. >> david fitzgerald, private consultant. i have a question about mitigation, which i didn't see in this report mentioned specifically but it involves a lot of money. a lot of money spent by local governments presumably or federal governments or central governments in the case of japan. it all is based on the idea that people are living -- some people, communities are located in the wrong place. they know from experience that floods, earthquakes, it's a bad place to be living, you got to move the community. that's a huge economic cost, it a huge political, psychological and spuiritual cost. how does any government deal with that? we have a problem in tokyo where they talk about the land fill areas and liquifaction, you have problems in the gulf with bailing out new orleans and other places that are perennial floods. >> let's let the panel comment. anyone like to go first on that one? >> i'll take it first. a great question and mitigation absolutely is essential. mitigation actually has a very high return on investment. just s

david. and tom fitzgerald is live with more. tom? >> reporter: according to the white house schedule, laura, the president is due to hold a reception around 8:00 p.m. to welcome world leaders to the g-8 summit? camp david. down here in thumb opt, maryland, where camp david is located, protestors told us they expected several hundred of the compatriots over the next few days and we should tell you, though, they cracked about the dozen mark and heavy police presence was need and in the downtown square here in thurmont. most of the people we talked to said interested to see the throng of media and law enforcement that have turned out for all of this and thurmont is as close as any will get to camp david and many roads located have been blocked off. and protestors here said they are here to spread their message of economic injustice in the face of the g-8 summit. the police are here to make sure and they think it will. >> we're here to show to raise awareness for people and to be more community oriented, you know, and to start working to

david. fox 5's tom fitzgerald reports. >> reporter: fairmont, maryland, population 6,000, but this weekend that number is going up. ahead of the g-8 economic summit this small town in western maryland is as close as anyone who is not invited to catch david will get to camp david -- camp david will get to camp david. >> we're used to presidential visits. they occur all the time. >> reporter: corporal jason west of the frederick county sheriff's office says beefed up federal, state and local law enforcement are ready for any protests. >> there may be more than this. there may be no more that show up. regardless we are prepared for whatever situation arises. >> reporter: so far, though, the protestors have left fairmont's locals unimpressed. >> just protecting my business. >> reporter: sheryl jones says just the idea of occupy protestors is driving away customers. >> kind of keeping the people down. clients are kind of staying away. >> reporter: the protestors will say this is exactly where they should be because in their view the g-8 summit represents how economic decisions on wall street will af

lieutenant eric fitzgerald was specialist taylor's platoon leader. davidroopers in the whole platoon, just striving to be the best, the lieutenant said. when you wanted something done, when you wanted it done right, you went to taylor for it. capital brian buffelco concurs. it was evident since the day i met him that he had all the qualities needed in a paratrooper, smarkts aggressive, committed and reliable. he dues played them readily in everything he did, the capital remembers. david maintained his rigorous workout schedule in the army by following the cross-fit physical fitness program five to six days a week so he could excel in the army's physical fit cal test. he could run his two-mile fitness test faster than anyone else in his platoon. he was assigned to the 508th parachute infantry division based out of fort bragg, north carolina. he deployed to afghanistan for operation enduring freedom in february of this year for what would be his first and only deployment. david's fellow soldiers from his platoon named the small gym in their afghan outpost in
