president chiu: supervisor david campos. supervisor campos: i will respectfully disagree with sean elsbernd and the statement by the city attorney's office. i think that the interpretation that has been provided is inconsistent with the letter of the spirit of the board rules and i think that the president is the ultimate person who decides what happens here and i think that consistent with the intent of the rules, i think that there should be a separate vote on each divided item but i don't think it's consistent with the rules to say that one supervisor can keep something from the ballot by simply dividing the file. i'm not saying you're making a motion. you're dividing it. but i don't think that the rules give you that authority or power. >> i do have to credit him for your parliamentary knowledge. i do think we have a path forward from supervisor ross mirkarimi. supervisor mirkarimi: when supervisor sean elsbernd made his amendment, i laughed because i knew what he was doing. this is not an unfamiliar tactic, not one that

supervisor david campos is going to give the award. and i would go on and on. i want to give a couple of more highlights. in 1999, the organization that was founded in 1980, she really worked very hard to provide a sanctuary city for immigrants that left their countries in central america to be in san francisco in a place that will welcome them and support them. after doing the work of creating organization and helping others, they decided i have to do more pathways and open pathways and she crated a company which in english means pathways. it still helps immigrants in many, many ways empowering them, teaching them english, helping them integrate into this community. it is an honor that you are one of our honorees and please let's give her a big, big round of because! supervisor david campos. supervisor campos: thank you. thank you to the mta for the presentation. let me begin by noting that i am supportive of this project. i look forward to the hearing and what is presented to us. i do have support for this project but i do want to make sure that we have a better sense of where the mta is in terms of its ability to manage this project. again, i am supportive of it but since we are being asked to take some very important steps to finalize the project, i want to make sure that the mta has done everything it can to make sure that this project is managed well and i would simply reference back to a letter that was received earlier this year from the u.s. department of transportation, the federal transit administration. as you know, in that letter which was sent by the -- by leslie rogers who is a regional administrator of the federal transportation administration, that letter points out a number of things that quite frankly raise concerns about the mta's ability to manage this project and specifically, the letter says on page three, and i quote, th

the colleagues on the budget committee, supervisors mirkarimi, david campos, elsbernd, we spent countless hours working together. we have the support of harvey rose and his office. thank you for you and the work of your team. you helped us make precise decisions on the budget. often very challenging discussions that we had about items that we could go after. it helped us to achieve about $17 million in cost savings for services that are meeting san franciscans in the city. i am very proud that we are able to put together for our restoration package colleagues. we were able to closely restored senior services. we were able to make dramatic changes to the cuts for children's and family services. we restored mental health services. hiv aids services in san francisco. that is critical to people in the city. that is based on the work of our collective effort on the committee. i would like to thank my staff and the work of raquel in bringing this to us.

president chiu: supervisor david campos. supervisor campos: i think this amendment is a good thing for all of the parties that this project moves forward if there's a material change. i think it assures that there's a proper communication between all of the stake holders. i think this is something that would be beneficial not only to the city but also the project sponsor and various city agencies that are involved. president chiu: i would like to discuss a different process for today because many of us are reading these amounted for the first time right at this moment. why don't i suggest that various makers of these amendments, if you could explain your amendments and what i would like to ask is there are a number of city departments here that need to understand why these amendments would make sense in the broader scheme of the plan. for example, for this particular amendment, i think i agree with the spirit of what the maker of the motion is attempting to do but i still have some questions as to some of the language and i

thank you for your co-sponsorship as i would like to thank supervisors david campos, eric mar and chris daly. i can see that i think the sensibility of us moving this charter amendment might be spoken by the absence of the public comment. we can take the cue from eight states in the united states, these are eight states that adopted same day election voter registration and they have all seen a bump of upwards to 7% of voter participation. if you compare san francisco in the last 10 municipal elections that we have held, the average voting turnout is approximately 35%, 36% of voter turnout from municipal-only elections in san francisco. yes, five of those states who had the highest voting turnout in 2008 were five states who adopted same day election voter registration. i think it's time that san francisco helps lead the state of california in adopting this particular element because technology has now enabled us to provide the service that i think a lot of people feel excluded from. for a city like ours that certainly likes to see itself as engaged and sophisticated on so many levels, h
