california congressman darrell issa joins us with an update.ongressman, you were at the hearing today. your reaction to the secretary of state's testimony? >> liz, many questions, few answers. one in particular in the statement both in an email and proa website the secretary's people said that you should not count on the u.s. government to get you out of afghanistan. he absolutely rebuked that, except we took it from his website and we received it in an email when we asked about getting help getting more of our american citizens out of afghanistan. this was just one of many cases in which this administration and this secretary are in denial of the fact. the fact is they sent false messages including the president denying that the country was going to fall. now they want us to believe they simply didn't know until the last few days, even after 85% of the country had fallen they were still in denial. then when it altered into chaos they act like it was a surprise. he didn't have any answers to any of that today, it is still going on. elizabeth: c

these days, all you have to do is write a check, like $2 million, as darrell issa did in 2003, and can you sponsor collecting all those signatures. if you raise the threshold, it's harder but more meaningful and easier for people to decide at the end. >> is this across party lines? or democrats want it one way or republicans want be another way? >> i think everybody sees the benefit here. i think you'll find some people who say we want to keep it low so we can get involved. they need to think twice about that. by keeping it so low, are you literally saddling people with an impossible decision? think about 46 people here, it was pretty tough. larry elder made it look good. he got 46%. why? he was well-known. he had a following. what about the others? i don't want to discourage any kind of participation. it's important for the democracy, but you want to make it meaningful. some of these adjustments, while keeping the recall, which is expressed approval of 75% of the state, we should keep it, but maybe we should think about making some adjustments to make it easier for people. >> gavin ne

i recognize darrell issa from california. >> before we get into the tougher part of this, i want to thank you for the effort that has gone on by the men and women of the state department and the department of defense and a lot of independent actions that occurred to try to help get people out in the aftermath of the withdrawal. i would not be doing my job if i didn't ask some tough questions. one of them is up here on this board. it's pretty straightforward. a response i received from the state department said to my staff when we asked about continued work to get people out. it said make contingency plans when safe to do so that do not rely on u.s. government assistance. how to we square the fact that in an official response that i waited weeks for that we do not have any assurance for assistance but that when people get out they're lauded by the state dent as success stories? that includes an 80-year-old couple that was announced to have gotten out when in fact we saw no real assistance by the state department, had to find out it was a nongovernment flight and get these two american citi
