david benjamin was in the block when the fire began. there was smoke everywhere.erally everywhere. there was people downstairs. there was bits of cladding falling off the block that was on fire. people screaming. after a couple of minutes, because people were still sleeping on the higher floors so they didn't have a clue what was going on. i'm not even sure if half of them got out to be honest with you. daylight revealed the fire still well alight. the situation still far from under control and more stories emerging of the panic overnight. me and my brother and some other people who lived in the area ran over to the estate where you could actually still get underneath it and people were throwing their kids out, "just save my children, just save my children" and the fire brigade and the ambulance and the police, they couldn't do nothing. they couldn't get in. they were telling them to stay where they are. we'll come and get you. but things quickly escalated. the block is now a smoking ruin. how the fire began is still unclear as is the full extent of the casualties

let's hearfrom david benjamin. i was at my girlfriend's house and we were asleep.utside to see what was going on. one of the neighbours said, "fire, fire!" and i looked through the keyhole and saw a couple of people running downstairs where the fire exit is. so we got our trainers on and stuff and literally... before we got outside, opened the front door, thick smoke on the landing. i shut the door, thought maybe it would be safer to stay inside. but then we phoned our neighbour who said to get out. the smoke alarm started going off. so we thought now was the time to get out. so we rushed out, rushed down the stairs. we're going to a police news conference. this is an emergency response led by the fire brigade but involving all emergency services and the local authority and a number of other organisations. tragically i can confirm that at least six people have died. from that the london ambulance service there are currently 74 people being treated at hospital at which 20 are receiving critical care. in relation to the numberof critical care. in relation to the numb

david: sounds like a long and hot summer for me. alix: for more, we are joined by benjaminandel, global strategist. we were talking about how you deal with central banks over the next five years but how do you deal with d.c. in the next 12 months? what is your base case for tax reform and health care? mr. mandel: we have had modest expectations. part of that reflects a deeper issue, which is that there are significant constraints to major initiatives in washington including tax reform and health care reform and they are actually independent of who would be in the white house right now. so for example, one of the constraints is that you need a long runway for these reforms to thenacted going back to last major tax reform in the u.s. in 1986, under reagan. that took four years of recovery strength growth coming out of the double-dip recession in 1982 through 1986 for that to come to fruition. the currentk business cycle is at risk right now, but i am also realistic in the sense that i am not sure we have four or years more to get things done. the runway is not there. the seco
