as we mentioned just on the other side david culver joining us from mexico.f these migrants have traveled thousands of miles, they have spent weeks just to get to this point to cross the riser. what are they saying this morning? >> reporter: a lot of confusion, that's for sure, they saw what we saw playing out around 4:30 in the morning local time and that is this bolstering along the border. you heard ed mentioning the barbed wire going up, that's what we see across the rio grande here. you have national guards members in place, state troopers from the state of texas, also here. they are keeping people from what was a very easy crossing from going over. telling them instead go down to the bridge, the formal crossing. that's the only way you can get in. the question is what happens once you actually get over and you become processed by cbp? that really depends on who you ask. we watch as they step over a debris field of personal belongings, clothes and trash, reminders of the thousands who crossed illegally before them, most hoping for asylum in the u.s. in t

cnn's david culver is on the mexican side of the border in ciudad juarez. to migrants there as well. do they tell you what exactly they're seeking in the u.s. and what is their case for asylum? >> reporter: a better life is what most will tell you here. they are having come from many miles away from many countries away, jim, and having made a trek that was many months long, going through jungles, gang infested countries and so for them to see barbed wire and a few national guardsmen blocking it's not going to dissuade them from that entrance. just in the past few hours overnight we saw major changes here at this portion. what you see behind me are hundreds of migrants who are lined up, that is the u.s. side so they have already crossed illegally over the rio grande but are hoping to turn themselves in to then begin the processing. this is different from where the texas national guards members as well as the texas state troopers were setd up with that barricade that rolled out yesterday. let me show you this video that one of our colleagues captured overnigh

cnn's david culver in mexico.ed lavandera in texas where a state of emergency has been declared now. ed, what does that state of emergency mean? >> reporter: well, the city says that the state of emergency will help them get the supplies they need in terms of food and shelter, but it also has provided the city the ability to move a lot of the migrants that have been sleeping on the streets of the city here into hotels, other shelter that is starting to come online as well. all of this in anticipation of what is going to happen here in a couple of days. where the mayor of the city now says anywhere from 4,000 to 6,000 people could be coming into the city of el paso once title 42 is lifted on wednesday. but there is a great deal of concern that the city and everybody is not quite ready for the logistical nightmare that could very well unfold in these areas once -- if the numbers of people expected to cross the border does indeed begin to come to fruition here. that is one of the concerns that officials have as they

cnn's david culver is live in suarez, mexico. what are you seeing there this morning? we've checked in every day. what's happening on the ground right now? >> reporter: kaitlan, a significant mobilization that just started under way. probably about 30 minutes ago. i want to pan over here. this is from the mexico side looking on to the u.s. side. you can see on this strip of the river break, or the rio grande, this is what appears to be either u.s. military or texas national guard. it's not clear. either way, they're in military uniforms and pulling out barbed wire here. this is a part that migrants had been for several weeks, if not months, we were here last month, using as a safety route. camping here on the mexico side. simply would cross over this part of the rio grande and position themselves there. about 45 minutes ago hundreds here. campfires lit waiting to be processed. that all changed as dozens of humvees moved in. walk along the border and show you what is taking place right now. again, it looks like military humvees, perhaps national guard. then also seeing

cnn's david culver has more. >> reporter: two and a half miles from where we're standing you can barelyhe cloud cover that's moved in the edge of the lava flow and going up into the air some of the plumes not of smoke but acidic gases. that's participate of the concern is what's going up into the air, vog or volcanic smog, that can be toxic. still, they want people to come out and enjoy what is a spectacular sight and one that is rare here. it's been 38 years since mauna loa erupted. to come out to what is the largest volcano, the world's largest active one at that, and to take it in is spectacular but one to keep a safe distance from. and they're monitoring closely the flow of that lava because it's going now at a much slower pace than certainly initially about 25 feet per hour according to the governor here. and it's making its way this direction. here is another concerning part, what's on the other side of this side street, a main highway that cuts from one end of the big island to the other. you cut that off transportation wise you're going to have a lot of issues. until that point,

david culver is live from hawaii now. david, first, i mean, we could see the light behind you, maybe you could describe to folks just what you're witnessing there and what it means for the people who live around there? >> reporter: i've been trying to find the words to give the perfect description. it is striking. it really is. we were landing in the dark of night, made the drive on the main highway that you referenced that is being threatened by this potential lava flow that could come into it, and as soon as we turned the curve and saw that glow behind me, i mean, you're without words. you can't really describe it. but i will step out of the way and greg and maybe we shut off the light here and we're going to give you a better focus of this, jim and bianna. and you could see it for yourself. this is what folks are coming along this side of the road off of saddle road, the main thorough fair to just get a glimpse of and people will come over and take photos and stand in silence and let it seep in, the majesty of it all. a

david culver is in mexico. good morning to you. what are you hearing from migrants there? look at the line behind you, by the way. >> you see that, don. a big change in just the past few hours, too. a lot of these migrants were where we were about 24 hours ago where we showed the barricade situation going into place at that very popular crossing in texas. about a mile from where we are now, that is a place where migrants are no longer going. it seems there is differing, if not conflicting decisions being made from the different u.s. law law enforcement agencies. let me show you video that was captured by one of our colleagues here. those were the migrants coming toward the direction where we are now. border control had redirected them to another gate to start being processed nap is where we are. we'll show you this long line where you see about a dozen camp fires being burned. they have crossed the rio grande. even if they're going to enter on this side here, little by little, in groups of five or at the people being allowed in for a period of time, they're allowed to star

david culver, cnn, hawaii. >> a lava flow is unpredictable and it is slow, but hawaii's governor says it is still safe to visit the big island for now. cnn meteorologist joins us with more. the science of this is so fascinating and it's remarkable to hear people saying they want to make the trip to get there and see it safely. >> exactly right. these pictures are astonishing. i want to talk about weather impacting the days ahead. while we see these fantastic pictures of lava fountains lifting up from the earth, this is mauna loa, where the volcano is occurring, and the flows are moving northward but also down across the tops of the island here. we have about four fissures we're tracking, two of the most concern that have opened up, and the one that's getting closer to that major highway is only 2.7 miles away as we've been saying. just doing a back of the envelope calculation, it's moving at 150 feet per hour. that's really slow. it would take about four days to get to the highway if it continues moving at that current rate. i'll tell you what, my youngest granddaughter can probably c

kate. >> david culver, thank you. >>> joining me now is matt patrick.volcanology, thank for coming on the show. the lava, who is on the ground, who said it is about two miles from a major highway and cnn has heard from skm some experts that say it is unlikely there is any attempt to redirect the lava flow. what would that entail, trying to redirect it? >> that is really a decision for hawaii county civil defenseond what canadian of measures they could take in that regard. but lava diversion has had a tricky history. it worked in some cases in atlanta but in in other cases it hasn't. it is tricky on shallow slopes like we have here. so, yeah, that's really a question for civil defense. working with hawaiian volcano observatory to figure that out if that is something they want to do. that really hasn't go gotten to this point. >> and one things about any volcanic eruption is how unpredictable and how long it is going to erupt and how long it will last and everything is involved. is there something about plauna lowa that presents additional challenges? >>

davl culver, cnn, hawaii. >>> derek van dim ham has the weather. how is it impacting. >> vog which davided a moment ago is volcanic smog. it's the substance being spewed into the atmosphere via the fissures in the ground. why this is important is the sulfur die ox it reacts with the oxygen in the air, sunlight even, and it's a very, very small molecule. it's less than 2.5 microns. it's significantly smaller than the diameter of a human hair. the ability to breathe that deep within our chest cavity and it becomes an irritant with those with res pier spoir problem, that puts the elderly and extremely young vulnerable to this. in terms of the wind a & where it's takinging the vog or volca smog, we'll be watching this in the days to come. the easterly winds, the trade winds, means cold air is closely approaching. there's the hawaiian island t big island. as it changes the direction of the wind, we'll see more of a population area being impacted or at least potentially impacted by this vog. so something to watch in the days to come. current air quality index all good across the main island. t

cnn's david culver is live at the scene right now. david, i hope you're not too close. doesn't look like it, but it's been a fascinating spectacle so far. >> it really has, jim. we are two and a half miles away and you mentioned the lava flow inching toward the highway. it is a bit tough to see right now, but you can barely make out the slope of the volcano and we have cloud cover moving in. this is where the lava is right now still coming out. at one point there were vents or fissures which the lava was erupting. and there is one now as of this morning. it is the one known as fissure number three. that's this one and that's where the lava is flowing to. let's show you the real concern though, jim. as we pass over here you can see one of the roadways. this is a roadway where people are coming to take it all in. we've seen that at all hours. people have come to be still and to take stills, take photos and offer any offering for those who feel like this is a spiritual moment. we have seen all sorts at all hours. the concern is should the lava continue to flow, it is going

david culver is live on the scene for us. david, not too close i hope in your case.t can you tell us? >> reporter: about 2 1/2 miles, so definitely keeping my distance. but i want to point out, jim, where you can probably see a bit of a break in the clouds, it is a bit tough because we have inclement weather that has come through. it is a little hazy, but if you push through you can look and see right on the edge there perhaps these faint, they are narrow plumes. those are volcanic gases, acidic gases rising up. that's the edge of the lava. the concern is that it is heading this direction and could ultimately hit next to us which is one of the major highways here. if you get a sense of where we are standing, this is obviously from eruptions a long time ago, in fact estimated to be a couple hundred centuries ago but this is the result of it. it creates this what feels like another planet type of landscape that is really quite impressive. as you are walking through it, maybe you can hear this, it is just really pretty cool. >> that is cool. >> reporter: the concern is
