danielle leigh is in washington. good morning to you. what has the president done so far in his first couple of hours there in amsterdam. >> reporter: good morning. president obama just got done meeting with the president of the netherlands and during that meeting he reiterated the importance of drawing a hard-line against russia. now how successful the president is in terms of rallying european allies against russia and really taking the hard-line, that will determine how he handles the crisis in ukraine. as russian troops make themselves at home in crimea, president obama arrived in the netherlands for a long scheduled meeting about nuclear security, now overshadowed by the crisis in ukraine. >> europe and america are united in our support of the ukrainian government and the ukrainian people. we're united in imposing a cost on russia for its actions so far. >> reporter: in an emergency meeting, the president will try to convince leaders of the g-7 nations to increase the pressure against russian president vladimir putin. >> he's a bull

live in washington, danielle leigh. back to you. >> thank you very much. >> 6:31. the california energy commission says the amount of crude oil being carried by trains to the bay area has sky-rocketed thanks to an oil boom in north dakota and canada. they are carrying crude into the bay area every day. senator hill says that has him concerned. he points to a deadly accident in quebec last year involving a train carrying crude oil. 47 were killed. california could not currently respond to a disaster of that magnitude. >> it's the response time and the preparedness that we don't have in california. we're back in about any 80 and we can't deal with that volume. >> in 2011, there were 9,000 tank cars filled with oil brought into california from out of state. by 2016 the energy commission says that could reach 200,000. 10% would travel through the bay area. they are operated by burlington northern railway. >> time to check the forecast. let's take a peek outside and enjoying the sunrise coming up. this is over the south bay in san jose. coming off a great weekend. wish

danielle leigh is live on capitol hill, the u.s.oney to help you crane. >> reporter: peggy, that's true. $1 billion in loans of course congress is going to have to approve that. they are also saying they are going to help with elections and technical help for ukraine's bank. corruption has been a big issue. that's what the u.s. is promising to do. they are trying to stabilize you crane, help the government really form. and also get the economy back on track. that's one of the big developments that we saw early this morning. also russian president vladamir putin spoke. he is drawing a hard line not indicating he is going to back down any time soon. he calls the government illegitimate, he also says that if necessary he will use force, he says his prime goal here is protecting russian nationals and crimea and he believes that this is where he needs to be. he is not indicating she going to pull the thousands of troops out at this time. that's going to lead to ongo tension. the u.s. wants russia to pull out and u.s. and other western al

danielle leigh joins us live in washington, d.c.state john kerry just landed in kiev as we are watching the situation there get even more tense. >> reporter: hi, peggy, good morning. secretary of state john kerry is meeting with acting president in ukraine, and he's going to be talking to him about some of the promises things the u.s. wants to do to help you crane, among those $1 billion in loans, that is going to have to be approved by congress and president obama is asking congress to do that immediately. also help with upcoming elections and also tech help for the central bank, trying to deal with some of the corruption happening in ukraine. this all as u.s. is upping the pressure on russia telling russia to pull troops out of crimea, not looking like that's going to happen. vladamir putin did speak to the media, he said that ukraine's government is illegitimate, he said that he plans to stay the course, he will use force if necessary put a last resort and hi primary purpose is protecting russian nationals in the region. he is sa

danielle leigh live in washington with the high stakes meeting president obama is having today. good morning. >> reporter: good morning. this is going to be a big diplomatic test for the president and how successful he is at rallying european allies is going to have a big impact how we handle the crisis in ukraine. president obama is in the netherlands, he's had a couple meetings with high profile leaders and the big test is going to be later today when he meets with the leaders of the g-7 nations, the goal ta they are behind him and ready to step up sanctions against russia if need be. already the u.s. has put sanctions on russian leaders but president obama has indicated that he's ready and willing to do more if russia moves further into ukraine. in ukraine there's a lot of anxiety because russian troops are lining up against the eastern border and there's a lot of questions what are their intentions about whether or not they intend to come in and president obama made it clear he'll take additional fx they do that. so this is going to be a pretty important week as the presiden
