>> caller: yes, this is david elliott lewis. i'm a 36-year resident of the city. and i have been sad to see the state of the decline of our streets actually over those 36 years. with real-world consequences. i've had friends who ride bicycles and bicyclists who have been severely injured because of unsafe potholes. i've had friends who have had broken axels because of unfixed potholes. i live in the tenderloin for the last 14 of the 36 years and i have suffered a decline with the streets in terms of dirtiness and cracked sidewalks. it's been gross mismanagement of this department. and it's been kind of a national embarrassment for our news. matt haney's charter amendment actually promises to fix this in so many ways and i think that the oversight commission over both new resulting departments and streets and sanitation, i really think that it will help to solve some of the -- the embarrassment for our city recently. and that embarrassment is not new. it's been going on for decades. so i hope that you will support this. and i will vote for it. i think that it will

this is david elliott lewis. my first 20 years in the city, i was in district 2, cow hollow and the marina. it's a different world, i agree. my last 14 years in the tenderloin, and i can -- in the tenderloin, i can see the failure of the current system, how our system of sanitation and street maintenance has failed. i have personally been injured by -- by broken sidewalks. i've had friends with broken bones, who are bicyclists who have been injured by potholes and repairs. it's been a system of unaccountability and corruption. and it's had real-world consequences in terms of hurting and injuring residents. i think the charter amendment proposed by haney, ronen, preston, and mar really offers promise to fix this broken system that's been broken for decades. i've been in this city 35 years, and at least 35 years, we've had a broken department of public works. so i strongly advocate it. i reject any other amendments to try to weaken this, and i hope it will be put forward as proposed, this charter amendment. thank y

. >> this is david elliott lewis again on a different topic. the issue of the car which was created to address the massive cutbacks. it doesn't reach lot of low income people in need. two requirements, either disability over 65. i'm not disabled. i'm not 65. i'm close but i'm not 65 yet. i don't qualify. there's many working class poor people in my neighborhood who cannot use the essential clip cart. they don't identify as disable. they haven't reached 65 cutoff. this attempt to create some kind of correction to the massive cutbacks, doesn't actually help lot of people in need because of those requirements. finally, the massive service cutbacks of 80% of the line has actually made me something we cannot count on anymore. we cannot -- when we plan our day, it's hard to think of muni reliable method of transportation. even if one of the bus lines that's remaining could work, i stop even thinking about muni as accessible because the lines don't run as often and they are crowded and there's so few of them running. you talk about revenue, director t
