we were asked to speak by assembly man david chiu, and then, this weekend, we had booths at both sunday street fairs in the mission. and then, with here me today is my chief of staff, sarah hawkins, my director of policy, samra marian, as well as my senior investigator, steve ball. and as you can see in the audience, as well, my trusty interns who have come in to work with us during the summer, and i am really excited about this, and they are really excited to be on tv. here is marshall hamons from hastings university, camille bridge from u.c. berkeley, cocozoo from u.c. berkeley, and enrique zau, and they're going to make presentations for you about the work that they did during the summer. i will also add one more thing. i have the annual reports are here and finally printed and ready, they weren't on the agenda because i didn't give notice so i'll put them on the agenda for our next meeting, but i have copies, as i promised for today that i'll pass out. i also wanted to add one thing that was new that we were going to start doing or have available now are the fliers that we had -- th

but you have senate bills by david chiu pertaining to testing assault kits, information has producedts that there's a minimum of 1,600 untested assault kits. i suspect there's at least maybe -- no, 1,600 assault kits -- no, 16,000 assault kits that hasn't been tested. i suspect there's about 1,000 or more kits sitting at the hall of justice. i made a demonstration before the police commission, and you should create an additional bill to follow up on that $2 million that was given to the police department to test those assault kits. assault kits, i believe, wasn't put into the electronic codis systems. i talked to one of the police officers, he says they are. and i believe that the backlog that they admit that they have need to be tested, so i believe there should be some bills and legislations to enforce that because my demonstration pertained to continual injury where they're under the impression that those old kits cannot be tested because of the statute of limitations is a false narrative. and if you do so, i'll predict that numerous assaulters will be caught because of the d.n.a.

it was introduced by assembly member david chiu, coauthored by scott wiener and cochaired by assembly member ting. another state source of funds is the direct appropriation. port requested $50 million direct appropriation in the upcoming state budget. this request has been reduced to 5 million but appears to be moving forward and is likely to take the form of a grant from the california state natural resources agency. and on the federal funding side, as you know, we've already begun working with the army corps of engineers from pier 5 to pier 22 1/2. the big and super exciting news, though, is the new start authority for the entire port, the entire property, that was approved in the u sa's 2018 work plan. this is for a general investigation for flood protection for the entire port and can bring unlimited federal funding. it was one of only six new starts nationwide -- that's wrong, but it was one of -- it was one of six new starts nationwide, one of only two for coastal flood protection. the new start includes 500,000 to include the feasibility study in this year. it included the assi
