joining us with this take is doctor darren porcher. so many people saying i've never seen anything like this, not just new york city but all across the country. you heard that report from mike tobin, that there was a baseball bat wrapped with barbed wire. this is not protesting. how do you get a handle on this? >> of two separate lanes, you have protesters which are people afforded constitutionally protected rights and rioters and leaders which are, quote, criminals. how do you manage the two. unfortunately the people committing to rightist behavior are overshadowing the lawfully abiding protesters so as the police department is trying to marshal in those writers we need to develop a strategy where we can connect with community leaders and have the people in that community assist law enforcement. it's difficult to arrest your way out of a situation like that. >> how to make them listen? you see what is going on in the streets. >> that will come with a back channel of negotiations between the police and the community leaders, you have t
