[applause] they were all the members of the budget committee. but again, i want to thank each and every one of the members of the board, because we worked really hard. at the beginning, in january of this year, we all faced a $380 million deficit, and we all went to work. particularly, our office had to lead. like i say, we were on first base. and i wanted to thank so many other parties in this great city of ours for coming together. because the board of supervisors and the mayor's office, we knew we could not do this alone. the city budget reflects so many values of our great city. whether it is departments or community-based agencies or whether it is neighborhood groups, we all had to put our focus on and make sure that this budget would be balanced in the right way. so i want to especially thank all of our labor unions in the city for coming t

about one year and a half ago, supervisor david chiu and malia cohen, along with former supervisor sophie maxwell, and the police department, commissioners, including commissioner joe marsh, we met with various members of the community. particularly, district 11 and district 10, talking about violence on our sambar . the community, including a number of resident groups, had appealed to us to come up with some better ideas on how to keep the community safe. being the public safety was the number one concern among everyone, particularly during the very tense situation that occurred a year and a half ago, and as we deliberated within the city administrator's office, we concluded community policing had to take an additional improvement, if you will, by embracing what the community wanted to see. particularly on the muni lines, in areas where there might be isolation that occurred in those areas, subject to activities that would end up being -- resulting in violence. after several months of meeting with this idea, we met with members of the community that said, if you hired from our area and i

i congratulate david chiu and the board for their decisions. they recently allowed at&t to launch their uverse. many customers have said, i want an alternative to what is happening, and so they have cut that alternative. they will be helping the best they can and balancing that with neighborhood policies as well. i know at&t will do that. they have promised to do it. it will be a good product. i also want to thank at&t because being such a good company to work with, they have done other things for our city. in addition to increasing employment here, offering service, making sure they were a global company, and global visitors here that's terry and ken mentioned. they are looking for things to partner up with us. one of the leading things it is a hand-held mobile phones for them in emergency services. all of those have been donated by at&t, because of their recognition of increasing community policing, working with these ambassadors to speak eight different languages in our neighborhoods, and helping them prevent crime, making sure the community
