[applause] i also want to thank the many candidates that we considered. one of the things that we are blessed here in san francisco was we had many individuals who we knew could step up to take this role. thank you for all of you who we spoke to about this. this is also an historic day for the asian-american community. for a community that has been here in san francisco for over 160 years, i am a product of that community. i know that ed and all of us who are of asian-american descent feel the legacy. and i want to thank all of you who have been part of this historic moment to make this happen. and say that this is obviously

seconded by david chiu. without objection. thank you. please call the next item. again, thank you, ms. sachs. >> item 5. recommend approval of the fiscal year 2011/2012 transportation fund for clean air program of projects. this is an action item. >> good morning committee members. i will be presenting the fiscal year 11-12 programs and projects. i will start with a brief overview of the tsa process and our fiscal or 12 process and get into recommendations including some short descriptions of the progress we are recommended for funding and those that we are not recommended for funding. i can take questions on the project or process at any time. we have many representatives from agencies who can answer any questions that you might have in mind. >> i would not normally use that type -- [laughter] i will switch to the overhead. the goal of the program has not changed. essentially improving air quality. in terms of how the revenue comes, there is a $4 surcharge on all vehicles in the county. 40% of that comes back to the county. this year, the amount available is equa

i know the work of david chiu has been instrumental in doing that. i want to get david appeared to say a few words and also to signal, and we do not get -- often get an 11-0 vote. i can remember one other -- [laughter] david, you have been working so hard. come up and say a few words. [applause] >> it takes a village to build a village. i want to thank the village behind and in front of us. over the past year, we have put 10,000 units of new housing in the southeast part of the city with the shipyard project. [applause] we are putting 8900 new units of housing on the west side of the city with the approvals we did at parker said -- park merced. and with a much more comfortable 11-0 vote, we are moving forward with thousands of new units of housing on treasure island. i cannot say how proud we are of our city for coming together. we have been talking about for years how important it is to build new neighborhoods, develop new affordable housing, make sure we have transit-oriented, sustainable, green development that is worthy of the 21st centuries the

acting mayor scott weiner was there, and we were joined by board of supervisors president david chiu last friday morning to mark this milestone. the next item is related to the pride parade. the city will attract up to a million people to its 41st annual san francisco lgbt pride celebration, which will culminate in a festival saturday and sunday in the civic center and a parade up market street on sunday beginning 10:30 a.m. at biel street. our marketing teams have partnered with the event organizers to prevent riding muni throughout the week. this will entail expansive rerouting of our muni services as well as a great deal of support from our parking control officers to deal with congestion and traffic issues. next on my report is the return this summer, 2011. we are pleased to announce the reconstruction of the california cable caroline and the propulsion system projects are both substantially completed. this project team is a team that has included transit, corporate communications. we also worked with the department of public works since last fall on these vital projects. and mos

we're here with david chiu from district 3.hat includes chinatown, fisherman's wharf, and part of the russian hill neighborhood. he was elected to the board in november of 2008 and has served as board president since january of 2009. we will get to know him and talk about the toughest issues facing them. thank you for joining us today. tell us about your background. >> my parents immigrated to the united states in the 1960's. i was the first kid born in the u.s. my parents sacrificed everything so that their kids could have the opportunities that they wanted when they came here. i grew up in the boston area and lived in different parts of boston. i went to catholic price school in dorchester, a section of boston. -- i went to catholic high school in dorchester, a section of boston. because of my parents, my brothers and i were all blessed to go to harvard university. that is where i went to school. it was intense. i stayed there for law school and have a master's in public policy from there. those are subjects i decided to stud

you have people like bevan dufty, david chiu, even john avalon's common john campos, and ross mirkarimid indicated an interest. so you have people on the board who want to run for mayor. do they go for the caretaker mayor, or do they put those interests aside and best themselves with a politician that has a good chance of being elected? with that dilemma in front of them, we saw what happened. they could not put their egos aside. they generally would with the caretaker mayor. that person would pose no threat of running against them. >> when the board met next week on november 23, the clerk of the board proposed a process for nomination for mayor, which the board debated, amended, and eventually passed. >> a board member read the nominated may not produce pig in the discussion or vote on the competitor nominees. if the nominee of a board member nominee has been withdrawn, the board member may no longer have a conflict and could return to the room and to dissipate. >> basically, a process that i am proposing is one in which, one, would maximize per dissipation. members of the board of sup

we are joined by the legislative aide to board president david chiu. >> thank you. you have before you a cooperative agreement between the port of san francisco and the bay area rapid transit district, known as bart, of course. this is a cooperative agreement related to improving security barriers around a bart facility on port property. to go over any questions you have, we have a commercial manager from the port of san francisco, and she will go over it briefly. we also have bart staff here as well to answer any questions. >> good morning, supervisors. i am with the port of san francisco. you have before you a cooperative agreement between the port of san francisco and the san francisco bay area rapid transit district, known as part -- bart. bart currently maintains a facility known as the san francisco transit structure, located on and under the very platform east of the ferry building, on property owned by the port of san francisco. bart has existing barriers on the platform but now proposes to construct enhanced surface and marine barriers within the boundaries

of their careers in, and that is why i spend a lot of time with chief adviser kim and supervisor david chiu and the other supervisors talking about how we can sustain the midmarket. that is why we passed a week ago the midmarket payroll tax exemption. we wanted to welcome new companies into the city and understand what it was blocking their ability to stay and to grow. to hear a company -- not just from the cfo, from the president. when i visited twitter, i closed the door and they allowed me to speak to their engineers, to their workers, to the people doing the engineering work atwitter. as we closed the door, i laid out -- ok, kids. what do you really want out of the city? in very plain language, they said, "mayor lee, we like the culture of the city. we like the local restaurants. we like that we can work here for an odd number of hours and we wanted to be safe. we want to make sure we can ride our bikes to work. 25% of them ride to work. they have bike racks on every floor of the building. they also said they wanted us to expand the experience of bicycle riding, to make sure the city wa

. >> supervisor chu, david chiu, and scott weiner. i am very surprised -- i am very proud, so we can show the unique advantage of the city of of san francisco, and the international reputation of this great city. hamas avenue say a few things. this is the only stand-alone major museum in the united states devoted only to the arts. this is a great gateway to asia. we help to sustain that the jobs, and the quality of life in san francisco, to provide greater cultural and educational value, where we offer so many opportunities as well as challenges. we also enjoyed a tremendous international reputation for being one of the best museums in promoting the u.s. and asian culture. so, let me -- let me talk about what has happened in the last fiscal year. we have restructured the debt, i would like to thank you for your support for the asian art museum. without your support we would not have success, and we solve the major obstacle for this wonderful institution. with the city of san francisco as well. and the goals were said very clearly. we
