i am david chiu president of the board of supervisors. i fall in a long line of succession of italian presidents at the board of supervisors. i am here honored to be supporting our board and my colleague scott wiener and representing the oldest italian neighborhood here on the west coast and i know you have heard from leno and amaino i want you to know my italian friends introduce me as david chiu o. 20 years ago like every elected that didn't grow up in san francisco and i know we are all from different areas i came here 20 years ago from the east coast and in part i was fascinated by chinatown and it's next to the old italian neighborhood of north beach and in the great cities like boston et cetera and when i walked around that neighborhood it was the neighborhood that drew me to the great city whether being reminded of great baseball players, the joe migage i don't play ground. >> >> or the fisherman or the piazza that i look forward to work with angela to lobby the mayor to adequately fund it. there are special quarters that come from

i want to echo the comments of david chiu. i think this is a big moment. i want to celebrate. mayor lee's working group can make a great city even greater. other cities are watching san francisco. what we do here will influence them, and that could change the world. there are a lot of questions, too. the sharing economy waits to be shaped by policy. it is in its adolescence. this is a transformative moment. it is waiting to be shaped by policy, but for whose benefit? we believe it should be shaped for the benefit of as many people as possible, and especially for those who need it the most. . we also need new regulations, not simply application of the old. otherwise, the sharing economy will fail to meet its promises. 30 of things that are the biggest threats to our society. i will open a panel -- there are two things i think are the biggest threats to our society. i will give you a high level brief of the sharing economy. there is no textbook definition of the sharing economy. we will then begin the panel discussion which will last for 45 minutes or an hour, however long you w

david chiu and i come from backgrounds where we do not want to leave anybody behind. we want everybody to enjoy the riches of technology. we want them to enjoy the economy in san francisco. that is why we're working so hard to make sure our central marketplace is welcoming of all these technology companies, making sure that we can work with other cities. i am very lucky to be part of the u.s. conference of mayors, and they allow me to represent san francisco as the innovative center for all the rest of the cities across the country. so we get to compare information and there. what these days i will get to talk to you while i am in washington, d.c., and you can hear what i am saying across there, so we can enjoy it -- wherever i go, you know i will be working and not fooling around. finally, we also are using technology to join our private companies in hiring san franciscans. hopefully some of your kids, some of your grandkids as well, are going to enjoy some of these great jobs in san francisco, because the companies that are here, many of them have agreed to use the

[ applause ] as our librarian just said, the very first meeting i took, even before he was sworn-in, after i was elected was about this library. and i got to tell you, that was only four years of a ten-year struggle. there have been hundreds of meetings coming together. there are high school students today who were preschool students when we started this conversation. and i have to tell you as we all know, it takes a village to raise our kids, but it has taken many villages to build this library. i want to start first and foremost by thanking three mothers, who helped to lead friends of joe dimaggio, julie christinsen, lizzy diaz and lizziehurst, thank you for all you have done. i think we put our supervisor david chiu in a very difficult position here. you and we, the residents. specifically we requested but were ignored that the line should terminate beyond washington square. now is the time for you to offer our merchants the low city treasurerance engineering termination of option 4 that will let us residents, russian hill, telegraph hill, golden gateway, chinatown, commute to work in a modern city's rapid transit vehicle. thank you. * >> next speaker, please. >> eric scott followed by julie christian son, and then joan wood. >> good afternoon. >>> this is not a project that's intended to benefit a single neighborhood. this is a project that's intended to benefit all san franciscans. when it was originally proposed to the public, the timelines and the cost estimates were based upon completion this year with revenue service starting no later than next year. there are very few projects

(applause) >> good morning. i am incredibly excited to be here today for a couple of reasons. first of all, the hatchery is one of my favorite places in the city. there is truly a bee hive of activity of the newest innovations that san francisco will be famous for. i also love the fact that just a couple of blocks from here is where our san francisco giants are moving on to the world series. but just in this room, all of you are giants and making sure that san francisco is the world champion when it comes to innovation. >>> 13 years ago, i like all of you started a company. i started in i-ti a technology company in the 1.0 world. it was a company that created technology to connect citizens better with government * . i ran it for almost nine years. and when i was elected to office four years ago, i was unfortunately more surprised than i wanted to be about how far behind san francisco government was.

we've teamed up again with board president david chiu who has been personally involved with this and helping us and guide us with his knowledge, having been a small business owner himself, with how we can do even better. and today we are announcing actually two areas of improvements to our piece of legislation that i think will get people even more excited. the first is after a couple of years of opening up some of the data streams in our city and seeing how this data had already started, some companies, some entrepreneurs develop applications, helped us already with identifying some additional needs in the city and involving more people, we want to do even more along that line. and, so, this legislation will allow us to establish, along with the best practices that are going on in new york, chicago, and the sunlight foundation, that is to create a position in the city, basically establishing a data office, an open data officer for the city, somebody that's going to help jay naff. jay is like our external innovation officer. he's helping me connect up all the time with all of the dif

mayor, counsel general, of course the president of the board of supervisors, david chiu and my colleagues and our distinguished quest and half of which is our heart and soul of san francisco angelo aleato and to kickoff the year of italian culture and mr. mayor you mentioned the different varieties but we shouldn't leave out the sciences as well so a lot to celebrate. when i was first introduced to our relatively new counsel general by angela he said "he's one of us" and angela said "i'm not so quite sure counsel general" but i shared with him when i took my seat on the board of supervisors i got a call from jay leno. true story. he called me to congratulate me on my public office and glad to know that other lenos were fairing well and asked if we had family in common and he laughed when i said i was part of his russian jewish part of the family so i left it with that. this is particularly appropriate to do this in san francisco and san francisco is a italian city and always has been and will be and to get things going i have seen you put in some years of service in telea eve and familiar

we're here with david chiu from district 3.includes chinatown, fisherman's wharf, and part of the russian hill neighborhood. he was elected to the board in november of 2008 and has served as board president since january of 2009. we will get to know him and talk about the toughest issues facing them. thank you for joining us today. tell us about your background. >> my parents immigrated to the united states in the 1960's. i was the first kid born in the u.s. my parents sacrificed everything so that their kids could have the opportunities that they wanted when they came here. i grew up in the boston area and lived in different parts of boston. i went to catholic price school in dorchester, a section of boston. -- i went to catholic high school in dorchester, a section of boston. because of my parents, my brothers and i were all blessed to go to harvard university. that is where i went to school. it was intense. i stayed there for law school and have a master's in public policy from there. those are subjects i decided to study be

[ applause ] and just like your great supervisor david chiu supports things that happen in my district i want to support north beach and this part of the city. even more important, this project, this fight about the north beach branch library, about joe dimaggio, fundamentally was about whether we were going to be moving forward as a city. whether we were going to focus just on the past or also on the future of our city. whether we were going to focus on what recreation was like 25 or 50 years ago or what needs to happen today and in the future in san francisco? and we won that battle and we sent a clear message that that city has a strong future for everyone and we're going to make it happen. thank you and congratulations. i'm sorry, captain chu from supervisor david chiu's office. good afternoon, mr. chu. >> good afternoon. thank you very much, chair nolan, members of the board of directors and director of transportation rifkin. i'm legislative aid for board of supervisors president and district 3 supervisor david chiu. and i'm going to keep my comments relatively brief. you've already covered quite a bit of ground. we want you to hear from our neighbors and businesses in district 3 and the north beach in particular. we have come a long way since may and i want to very much appreciate director rifkin's acknowledgment of the surprise that both our community felt and that our office felt when the full scope of the construction impacts, both utility work and the excavation on columbus became known to us in may. we knew that there was an approved extraction of north beach as part of the e-i-r. that's always been in the discussion, but we did not know either the lengthy timeline or the full extent of the closures required and what we feel would be an unacceptable impact on the business
