he is ambassador daniel benjamin, the state department's coordinator. it's a position he has held since may of last year. prior to his appointment as the state department's counter terrorism coordinator, dan benjamin was a -- served as a senior fellow and a research director both at brookings institution and the center for strategic and international studies. prior to that during the clinton administration, he was a foreign policy speech writer for several years and then went on to become a director in the office of transnational threats on the national security council staff. prior to entering government service in the 1990s he had been the foreign correspondent for time magazine and the "wall street journal." after leaving government during his think tank years, he co-wrote two important books on terrorism. the age of sacred terror, and the other was the next attack, the failure of the war on terror and the strategy for getting it right. it's a great pleasure to welcome ambassador daniel benjamin. i look forward to his remarks. and senator joe was a member of the commission as was senator daniel patrick moynihan from new york and senator moynihan loved the social security program. he was devoted to it and he tea and senator dole got together and senator moynihan said we can't let this go like this. that is the commission just put out a set of options with no recommendation. and so, day, the two of them, started a dialogue and then i got dave stockman involved in a dialogue to try to hash out a proposal that everybody could agree on, where everybody gave on increasing and accelerating the scheduled tax increases and new tax half of the benefits and benefit cut and greater coverage. and then they sort of got a gang of nine and biltmore consensus around that. but it really started really with the conviction of senator dole and senator moynihan and putting that together, that sort of lifelong bond that they had. and it was -- they had a remarkable relationship. i remember a couple years later is going on a congressional delegation author asia, which was another work fast of -- >> it became as they begin pathmark.

daniel ravicher, start with you. explain more about what these patents are and what you see the problem with them. >> well, the patent is the government granting one company the exclusive right to make or use a certain technology. and in this case the patent office has been granting patents over many genes in our body. and so the result means that if you want to look at your own genes to see whether you have a particular mutation that would increase your predisposition to a certain disease, you can't do that without the permission of the company. in this case we sued myriad genetics because they were using their patents to foreclose any other lab from offering this genetic screen, or were allowing women who couldn't afford to pay myriad's price to go to someone who might be willing to do that screening for them for free. >> ken shahine, from the company's standpoint, some process has happened that makes the gene, makes this all patentable; is that correct? >> yeah, i think so. first of all, we need to be clear that n

governor daniels, here in washington we're trying to parse the jobless numbers in the united states, and they run fairly similar to what you are seeing in the state of indiana. what's it look like on the ground at home? have we turned the corner? what do you see as happening? >> stabilize might describe it. i would be very cautious about seeing anything else. i don't see it yet on the ground. i talk to businesses all the time, tend to put a little more stock in what they say than in the statistics. and while here and there i do find firms that say their orders are a little stronger and see some improvement, they're also pretty cautious. very few are hiring at this point. if they are, it tends to be temporary or part-time workers. and i think we're going to need to see more evidence before we can conclude that anything like the recovery we need is under way. >> i've got to ask you about the politics of this. we saw nationwide on friday an increase of 16 2,000 jobs in the country. that has been parsed and disputed on some of the nuances on it. but net-net on the politics, do you think
