[applause] supervisor campos: thank you very much. it is truly an honor to be here. i am here in my capacity not only as a supervisor but also as the chair of the county transportation authority. i want to acknowledge our vice- chair, supervisor scott wiener, who is in the audience. we work with the mta, and our responsibilities are many, but it includes long-term transportation planning for the city and county, something that requires the agency worked very closely with the mta. we are also the body that oversees the transportation sales tax for the city and county of san francisco, and i am very proud we have a very strong working relationship with the mta. i want to work knowledge our new director of transportation, ed reiskin, who has hit the ground running and really brought in a new wins. the fact is that for so many of us, muni is what makes it possible for us to live in the city, allows us to get to and from work, allows our kids to get to and from school. even though there are some issues that people have with the system, i t

[applause] my spanish is not as good as david campos. if i went to law school with both of them, i would have had a lot more fun than what i experienced. it i want to make sure you know that tonight we are listening. we do have a situation that's improving every six months. we get some reports. i've been working really hard with the supervisors to create an investment-friendly city, a city that welcomes job creation. jobs for everybody, not just for downtown folks. i'm not here in the neighborhoods, also, and making sure that our board and i care about the neighborhood corridors. we're out here on events like sunday street's premier out here for all kinds of different reasons, because we care about every single neighborhood in the city. we want all of you to feel the richness of the city. it is not just for downtown. it never has been. i want you to know that and what you to know we listened very carefully. we are getting better. guess what? we still got a deficit. we have a two-year budget process.

we're joined by david campos. lisa miller, give us the announcements. >> silent electronic devices, and completed speaker cards or documents should be submitted to the clerk. items will be on the april 17 board of supervisors agenda unless otherwise stated. supervisor mar: item one. >> resolution authorizing a grant in the amount of $180,000 to implement existing commercial buildings energy performance ordnance. -- ordinance. supervisor mar: mr. rodriguez? >> guillermo rodriguez. the department of the environment was awarded a grant of $180,000 to support the implementation of the existing commercial building performance ordinance. it was adopted in february of 2011 and requires each commercial building 10,000 square feet or greater to annually report the energy performance, conduct an energy audit every five years, and direct the department of the environment to make transparent all of those findings. the grant funds will be used to support the implementation of the program and promote the collaborative effort in

i'm here representing supervisor david campos who represents district nine. supervisor campos loves come post. it's great to be here at allegheny farm which is in district nine. it reminds me of a garage sale where you quickly find out that one person's trash is another person's treasure. here we are finding that all of our collective come post here in san francisco becomes a treasure for the entire community. we can be at a place that grows nutritious food and teaches the importance of growing food, of camposing and being good stewards of the environment. i want to thank all of the san francisco residents for the awareness and willingness to take action to make this change take place here in san francisco and for us to be able to sell britain so much success in the environmental realm. but it's important for us to also remember that we need to continue to do this education and re-education as we have new people coming into san francisco as our residents, as we have friends and neighbors from other cities coming to our dinner tables and trying to figure out w

library uses association unanimously on a number of cases, including one concerning supervisor david campos government laws by redacting contact information and providing information late. we requested his bernal heights branch library mural file, and he responded unlawfully late, and also, more importantly, unlawfully redacted information from the file. there is some good news with respect to that mural as well, which i'm glad to report, and that is that the current edition, april 12, 2012, has a nice spread on page 8, with respect to -- it is called painting over neighbor heard history, and it has some nice historic pictures -- overhead, please. it has some nice pictures inside of the existing merrill -- mural when it was young and fresh and the existing mural as it unfortunately is now. do not know what is going on with the light, but -- also text. [applause] >> i wanted to mention a supervisor david campos. he can't be here because he is ill. he wanted to send his greetings and he will be thrilled about this decision. it reminds me how wonderful it is to live in san francisco. i love san francisco, it is a great city. this is a civil rights victory but it is also a human rights victory. we have a right, just like everyone else, to be married, divorced, to walk down the middle of oklahoma openly queer in the middle of the day and not be harassed and persecuted for who we are. i believe this is a wonderful day for all of us that are not just lgbtq activists, but human rights activists. we want to be treated in a humane way, it is just that simple. i want to thank all of the activists that fought so hard to make sure that this day happen, maybe we will catch up with spain and other parts of europe. it is such a catholic country and it has been legal there for many years. we will get there. i am confident of that. >> i want to thank the supervisors. we have everybody here. and before we open it up for questions, i know that th

that was a unanimous vote, and it also determined that supervisor david campos violated law by unlawfully redacting information from a file of related correspondence that we sought and obtained. the city's official watchdog group not only found that the file was on lawfully redacted, but it also found that the file had been turned over to library users association late and not as prescribed by law. actually, it was 10 times later a man what should have been provided. as far as we are concerned, that represents, unfortunately, -- that gives way to our contention that the so-called community process that supervisor campos set up ostensibly to resolve a dispute over the mural state was, in fact, a secretive process that fundamentally excluded the public. in addition, the attempt to understand how the process worked by reviewing these documents was obstructed by supervisor campos, with massive reductions from the file that he gave us after making us wait for a response 10 times longer than permitted by law. i hope that the supervisor and all of the supervisors will follow the law with respect

last week, nancy pelosi, mayor lee, the fta administrator joined with david campos and the chair to tour the central subway alignment. the administrator was in town for a series of things he was doing in the bay area. as we are one of the next if not the next funding grant agreement of for consideration, $942 million agreement, he took the opportunity with the leader and the leader offered strong support for the project and the city's ability to spend these dollars well and generate jobs and improve transit. it was a good event. it was an opportunity for the administrator to get an update on where we are with the project. my take is they were pleased with where we are. there was a number of comments about family friendliness. we see it as our role at the mta to enhance quality of life and family friendliness as part of that. the board of supervisors adopted a resolution urging that we review our policy with regard to strollers on muni. so we are in the process of doing that. we had started working with some board members to understand the concerns that were hearing from their constituent
