joining me now david gregory and chuck todd. david first to you, jim cramer was voicing what a lot of people are saying. i was at a diber last night with keceoos from around the world, they are saying what are you americans doing? this is the greatest democracy, this is the greatest country you're telling us that your values are the best values. how did you inflict this wound on yourselves? >> it's one thing to rail against washington gridlock and that's an ever churning and circling wheel. this is something else. this has reached a level of deep economic anxiety among business leaders, world leaders. everyday americans look at this as jim said losing wealth. seeing a lot of volatility, about to face higher interest rates, that raises it to a level of anxiety and disgust that i haven't seen before. the inside washington game is still about the politics of the moment. as ridiculous as it may seem to some people, john boehner has a political job to do. he's got a caucus that has to be pleased with being able to send a message wher

i'm joined by the moderator of "meet the press," nbc's david gregory. look, your show was all over this this morning. david plouffe said no deal yet. but, it does feel like we're sort of surrounding it. >> well, and it's, as we've been talking about there morning, will depend on how this compromise is framed. if you go back and look at what the house did, you had a two-stage process, it was short a term in terms of what boehner agreed to but the balanced budget amendment was that same sort of trigger. in other words, it forces cuts. here in this deal you may get more cuts and then you get the mechanism in place to force congress' hand down the road. this is the key to getting house republicans to come on board and to actually vote. so what's happening right now according to people i am talking to, you've got the same kind of work going on -- what will the house support, what's the threshold in the house, how many votes can boehner lose and still support this thing. >> it does look like it is going to take more republicans to get this through than democra

david gregory, moderator of "meet the press."d morning. >> good morning. >> i keep listening to dueling news conferences listening for a code word or phrase that suggests there is room for compromise. do you hear anything in the language that suggests either side is willing to offer an olive branch here? >> what i hear is a willingness to ultimately raise the debt ceiling but to do it in it's most minimal form. i think the idea of a big agreement, a big grand deal that would involve big spending cuts over ten years, i don't think that's going to happen. that really centerings around the fact that republicans will not raise taxes in any way, shape or form and the president will only do so much in terms of spending cuts if it doesn't involve tax increases. so, i think that center of gravity has moved away from the white house despite the president's pressure. up to capitol hill where there are some dliks on what the fallback position is. that's where washington is right now. a small solution to a big problem. >> does each side thin

we've got david gregory standing by, luke russert on capitol hill, kristen welker is at the white housed to start with you. you may be in rolling coverage on "meet the press" this weekend. as you see it, what happens next? >> well, i think luke is closest to this on the hill, but it looks like there's a lot of maneuverings within the house gop conference to get a vote today on the boehner bill. they're making adjustments there to bring the recalcitrant republican members, a lot of them freshmen, conservatives, tea party folks, bring them back on board. the president alluded to this, because that is not a bell that could pass the senate, and so the senate is moving on its own accord with senator reid moving forward on legislation. i think that's, again, what the president was referring to, where he says that, too, could be adjusted. from the white house point of view, it's this, they're hopeful that senate republicans start to bend, that they start recoiling in reaction to what the house republicans are doing and that ultimately the senate bill is what prevails sooner rather than later.

this is what oklahoma senator tom coburn, who is a member of the gang of six, said to david gregory onerstand why they're saying they won't sign a short term. but i think they won't have any choice. and i think that's the only answer right now. i would vote for a compromise, as i did in the deficit commission, as i worked with the guys in the gang of six, provided you get significant changes to the real problem that is facing us, which is the waste and the duplication and the fraud in the federal government programs and, number two, reforming the entitlements. mr. daley also said they were going to oppose anything that would fundamentally change medicare. well, medicare is belly up. anybody that's on medicare today, i want to tell you, it's going to ahave to change. we cannot keep borrowing the money to keep it going the way it is today. >> you can catch david gregory's entire interview with senator tom coburn when it re-airs at 2:00 p.m. right here on "msnbc sunday." >>> the 102nd annual naacp convention is now under way in las vegas. delegates have mapped out a week-long agenda, the

we're joined by moderator of "meet the press" david gregory. good morning. >> good morning. >> speaker boehner open to revenue increases and maybe changing some tax language. was this a case of other republicans pushing back and saying nothing? >> well, it appears that he was facing a very tough road in his own caucus where he was going to have a hard time selling the idea of any kind of revenue increases, even if there was going to be tax reform, which would ultimately reform tax rates and getting into a lot of detail of the language of the negotiation. the bottom line here, lester, is that the white house will now be prepared to use this against republicans. presidents can have this meeting tonight and i'm told, he will say, this is what people hate about washington. we have to do this. we have to get to some sort of big deal. the fallback position a more modest position. $2.5 trillion over ten years. still real money, but something far less than this grander barga bargain that was being discussed that mike was referring to. they are pretty f

so you have said that the deficit -- this is what you told david gregory last week. you said it is a misdirection that that really shouldn't be the focus. so i read that and i said, okay, so if the deficit is the number one issue for you, and not over and above spending, then they shouldn't sign your pledge. you're saying, don't use the tax code to try to bring down the deficit? >> the problem that we have as a country is the federal government is spending too much money. the problem isn't the deficit. the deficit is the difference between two important numbers. how much money the government spends and how much it takes by force and taxes. the difference between those two numbers, that's not the key thing. the key thing is total government spending. that's the deadweight cost of government. if the government spent $100, took $90 by taxes, and borrowed $10, you would solve what problem by taking all $100? would you free up resources for the private sector? no. deadweight cost to government is total spending. that's what this debate is about here. obama wants to say, y

the white house chief of staff asked us a question on sunday by your colleague, david gregory, and hewered it clearly. right now there's no danger of any bill getting to the president's desk because we're at stalemate. the house is insisting on a bill that they know has no chance of passing the united states senate. >> at this point, the reid plan and boehner plan have more in common than perhaps came across last night between the president and the speaker. is that fair? >> well, it's absolutely true that there are many easy ways in which we can compromise and get this done. there are many paths that speaker boehner can take that work with senator reid and the white house that finds a solution equitable to everyone. but they are unwilling to do that. their approach has been my way or the highway so we can get 100% of what they want. as long as they continue to do that, we'll be stuck in a stalemate. >> speaker boehner said on sunday that his final offer is still on the table. a, do you believe that is true? and would you take it? >> i know that that is not the case because we have tal

david gregory, moderator of "meet the press."rning. >> good morning. >> it's been a busy weekend for house speaker and president, all parties involved. where are we at this moment? is this going to get done? >> there's confidence the debt ceiling will be raised. there's urgency to try to suage worried investors before the market opens tomorrow that there's at least a framework for a deal. still a disagreement about how large the package should be, whether it should be short term or long term. in other words, how much deficit cutting do you really want to do? this thing broke down over tax increases yet again. a great deal of acrimony, certainly unusual. a level of frustration we've seen from the president and speaker boehner. they met yesterday. you've seen that picture saturday at the white house. so, that's where the action is. in many ways, the white house, while the president has been in touch with speaker boehner, a lot of negotiates has been happening between the parties on capitol hill. >> one of the reasons washington is
