joining me now, the ceo for the texas gulf coast region american red cross, david brady. vid joins me on the phone. welcome to you, david. there are a number of red cross shelters throughout the state, and i know they're ready to support the thousands of evacuees. what are the first thing you guys need in terms of help from the public? >> alex, thank you for having me on and that right now is the most important question. i would say the three things i would want to communicate to the public about what the red cross is doing, our strategy about everything, whether it's natural disasters like this is repair, respond, recover. right now we're in that respond time frame for us which is so critical. the communication we want to get out is we still need volunteers. we still need volunteers to help these folks who are going to be in shelters, to help our neighbors here in texas that need support, and you can volunteer with the red cross by going to redcross.org/volunteers and it will get you there directly but on the home page as well. the second thing i would want to emphasize t

joining us is david brady, the chief executive officer with the american red cross of the texas gulfoast region. great to have you here. >> thanks, alisyn. >> this morning there are 8,319 people here in this shelter. some of them without their medications. they had to leave them behind. some of them have lost their cell phones. where do you begin getting help for all these folks? >> our main goal right now is just the comfort, the shelter and the opportunity for us to provide emotional care for these folks as well. so our goal right now is to make sure that the people who are here and the people who need to get here when they arrive in any of our shelters -- a lot of the attention is focused on this one shelter, alisyn. i i understand why. people need to know that red crosss that has close to 100 shelters set up across the area. >> how did you do it? you suspected it was going to be as bad as all the forecasters predicted. so days ahead of the rain, you were getting into place. why were you so forward looking with this one? >> i have to give so much credit to our national team. they

brady. he's at the george r. brown convention center in houston, one of those major shelters. david, give us just a sense of where things are there. how people are feeling and how big your operation is on the ground. >> well, our operation here at george r. brown is a partnership with the city of houston and mayor turner and his team. this operation, i feel, is a great place right now. i've walked around the center today. been able to talk some of the people staying here and moods are good. spirits are up. people are feeling much, much better. i think yesterday the past 24, 36 hours have come as a great relief as the sun is shining here. we're all very concerned and worried about our neighbors to the east of us in the beaumont, orange area. but here in houston, george r. brown and other shelters around this region here, houston, they're feeling much better and anxious, starting to talk about getting ready to move on and take a step forward in their lives. >> you say get ready to move on and take a step forward. walk me through what the path looks like for a family that has lost thei

david: kevin brady was here and he was optimistic about his own plan.ting rid of that border tax. the last thing we need is another tax. so you were very successful in that. but he is concerned about the senate after the debacle with healthcare. is there any chants same thing could happen? we get a tack bill passed in the house. goes to the senate and fails? >> i share chairman brady's concerns. i think we'll pass a strong tax reform package for the business side and for the individual side in the house of representatives. i think that will happen. having watched what the senators did with the obamacare it wasn't inthat they failed. but you actually had some of the provisions voted on, the same bill that we put on obama's desk last congress, you had six republican senators who voted for it last congress flipped their vote and voted against it. that's the swamp wing out when you see that type of behavior. i can't put a lot of money on the senate doing the right thing. that was a body blow to those of us who wanted to see some progress on these key issues

elizabeth: i want to bring in american red cross regional executive officer david brady in houston.hank you for joining us. tell us about your resources on the ground and what do you need? >> thank you for having me on today to talk about this. we've got shelters ready to go. last night about 1400 people took refuge from the storm in 24 red cross and community shelters and we've got shelters ready to go right now to accommodate potentially up to 40 additional shelters in the next 24 hours. we're looking at thousands of people needing to be in shelters. so, that's where we are right now. the american red cross, our strategy is repair, respond and recover and we started that response action right now. when you ask what can people do, what do we need, right now the three main things we're looking for, volunteers, we also need financial resources and support from the community to help us complete this mission. and then we also need people to know how and where to get to shelters. elizabeth: that's what i was going to ask you. you mentioned 40 additional shelters and i understand that yo

david: here is grover norquist, americans for tax reform president. well, grover, congressman bradyhere is no question about it. he knows taxes, he knows how to write tax law but i'm wondering if his message can outshine, if you will the glare of charlottesville? >> well the good news is, that we can walk and chew gum. we have to get the economy going again. we have had almost a decade now of 2% growth. french rates of economic growth rather than reagan and american rates of economic growth. we should be at 4%. when we turn to go to the american people and say, you've been looking at shiny things right? how about focusing on a central issue of getting growth for all americans and turning the economy around? that's i think going to make it very easy for people in the house and senate to vote to take the corporate rate down as close to 15 as you can. david: people in the house and senate are moved by their constituents. they're moved by the desire to get reelected, let's face it. if the president comes out, make as forceful message, sells the message we want power away from the govern

david: we had an interview with kevin brady earlier today from the reagan library.hn hed to talks about the group of six who are working on this tax reform package which includes people from the house, the senate and the administration including gary cohn and steve mnuchin. are you confident they can remain firmly fixated on getting the tax reform package put together through the house despite all of these distractions? >> i hope so. they put out their fundamental plan on july 27 and the plan was important for two reasons. it highlighted broad principles they want to keep congress focused on as they attempt to tax reform and those principles were lowering the individual rate, lowering the corporate tax rate. they wanted to make tax reform permanent, moves away from this bush era extenders reauthorization every single year. parity forbring corporations and lower the rate for them. i think that will keep congress focused as we look at tax reform prospects. the other important thing to come out of that meeting was the fact that they announced that the border adjustment

david: charlie, you and i were at a dipper with kevin brady, he was outlining his position.ead of house ways and means committee. they are the ones to write tax laws. he has reasonable, seems to me, a tax plan. he thinks it will be easier to do than health care. what do you think. will it work? >> how much can we talk? cat is out of the bag. it was supposed to be off the record. david: we talked about dinner. we can talk about it in generalities. >> not just from the dinner, but from their overall plan i don't know exactly how they will score the thing. i think he was kind of like obtuse with that. i don't think they know exactly how to -- score meaning is it cbo score of deficits or whatever and -- david: he had a lot of disdain for that, not only at that dinner but on interview with maria, et cetera. >> dynamic scoring. >> but they all feel handcuffed by it. we don't know exactly what the tax cut will be, especially corporate and individuals. david: the rate you mean, how much it will be brought down. >> is the rate going down to 15, 20, 25. it is just 25 on corporate rate

david: a group of body that made such a mess of it when mitch mcconnell predicted it would be an easy pull. kevin bradyand tax process. but i have no faith in the senators that they do. >> i think the house will pass a tax bill in september or october. the question is what will happen to it in the senate. if they can't get a tax bill through the senate after the house does the heavy lifting. then you will have a real crisis and people will ask who should be leading this party in congress. david: you wonder if people have went in beltway for so long they lost sight of the real world. they get ensconced in this beltway mentality. i don't think they understand incentives which taxes work on. >> this is where the epa can do some good work. why is it people like mitch mcconnell and others go to washington with good intentions, but later get beltway-itis. david: some republicans have bought into democratic rhetoric about class warfare where taxes are needed to punish the rich. >> you saw that not cutting capital gains, the ones obama raised in obamacare for fear we'll be labeled the party of the rich. if you
