the phrase, separation of church and state first appeared in thomas jefferson's 1802 letter to the danbury baptists and if you read the context of that letter, he certainly was not talking about the elimination of a spiritual element to government. in, on may 25th, 1787 at the constitutional convention in philadelphia, it was benjamin franklin who insisted that they have prayer because they were trying to break an impasse. in 1789 when the legislative branch got started, one of their first orders of business was to establish a chaplaincy. so the chaplaincy was established even before the establishment clause of the first amendment, which states congress shall make no respecting the establishment of a religion or prohibiting free exercise thereof. the supreme court in marsh v. chambers, 1983, upheld the constitutionality of legislative prayer. so i think it's pretty clear that our framers intended that there be a spiritual dimension to government and that the separation of church and state was referring to the establishment of a religion, of having an official state religion or governmental
