[applause] >> i would like to introduce board president david chu, followed by scott wiener, two of the strong supporters of small business on the board today. >> thank you, jennifer. i wanted to come here for a couple of reasons. i made a resolution this new year's to go to the gym a little bit, in part, because of brenda's and all the food i have eaten here. also as a resident of pulp street, this establishment has been an anchor for what we are trying to do all up and down polk street. as we bring ourselves out of the great recession, what happens to small businesses will have to drive our economic success. last year, on the campaign trail, many of the candidates talk about the importance of recapitalizing this loan program. i know this has been a huge concern ever since i served on the small business commission. small businesses all over the city have been clamoring for help that has not been provided by financial institutions. i want to thank wells fargo for your leadership. they understand the issues that our city has, certainly in the southeast neighborhoods where we have had a r

david chu, jane kim, port commissioner po, and the port director, and our landlord, and the port commissioner. [applause] the reason we are here, and we're very excited. i think i skipped to the walk today. many of us have been associated with the ballpark. we have been working for several years and intensely for the last 18 months with the city of san francisco and the port on a project that we believe will be one of the largest economic development projects of any era. that is the site behind us known as lot a. it is the parking resource right behind us as well as pier 48 over here. the giants take a lot of pride in this community. it is going to be our community forever. we're in a 66-year lease with options beyond. we're not going anywhere. from day one in the development of the ballpark, we have looked for ways to see that this neighborhood preserves its charm and character and can add to the economic viability and potency of our city and community. as we know in san francisco, all good things take a while to materialize. we spent several years figuring out the best way to create the doo

i know the board president david chu is working on possibility this there -- possibilities there. i look forward to working with him. we've targeted efforts to revitalize areas and bring industries here with the tax holiday and proposal introduced yesterday relating to parts of the tenderloin to provide some payroll tax relief to encourage businesses like twitter and others to go there. >> the governor has proposed eliminating funding for redevelopment agencies. what is your opinion of the plan? what are your thoughts on the value of redevelopment agencies? >> i think the plan is over- broad. i do not support it as it relates to san francisco's model of redevelopment. our redevelopment agency does tremendous work in san francisco. a lot of projects like treasure island and what is happening in hunters point, those kinds of projects would be difficult to achieve without redevelopment. a redevelopment agency is the largest source of affordable housing creation in the city. it has been a huge asset. i understand there are other parts of the state where redevelopment has a different m

but anyway, we followed supervisor david chu's legislation last year to restrict tour buses in the north ridge neighborhood. that was implemented in march of last year. and in june, alamo square board met with the sfmta, and in october the m.t.a. did collective data for their draft alamo square tour bus study, which was presented to us in december, 2011. so i'm just going to talk about the study here. 38 different tour bus companies were observed at alamo square. the findings were that alamo square received one tour bus every three minutes in october, which is not the height of the tourist season. m.t.a. observed 85 buses over 255 minutes. 40 were unenchoiced. 23 were fully enclosed. 20 were small enclosed buses and advance and two were employee shuttle buses. the primary impact of having so many tour buses in our neighborhood is that it congests our streets. there is no dedicated loading zone for tour buses at alamo square. so 22 of the 85 buses stopped in a muni bus zone. this prevents muni bus fress loading and unloading at the curb, which, in turn, causes traffic delays. the study of

we're joined by the supervisor, david chu. first of all, this is a change and a big boost for one of the -- for one of the major icons. >> absolutely. san francisco, our coit tower is one of the most iconic, i think, symbols of our city. it's one of my favorite defendant nations. it's a place where over -- destinations. it's a place where over 200 folks visit a year and coit tower represents the history of our city and the murals which were done during the new deal represents, the -- new deal which represents the city. >> reporter: these are necessary repairs for this icon. >> absolutely. in addition to that we are to renovate the bathrooms and make this facility more accessible to disabled vehicles and touch up the paint that's deteriorated over the years. recently we did a report that showcased the need to perform these improves. fortunately, i had asked our record park department, our budget share to really figure out if we could find any money to do this. fortunately, we have been able to do that. >> it we -- we're talking

there's the other item sponsored by president david chiu, and then there's item number four that's sponsored by president chu and supervisor ferrell. why don't we start off with president chu. >> thank you, colleagues. i want to thank the members of the public that have been focused on this issue of tour buses. to frame why we're all here, i know everyone in this room absolutely appreciates tourism as an economic engine for san francisco and the role that tour buses have in bringing millions of tourists here to sfg. i've seen in my district and i know supervisor olague has seen in her district that unfortunately we have had tour buses that have created numerous quality of life problems for quiet streets. we have had numerous complaints about tour buses idling too long, blocking traffic and using loud amplification systems. this is a topic that i've been working on for over a year with the san francisco m.t.a., with the police department, other city agencies as well as neighborhood folks in my district and representatives from the tour bus industry. there have been two things that we have done in my district
