[laughter] [unintelligible] thank you very very much. next, someone who represents another first in our city's history. three years ago, district 3 elected the first chinese- american to the board of supervisors, and immediately after he was sworn in, history was made again as he was sworn in as the board president. please welcome supervisor david to come here on behalf of the sentences go board of supervisors -- david chiu. >> aloha. it is an incredible honor to be here with you tonight. after 163 years, this is a glorious sight. i have spoken with mayor lee about the history of our community and we talk about what happened in 1870's with the first anti-asian exclusion acts. we talk about what happens after the 1906 eart

this legislation we are putting forth today, co-sponsored by president david chiu and supervisors david campos and eric mar, helps retain companies who are undertaking an ipo status in san francisco while the city studies its overall business tax code. that review is underway and will be furthered through this legislation. meanwhile, the comptroller's office, through a report published by our economist, finds future tax liability associated with stock options appears to be a significant incentive for successful companies to locate outside the city. a solution is a specific stock option exclusion for a discrete period of time, which is why we have always decided to pursue this process of looking for that discreet population so that we can understand what its impact our and be able to measure a more proper cage in making sure our general fund is not adversely affected. more to the point, how we can actually benefit exponentially from the retention of these companies, by modifying the stock option payroll, stock option levy. according to the comptroller's office, and efficiently designed s

so with that said, chair chu, i would be more than happy to pass this onto president david chiu. supervisor chu: i know that there are a number of amendments coming. the one that you laid out, the six-year period. if you could describe the amendment, then we will take public comment. >> absolutely. i wanted to thank supervisor mirkarimi as well for his legislation and provide some context from my experience. before i joined the board, i ran a small tech company. like many of us, we have viewed the payroll tax as an impediment to economic growth. ever since i came into office, a number of us have been advocating for a more comprehensive business tax reform. i am very glad that this topic is finally getting the appropriate attention, given the conversations recently involving twitter, zynga, and other companies. at this point, there is a widespread belief in the business community at san francisco's unique payroll tax need to be replaced with something else. likely, gross receipts business tax. i think it is worth remembering that we are still an incredibly innovative city. in fact

we're here with david chiu from district 3.hat includes chinatown, fisherman's wharf, and part of the russian hill neighborhood. he was elected to the board in november of 2008 and has served as board president since january of 2009. we will get to know him and talk about the toughest issues facing them. thank you for joining us today. tell us about your background. >> my parents immigrated to the united states in the 1960's. i was the first kid born in the u.s. my parents sacrificed everything so that their kids could have the opportunities that they wanted when they came here. i grew up in the boston area and lived in different parts of boston. i went to catholic price school in dorchester, a section of boston. -- i went to catholic high school in dorchester, a section of boston. because of my parents, my brothers and i were all blessed to go to harvard university. that is where i went to school. it was intense. i stayed there for law school and have a master's in public policy from there. those are subjects i decided to stud

we provided a report to supervisor mirkarimi's legislation also responded to david chiu's work. i would lead to summarize the findings of our report. the first thing to be clear about estimating comedy there the economic or fiscal impact of excluding stock options is, the city does not have clear information how much in taxation these companies are actually paying. what i tried to do is initially develop a model of what a typical highly valued tech company would pay for stock options. i also did some research with the assistance of the treasurer's office that allows us to make a rough estimate of what we think companies may have paid in the years immediately they went public. at the crux of the issue, if we could go to the overhead screen, -- because the city taxes stock options and most cities will only experience a peril tax liability from that after they go public or another change in public control, in that year you could see a highly valued company see a highly exonerated increase in the apparel tax liability. -- the payroll tax liability. a typical company, based on any co

colleagues, i want to thank so many of you on the board, particularly supervisor farrell and supervisor david chiu for helping has moved beyond the deliberations that occurred with the twitter deal and begins to address the panoply of the companies that were seeking relief because of the great concern, to concoct any kind of law that would help them stay in san francisco to help nurture their growth, and in return, benefit from that growth so that they would then help enhance our general fund through the payroll tax, while providing any kind of incentive that diminishes any impact whatsoever towards the general fund. it is exactly the kind of legislation we are trying to advance your. that legislation is a stock option tax exemption. through the controller's report, we have seen that this would create very little impact. ain our ability to provide that incentive for a number of companies -- it would provide that for a discreet population that allows -- discrete population allows san francisco to track what would be capable of. we would be able to understand what the true impacts are, whether that

[applause] are there any artists here tonight? all right. is there anyone representing [inaudible] this is an amazing announcement. a number of years ago, -- did i hear hunters point is here? the host city is here. i want to thank you for representing everything that is great about san francisco. and number of years ago, mayor lee's predecessor and i had a conversation about what we need to do about two issues facing san francisco. one of them was the fact that we have way too many vacant storefronts all over the city, and the other was the fact that we have incredible artists who had not been able to find spaces to showcase their art. like peanut butter meeting chocolate, we are bringing our store fronts, our incredible art together, and i'm happy to be part of the celebration of what is wonderful about san francisco. i am also very excited about the fact that we're doing this here in the street co

of their careers in, and that is why i spend a lot of time with chief adviser kim and supervisor david chiu and the other supervisors talking about how we can sustain the midmarket. that is why we passed a week ago the midmarket payroll tax exemption. we wanted to welcome new companies into the city and understand what it was blocking their ability to stay and to grow. to hear a company -- not just from the cfo, from the president. when i visited twitter, i closed the door and they allowed me to speak to their engineers, to their workers, to the people doing the engineering work atwitter. as we closed the door, i laid out -- ok, kids. what do you really want out of the city? in very plain language, they said, "mayor lee, we like the culture of the city. we like the local restaurants. we like that we can work here for an odd number of hours and we wanted to be safe. we want to make sure we can ride our bikes to work. 25% of them ride to work. they have bike racks on every floor of the building. they also said they wanted us to expand the experience of bicycle riding, to make sure the city wa
