katherine rossburg from the office of supervisor david chiu. he is also the elected representative of much of the c3 district with the district of the focus of the legislation and we want to first thank the planning department for 25 years or over 25 years of great work administering the downtown arts fund. the proposal is many years of work by the arts commission and arts community and we want to thank them for all their work. last spring we began conversations with the arts commission and the mayor's office about legislation introduced in july and since then there have been many good convictions with the public and among departments about ways to improve the legislation. a lot of that is is representative of the stock report before you. and the supervisor, like the mayor, is supportive of the recommendations and open to others. thank you. president olague: thank you. >> thank you, commissioners. now as part of the staff presentation, i would like to do something different that we haven't done before. i would like to introduce a retired staff

[applause] >> good afternoon, everyone. thank you for representing the beautiful mosaic that is san francisco. i want to tell you that along with my colleagues at the board of supervisors, along with the mayor, san francisco is coming together on this issue. we have to make sure that something that happened that was very special in the 1970's, when california stood up and said we want to look to the future, we respect and value every one in our community, when we created these centers. we wanted to make sure that we were respecting our seniors and what you have done to raise us, what you have done to build our communities, what you have done it to take care of this generation's that came out behind you. we have to remember that california is not going to forget all of you. [cheers and applause] and i have to say, we like to do things differently in san francisco, but sacramento has to change. an

supervisor mirkarimi: and ross mirkarimi and david chiu are here. we are putting our head to go in putting together this agreement. we have to prove there is going to be an increased economic activity as a result of this event, and there will be. there is going to be over $1 billion of economic activity. 8,800 new jobs, 700 of them for construction alone. that is the kind of economic activity that is going to be here. it is not just a great boating activity. all of the labor people here know it is going to be a great economic boost. the port knows that, the city knows that. our office of economic development knows that. that is why we are all here together. we want to make sure we do everything right. by the end of the year, people like ed risk and john and the planning commission will have the finley draft done. we are moving forward to make sure all of this gets put in place. i want to let you know that i am grateful. lieutenant grateful, willie brown, speaker perez, and i am very grateful, governor, for you signing this, because we do need that e

david chiu introduced a hearing request on the status of the 8 washington project. supervisor mar introduced a hearing request on the progress of negotiations between the city of san francisco and the california pacific medical center project on cathedral hill. to prohibit the use of customer operated check out systems for alcohol abuse. that would be a planning code amendment, and we will bring that to you within the next 90 days. david chiu introduced another ordinance that would add men -- amend the administrative code. this would do a number of things. it would generally require commercial landlords to make accommodations prior to leasing. specifically breeding ground floor entrances into compliance with laws, in forming small business about potential legal and fiscal responsibilities for failure to comply with those laws, and including any new amending these provision addressing any lease of landlord and small businesses to bring up the compliance. it would require the city, give priority to building permit applications to bring up the least spaces into complia

i agree with david chiu's proposal to mitigate this so that businesses can survive. the truth is, the proposal will not save anybody -- if this money is going into something where you something wherermi's an -- where you care about mri's, do that. it is very on wheeled and -- un wieldy. 1000 people have to be carried when they have gone from an employee. we cannot afford that. ok? there is a lot of administrative cost you are not considering. what about somebody who has worked for 10 different people in san francisco? that is a lot to deal with. thank you. supervisor campos: thank you. next speaker. >> supervisors, you know, we are always arguing for jobs ourselves. when we do, we're arguing for jobs with full and substantial health care benefits. let me give you a point of view on business i have not heard so far. supervisor campos' amendment is pro-responsible business. all of our members work for businesses that provide full health care benefits. most of our workers are in the private sector. most of our work, 2/3 in the average year, is in the private sector, not

we had leah and for almost nine months in amsterdam and chairman david chiu and others for a week. and there is such great organization here and there are so many ideas. there are so many professional little here already about bike infrastructure and the future of biking. but it will come down to implementation and it's perhaps a bit like riding the wiggle. you have to push hard and hopefully we might be a sort of additional support, a sort of small electricity motor for you to push your -- up that hill. and it will come down to implementation and leadership and it's great to have a sort of down to earth approach during these two days. working in teams on i think three important places in town. market, mid market. there's a lot going on. last week we had people from one of the biggest and the greatest argument tech yurl firms in the world, the colehouse firm here in san francisco. they talked with people from twitter and people in the city about mid market developments and good infrastructure for bikes and tradition is a part of it. i'm so hope that polk street is in it as well. it

are here today to support supervisor chiu for helping us work towards crossing the goal line together. we have got 99 yards since supervisor ammiano began this. david campos picked up the ball and continued to carry that torch. but we want you all to work together and continue working with labor to continue that today. supervisor chiu: one of the biggest differences between what -- supervisor campos: one of the biggest differences between what president chiu has proposed and what i have proposed, and you have a lot of people here talking -- good people, trying to figure out what the answer is, but the big difference is that president chiu's legislation, which is supported by the chamber, sets a trap of a year in terms of the amount that is accumulated. you said that you represent a lot of working for workingpoor -- a lot of working poor. a cap of one year means $4,300. are the laborers in support of capping the amount accumulated in these workers' accounts? >> no, we are in support of david chiu raising the issue for the sole purpose of working together on a solution, and i think i heard him earlier say he is open to amendments, as i believe you ar

we're here with david chiu from district 3.hat includes chinatown, fisherman's wharf, and part of the russian hill neighborhood. he was elected to the board in november of 2008 and has served as board president since january of 2009. we will get to know him and talk about the toughest issues facing them. thank you for joining us today. tell us about your background. >> my parents immigrated to the united states in the 1960's. i was the first kid born in the u.s. my parents sacrificed everything so that their kids could have the opportunities that they wanted when they came here. i grew up in the boston area and lived in different parts of boston. i went to catholic price school in dorchester, a section of boston. -- i went to catholic high school in dorchester, a section of boston. because of my parents, my brothers and i were all blessed to go to harvard university. that is where i went to school. it was intense. i stayed there for law school and have a master's in public policy from there. those are subjects i decided to stud

about one year and a half ago, supervisor david chiu and malia cohen, along with former supervisor sophie maxwell, and the police department, commissioners, including commissioner joe marsh, we met with various members of the community. particularly, district 11 and district 10, talking about violence on our sambar . the community, including a number of resident groups, had appealed to us to come up with some better ideas on how to keep the community safe. being the public safety was the number one concern among everyone, particularly during the very tense situation that occurred a year and a half ago, and as we deliberated within the city administrator's office, we concluded community policing had to take an additional improvement, if you will, by embracing what the community wanted to see. particularly on the muni lines, in areas where there might be isolation that occurred in those areas, subject to activities that would end up being -- resulting in violence. after several months of meeting with this idea, we met with members of the community that said, if you hired from our area and i
