[applause] >> thank you, larry. so i did have a half-hour speech prepared so we could delay getting back to city hall, but i will cut that short. i did joke to the mayor that we should make the weather into our environmental impact reports. i want to say that that is a joke, but i do think the weather today -- the wind that is going to walk down the -- knock down the sails of the america's cup boats and those people in the ballpark, i do not think we can take it for granted. we are blessed to live in when the most beautiful natural at the theaters in the world. this is why i am so happy to be a part of this amazing announcement. this announcement, in part, is about how we create and build another field of dreams. how is it that we take an empty parking lot and turn it into part of a 21st century waterfront? when some of the giants' organization approached me last year, and i want to think jack and some of your colleagues for presenting this vision to me, i was frankly blown aw

my fellow collaborator, president david chiu, is here tonight. scott wiener. we have two other supervisors who may be coming later. supervisor jane kim and supervisor mar farrell, who might join us later. we're all part of the initial group of policy makers at city hall who want to hear ideas and views of this new economy, this collaborative consumption economy, a shared economy, one that we are very interested in because it has assets that have already peaked our interest. about our -- piqued our interest. about our environment, about how to do less with more, how to make an expensive city more affordable to more people. how to utilize the strength of the city as a great tourist city that maybe not that affordable to too many people and how we can get more folks to come and experience the wonder of the city. and then hopefully they make their stake here. these panel members of decided to make their stake here. they risk reputation, may be small amounts of money, because of the had a lot of money, they may not have had to start this. but they have also, i thin

[applause] mayor lee: thank you very much. thank you. >> thank you, mayor. thank you, counsel general. the board of supervisors reflects the increasing dominance of asian americans in government and politics. the sleeping dragon has awoken with four asian-american members of the board of supervisors, and the first asian american to serve as its president. please welcome president chiu, carmen chu, supervisor kim, and eric mar. president chiu: i wish you could see yourselves as we see you. we are chinese, japanese, and caribbean. we are south easton, southeast asian, and filipino. i want to thank the leaders in our community who are here with us tonight, leaders of our benevolent associations, our business associations, and our commissioners. we cannot do what we do in city hall without all of you. we know we have come a long way. it was not

certainly board president david chiu for helping me co-host this and carmen chu and her work with us already started and will help guide us, along with board president david chiu on all of the hearings that the rest of the board will have. i want to thank each and every member of the board of supervisors as well. you've been weighing in and we've been creating a different dialogue on the front end to make sure that all of our constituents know what we're doing, more transparent, and ultimately where our values are. i also want a big shout-out and thanks to everybody in this room. there's a lot of department heads and commissions and labor representatives and representatives from our non-profits and community members as well. thank you for engaging us in this really dedicated six-month process. i want to go back to the very first neighborhood budget hearing that we held about almost six months ago. it was one where i was asked at the very beginning, what does the budget mean to you? and i wasn't the only one. there were several supervisors that were there, and we all said pretty much

david chiu and i come from backgrounds where we do not want to leave anybody behind.want everybody to enjoy the riches of technology. we want them to enjoy the economy in san francisco. that is why we're working so hard to make sure our central marketplace is welcoming of all these technology companies, making sure that we can work with other cities. i am very lucky to be part of the u.s. conference of mayors, and they allow me to represent san francisco as the innovative center for all the rest of the cities across the country. so we get to compare information and there. what these days i will get to talk to you while i am in washington, d.c., and you can hear what i am saying across there, so we can enjoy it -- wherever i go, you know i will be working and not fooling around. finally, we also are using technology to join our private companies in hiring san franciscans. hopefully some of your kids, some of your grandkids as well, are going to enjoy some of these great jobs in san francisco, because the companies that are here, many of them have agreed to use the virt

i want to echo the comments of david chiu. i think this is a big moment. i want to celebrate. mayor lee's working group can make a great city even greater. other cities are watching san francisco. what we do here will influence them, and that could change the world. there are a lot of questions, too. the sharing economy waits to be shaped by policy. it is in its adolescence. this is a transformative moment. it is waiting to be shaped by policy, but for whose benefit? we believe it should be shaped for the benefit of as many people as possible, and especially for those who need it the most. . we also need new regulations, not simply application of the old. otherwise, the sharing economy will fail to meet its promises. 30 of things that are the biggest threats to our society. i will open a panel -- there are two things i think are the biggest threats to our society. i will give you a high level brief of the sharing economy. there is no textbook definition of the sharing economy. we will then begin the panel discussion which will last for 45 minutes or an hour, however long you w

we're here with david chiu from district 3.hat includes chinatown, fisherman's wharf, and part of the russian hill neighborhood. he was elected to the board in november of 2008 and has served as board president since january of 2009. we will get to know him and talk about the toughest issues facing them. thank you for joining us today. tell us about your background. >> my parents immigrated to the united states in the 1960's. i was the first kid born in the u.s. my parents sacrificed everything so that their kids could have the opportunities that they wanted when they came here. i grew up in the boston area and lived in different parts of boston. i went to catholic price school in dorchester, a section of boston. -- i went to catholic high school in dorchester, a section of boston. because of my parents, my brothers and i were all blessed to go to harvard university. that is where i went to school. it was intense. i stayed there for law school and have a master's in public policy from there. those are subjects i decided to stud

[applause] supervisor chiu: good morning.t a beautiful symbol of our centennial, although after the story, i was hoping there was a little marijuana leaf some were buried in that rail car. i am honored to represent my colleagues here. we have been very happy to be partners of moving this incredible transportation system into the 21st century. i know that most of my colleagues were recognized earlier, but i did want to take a moment to recognize one of our colleagues who has done so much to help perform muni. supervisor sean elsbernd, thank you for being here. it is amazing that over a century ago, the cable car was invented. there have been so many stories in the city of what muni has meant to us. when i first came to the city, i obsessively wrote the cable car, and it is what led me to start writing muni -- riding muni and is why i do not have a car today. i personally could not imagine my life without muni, although my staff told me i need more of a life. whether you grew up here, whether you are a bit generation san franci

[laughter] that the supervisors have selected with david chiu's help. this is her third. i have committed to six. we are combining as many of the districts together as possible, so we're trying to do this as efficiently as possible. but we will do all six. we know, based on last year's turnout and i think tonight, the turnout as well, if we listen to closely, we go and do our homework, we will make good decisions so that hopefully you are not there the end of may screaming at us in the months of june saying we did not listen. we have got to listen early, and we have got to do -- got to make good decisions. we're ready to do that. i wanted to forewarn you that this is a two-year budget and is still bouncing a deficit. and guess what -- the news from the state and the news from the federal government is not improving. every time we looked around, there's something else of the governor says he has got to cut, because we head -- cannot figure out how to balance the state budget. if you notice, on every major decisions that they are making, they are making the cities, with the

i want to thank and knowledge board president and district supervisor david chiu for joining us this morning. scott wiener, of course, as well. for some time now, as mayor of the city, interim and elected, these two supervisors have been talking to me about the support we need to give to our small businesses. i know much of my leadership so far has been around our technology companies, and that is great. as you know, we were down even further on the unemployment rate, due in large part, to the hiring that our technology companies are giving us. we are at 7.6% unemployment, and that is fantastic, but we have always made a strong support to our local small businesses. that is why i have been working closely with the small business commission. i know the directors and commissioners here today, in concert with our supervisors, we wanted to announce, as jennifer indicated, a real enhancement. i would like to establish another $5 million in small- business loan programs. we need some immediate help. the very successful rebel and bond loan program and our office has been administering with
