yesterday city council president darrell clarke and others were skeptical about the proposal's ability to actually raise revenue. >> david joins us. some seeing rain from the skies. others not. >> storm tracker6 double scan shows you the farther north you are the better chance you have of seeing some of that rain this morning as we give you the bird's eye view you can see how it's pulling off to the north and clearing wilmington and the state of delaware. looks like that stuff off of cape may is also missing land at this point and probably just staying out to sea. but in southeastern pennsylvania and then up toward trenton we still are dealing with some showers and every now and then you can see that they are steadier showers with the darker shades of green an little bit of yellow still surviving. doylestown still picking this up norristown malvern but these places will be drying out before too much longer. if you're farther to the north in allentown and bethlehem and easton you're kind of in and out of the raindrops and you probably have another couple of hours before that finally get

darrell clarke, the city council president, is saying, "well, let's see about what we can do with halfent, maybe one cent"... and then there's this other thing of, "is it worth it"? does pre-- everyone assumes pre-k does enormous good for children. does it really? is it worth the money to pay for, and can the city pull this off and have this up and running in a year... or two or a half a year? >> well, i think part of it has to be, how are they going to plan for pulling it off over a period of time? what the mayor campaigned on was universal pre-k for all children in the city of philadelphia -- whether it's three cent or one cent, you're not gonna get enough money to do it for all children in the city of philadelphia. and what i'm hopeful is that, you know, what happens -- and i hope the mayor continues with the program and council and he will figure out how to fund it. but the question's, "how do you keep it going so you actually do universal pre-k, you don't just check off a campaign promise with 3,000 to 5,000 kids getting --" >> can't be the only -- >> but there's no question that

. >> reporter: earlier i spoke with garl cla darrel clark and he told me the proposed tax is in his words troubling. when i asked him if that meant that he's against tax, he would only say that he believed three cents is excessive. the city guy hastcity finance d testified that the tax will generate $95 million a year just on universal pre-k community schools and parks and rec buildings in philadelphia. now, we did spend time tracking town other city council members to try to find out where they stand on this issue, what tore they still need to make a decision. we'll have that part of the story coming up during our 6:00 news cast. rosemary connors, nbc 10. >>> we may get answers as to what called the deadly track derailment. the ntsb plans to hold a hearing in washington, d.c. next tuesday. they say they will reveal the probable cause of the derailment. one year ago tomorrow, amtrak train 188 ran off the tracks after sepeeding through a sharp curve. eight died, hundreds were injured. and you can count on nbc 10 to bring you the latest developments from tuesday's hearing. >>> a late start

council president darrell clark made clear it is not. >> never on the agenda to move sugar tax out toate. >> reporter: the fact is kenney administration's push to levee 3 cents per ounce tax on sugary beverages like regular sodas, most fruit drinks and lots of sports beverages remains in limbo. the beverage industry led by the teamsters called it a job killer and has been very vocal knots opposition. >> the tieing and the campaign against this effort basically says that poor people, the only thrill they have in life is to drink a coke. or a pepsi. >> reporter: the mayor wants to use the money tax for pre kindergarten programs, community schools and park and rec centers and this week local doctors weighed in claiming any drop in sugar consumption will improve health and even safe lives. >> councilwoman brown is proposing an alternative to the soda tax. a levee on beverage containers would would raise most of the cash the kenney administration needs. >> we have multiple ideas on the table. we typically end up with better out comes for the citizens of our city. >> reporter: 3 cents per o
