet. no other way around it. unless a substantial amount of time has passed or we're not being told an accurate story of what transpired. >> question -- was it possible for ryan to lift sarah out of the tub without knocking over those bottles that the detective noted were undisturbed? was it possible for water not to be splashed around as she was moved to the bedroom? and that overriding question -- what had happened to the young wife in the master bedroom? >> we knew she had drowned from the scene itself. it was the manner in which she drowned that had raised all the questions. >> but detective braley would have the most questions for the seemingly happily married husband. was it possible there was stress in the marriage that no one knew about? >> i had to rely on the fact in the back of my mind that nobody knows what goes on behind closed doors. >> as police considered foul play friends and family wondered was there something medical behind this mystery? >> did she have an aneurysm? did she have a seizure? >> she was complaining of headaches. i was telling her, "how long has it been since you have been to the doctor?" have been to the doctor?" (burke) parking splat. and we covered it. talk to farmers. we know a thing or two because we've seen a thing or two. ♪ we are farmers. bum-pa-dum, bum-bum-bum-bum ♪ onmillionth order.r. ♪ there goes our first big order. ♪ 44, 45, 46... how many of these did they order? ooh, that's hot. ♪ you know, we could sell these. nah. ♪ we don't bake. ♪ opportunity. what we deliver by delivering. not long ago, ronda started here. and then, more jobs began to appear. these techs in a lab. this builder in a hardhat... ...the welders and electricians who do all of that. the diner staffed up 'cause they all needed lunch. teachers... doctors... jobs grew a bunch. what started with one job spread all around. because each job in energy creates many more in this town. energy lives here. >> reporter: sarah widmer had died of drowning in her home. and her body would be examined by the coroner. there was nothing for ryan, her husband of four months, to do but leave the hospital and head home. his mother, jill, took him back to the house in the wee hours. ryan asked me, mom i can't go back in there. can you go in and grab clothes for me. so i want upstairs. when i got to the bedroom. there were a couple pieces of carpet cut out of their carpeting which i thought was odd. >> it hadn't occurred to mother or son that the authorities were looking at sarah's death as anything but a tragic explainable incident of some sort. >> there were a million questions in our mind, did she have an aneurysm, did something medically happen to her? did she have a seizure? >> reporter: day light and word was spreading that sarah was gone. danacouple who had fixed the newlywed up could not believe what they were hearing. >> we had just gotten back from a trip and told her i would call her as soon as we got back and we would get together to dinner. i didn't get a chance. >> shocking news. >> reporter: dana, a nurse, tried to make sense of what had happened to her dear friend. she thought back to her conversations with sarah. >> she was complaining of headaches, saying what do you think of her medical background? i said, maybe you should get your blood pressure checked, i said, you should get a checkup. >> there was that funny trait sarah used to have that people would kid her about, that she would fall asleep at the drop of a hat. maybe it was part of an underlying condition that explain her sudden death. her mother-in-law noticed it when she first got to know sarah. jill was taking home videos in 2007. >> i panned over, there's sarah having a good time. sarah was sound asleep in the family room. there were 15 or 20 people in

"my point is that if they believe he cannot fulfill the obligation of his office, if the constitution responsibly to invoke the 25th amendment. their loyalty under laws not impersonally commenced with the constitution of the united states into the people of united states." capri, in the interview he never said why it was that they thought the president should be removed. >> that was my big take away. i think there are two very stark differences between what i think a lot of the american people have certainly reviewed this 25 minute conversation, it's a whole different issue of whether or not even. if it did, there is a difference between wanting to invoke the 25th amendment because you just don't like donald trump, because you are a sore loser, or whatever the reason. or if you actually have a bona fide concern about his abilities to execute his duties as president of the united states. and to prove those things with facts. there are two very separate things, here. unless we know which one was the motivating factor, i don't know that we will ever be able to determine whether or not it was appropriate or not. remember, the guy is on a book tour. there is some conflicting statements here. he goes down to 60 minutes and says, "yeah, we talked by the 25th amendment," but then his team wants it back? in the justice breyer reiterated rod rosenstein singh didn't happen. so who knows? >> you look at all the denials, they don't actually deny the same thing. there is a way for all those things which repair the talk about extended conversations about the 25th, and he says, "we didn't authorize anyone to wiretap." i don't know. there are people saying it's proof of the deep state. senator chris coons is this not reflect the deep state. listen. >> it's alarming that there were barely folks at the highest levels of our government considering whether our president is unfit to serve. i don't think this, frankly, rises to the level of some deep state conspiracy or a serious attempt at what senator graham called an administrative coup. >> right, so that the democrats thing. what this proves is that a lot of people close to the president think it's crazy or can't do the job. >> yeah, but this is individuals that were hanging around from the obama era inside that the fbi. and they obviously had some sort of vendetta against the present. when they went in to the president in may, it's clear from this that we know it all started in happen prior to the conversation of bringing the president. and that's where the conspiracy is actually -- you know, drawing in and creating the illegal activity that needs to be under investigation. >> i'm glad you brought that up, there was another interesting point about all this. he reframes that conversation that was had in trump tower. telling the president, "hey, by the way, you have james comey flying here and saying you're not a target of the investigation. we just want you to know." at the same time, before that they are considering taking him out of office. doesn't it change the light that you look at all those conversations under? dana strul. dana joins the institute after service on capitol hill where she was the senior professional staff member on the senate foreign relations committee on the democratic side. previously she had as much as in the pentagon. and so knows both ends of the executive and legislative branches. and i'm thrilled that she is with us offering special insight not just on the traditional policy matters that our staff focuses on but also making sure that we fully understand and appreciate the complexities of capitol hill. so with that, i'll turn the floor over to barbara. barbara? >> thanks very much, rob. good afternoon, everyone. well, i might take issue with one of the things that you asked us to think about. but i'll wait until the end of my nine minutes to do so. i came back a week or so ago from 10 days in saudi arabia. and i wanted to give you just a sense of the atmospherics the conversations that i had, moving between day ran, riyadh and jildal with a group of international businessmen and women and with a set of largely private saudi engagements, private sector saudi businessmen and women, some government engagements but largely of a sort of economic policy orientation. but lots of engagements with private saudis, cross generationally. and give you a sense of what i found there. and i would just start by saying that my first visit to e kingdom or the kingdom was march of 1990. when i was assigned in jerusalem and i was anticipating an assignment back in washington and our embassy asked me to come over and do a tour around saudi arabia. so i went to the same three cities. and needless to say, it's a very different saudi arabia that i found. and i have been going at regular intervals over the succeeding years. as recently as january of 2017. but what i found was really almost disorienting. just visually. so the social change is real. it's visible. the gender segregation in the public arena is just simply dissolving almost in front of your own eyes. women, saudi women are visible literally visible in the public space in a way that i've never seen. heretofore you would see saudi women fully cloaked, garbed or you didn't see them in most places. you certainly didn't see them in ministries, government spaces, and you really by and large didn't see them in the work space except for some real niche sectors that were opened up under a former king abdullah to women. i mean, so uncovered hair, just shocking. if you haven't been to saudi arabia, and i was traveling with a group by and large that had not, it became very difficult to explain why all this was so extraordinary. because this is a group that had traveled all over the middle east so what's the big deal? i was just staggered. and of course you have read about -- but you have to again experience it to believe it or experience the old saudi arabia of just two or three years ago, you know, canned music piped through restaurants, totally integrated restaurants and shopping malls and so forth, public entertainment. and then women in the workplace all over. so it was really quite striking. but then in -- going into these discussions with sawed -- saudi men and women and i'm focusing on the social aspect and this desegregation aspect because it is -- having such a profound psychological effect on saudis themselves. this -- all of them having grown up in a saudi arabia that was so -- so affirmatively closed. of course you had starbucks on every corner and so forth. but you didn't have essentially from the 1980's on and in particular you had a closing off of a lot of the more nefarious western influences and music and entertainment, films, set, have been unknown to -- etc., vsh enknown to the generation since 1979. what i found was that this is unsettling to saudis. now, i will caveat my remarks by saying as one young saudi woman said to me, the first evening, in her father's home, well, what do you think now that you've met the 1%? meaning herself and all of the people we were seeing. and indeed this is -- this was by and large western oriented, western educated, their children, western educated. and of course heavily vested in relations with the west and the u.s. in particular. but even all of these avid proponents of these changes, socio-economic changes, that are represented in what's known as vision 2030, the national transformation plan, it's disorienting to them. and i found some of the 40 something men in particular said they were just -- they would have a physical shock every time they walked into a kava, sat down and looked over and saw a bunch of saudi women sitting next to them. and they jumped. still a twitching apparent with people that is leftover of having the religious police two years ago only very active in keeping things segregated and locked down. interestingly, no discussion as yet of integration of the public education system. now, there is of course one sort of jewel of a university in the saudis' eyes, coust, which is king abdullah project that has integrated. but by and large there seems to be no real discussion. and even several saudis said to me that they couldn't imagine integrating the educational system, at least below university at this point. on the issue of how much, how avidly are these reforms -- and again, i'm not talking only about the social. but the social changes are quite shocking as i said for many, even those who are enjoying them. to my question which i put repeatedly to literally every saudi i met, where is their opposition to all of this? i got an amazing diversity of replies. one young woman said to me, adamantly, we have the most deeply polarized society. you can't imagine. and i said i'm american. i know all about polarization. and she said no, really. it's deeply polarized over this issue of the reforms. and i said, for instance, what percentage supports and doesn't? she says it's 50-50. i just ran that proposition with a number -- virtually all the saudis i talked to. and the answers, if they were 40 and below, they said look, demographics are on our side. 70% of us are 35 or ubbed and we -- under and we all love this but not every 22-year-old is the same as the other 22-year-old but by and large we all love it and those who object to it are being squeezed away. one 40 something businessman that i asked about this said, look, at any given point, you know, there are 3,000 people -- 3,000 government employees, sifting through on a daily basis social media to sort of track public opinion. fair much. but not all i said fair enough, but not all of the naysayers are going to be on twitter. he said true enough, but we have really heavy-duty surveillance to track that. the government buys the best that israel has to offer in technology. that is a quote. [laughter] he said it very matter-of-factly. and on a really interesting theme throughout these comments of the irreversibility of these changes, that they were irreversible and side-by-side, the comments made it clear that so many of these speakers felt that the reform project itself is inseparable from mohammad bin salman, the crown prince's staying in power. there was a highly charged sense of defensiveness on the part of this western educated, oriented elite. again, across generations. an acute sensibility or sensitivity to the fact that there is just a huge amount of international heat directed of the kingdom. and there was frustration about this point and i will disaggregate some of the points, but one woman in her 40's said look, i've spent my whole life being told by westerners, by americans, you people are so medieval. especially with your women situation. and she said now we are changing and really changing, it's fundamental. and we are being told yeah, you are changing at a glacial pace. which is it? why don't you support us, why don't you help us out on this? on reform in general, i got some interesting quotes, i will give you a sense of that. once in a lifetime opportunity to self transform. we're unlikely to have another chance. i'm so happy the changes are happening, but i feel so angry, frustrated, regretful. that i or the government wasted 20 or 30 years of my youth in this very closed society. to the issue of the current unpleasantness between washington and riyadh, specifically the congressional reaction, is this about us, or is it anti-trump? and then, interesting comments about their own sense of what sort of the truth of the way saudi arabia was looked at over decades. we used to have a false sense of accomplishment about converting to a severe form of islam, and that's not good enough. others said it's the ability to dream now, that's the importance of reform, i can finally see something, i can see my country and what it's supposed to represent and i'm seeing it through the eyes of my children. on mbs himself, he came to the job with no bills to pay, he owes no one anything and those nothing to anyone. is willing to rock the vote, -- he is willing to rock the boat, upset the status quo, take the responsibilities. previous approaches to reform was slow. he's all about going all down. he's a person -- first person to confront things head-on and not sugarcoat it. that is my sense of things in the kingdom admittedly from a certain part of the society but it is really unlike anything i've seen in years of going to the kingdom. i would just spend one or two more moments on trends in the region and prospects for 2019. i would say not only from the strip but lots of other some things i've done, there is a deepening sense of doubt and concern, even anxiety among our closest u.s. partners about u.s. commitment to the region. partners are hedging or they are going full on past hedging to take up policies and relationships that are clearly at odds with where we would like them to be. and we have that in the gulf within a rush for an unconditional -- and we have the sense with israel, israel having a sense of having to go in alone, in terms of dealing with iran and syria. i will say as a former foreign policy practitioner, what is alarming to me and what is also reflected in these conversations is a thinning out of key u.s. bilateral relationships in the region. lack of ambassadors in 12 of 18 of our embassies, or 12 of 18 relationships. constant turnover back here in washington at the cabinet level, in the national security community, high-level engagement. and then, finally, what was remarked on during the trip but also in my previous engagements, who released each of the administration, and i think that relating to a head in december over the president's announcement of the troop withdrawal from syria and in the follow-up trip that national security adviser bolton did to israel and turkey when you had just completely contradictory messages coming up. key developments in the face of all of this, when i see right now is the prospect for the bilateral u.s. saudi relationship really heading into the deep freeze. for a variety of reasons, congressional, i think dana is going to address that, but also because i think structurally there are some real problems with the way washington is carrying out the relationship and that would be one of the things that has got to change if we got to pull relationship in the direction it needs to go. yemen, slow, unraveling. notwithstanding the process unless the administration really gets serious and gets engaged. and iraq, i think the truth -- and iraq, i think the troop issue is going to the toxic very fast and it will have reverberations back here and we could see a replay of 2011. on that note, i will turn it over to you. >> thank you. i'm going to complement a lot of positive sense and then in terms of division of labor, i'm going to complement a lot of what barbara was describing. i made two trips to abu dhabi and dubai speak at conferences a little over six weeks ago. and then i went to israel and that i went to saudi arabia and that i came back to israel. and i want to talk about broader progressions tha
