joining us now david hawkings, senior editor at "roll call." which side is going to blink here, david? the democrats feel they have a pretty good chance to take back the house. the president thinks he has a pretty good chance to go bipartisan and get some things done? >> i think both things could still be true. i think my assessment is that -- my understanding from the people i've talked to is the democrats are going to wait to see what the republicans do. really -- so i think the piece you just had on leads right into this. strategy session in the new year, the republicans have plenty of things about which they disagree strategically. nothing unfiles them like tax cuts. they pulled it off with an amazing degree of unity and speed. whether he, mr. trump, and the republican leaders can translate that into some agreement amongst themselves on what to do and how to do it is a big question. so my sense is that the democrats on infrastructure and other things will wait to see how the republicans -- whether they get together and then the democrats wou

david: thank you very much. coming up, where have all the deficit hawks gone? y hainesnes -- terrt y will join us. this is bloomberg. ♪ ♪ david: this is lyf "bloomberg markets: balance of power." not have been possible without the republicans in congress having agreed increase the federal deficit as much as $1.5 trillion. let's look at what seems to be an endangered species, the deficit hawk. we welcome terry haines. is one of them was experienced policy and political consultants in washington. he served as a presidential appointee. he comes to us today from washington. i have to give you a little nod. you are always saying it is better than a 50-50 chance. you were always pretty optimistic. it happened the way you said. is in there a concern about how they will pay for this? terry: sure. first of all i very much appreciate being on the program. sure there is. decades decided after a of sluggish growth it was time to really jump start the economy. they were willing to do so by increasing the federal deficit by up to $1.5 trillion over 10 years. he talked to a lot of economists and a lot of people i

david: you need those votes from democrats assuming you get all the republicans. will there be a point in 2018 where we will see the deficit hawksome back to life? they seem to have been dos i'll this last year. this last year. henrietta: we saw them after the tax bill passed. mark meadows in jim jordan started to raise a little bit of cane on the senate side, saying we will not vote for the short-term funding bill until he get some sort of understanding about what's going on with the deficit. the real conversation about this. i think they are very much back in the picture and they will be making a big stink in the first quarter as we head into infrastructure, the debt ceiling tends to exacerbate the situation, and funding the federal government. becausement shutdown, of the deficit hawks and the lack of interest in collaborating on the democratic side will be a big issue for the first few months of the year. david: thank you, henrietta treyz. we will talk with her next about the new year and what it holds for trade and for immigration under the trump administration. this is bloomberg. ♪ ♪ david: this is "bloomberg markets: bala

david: brian, there was a lot of concern by deficit hawks about tax cut saying you have to find a wayon't think you have to find a way to pay for them taking less of our money, but the one thing that does concern me is when these deficit hawks start talking about infrastructure spending and saying that's the last thing we need right now, is to spend billions more in infrastructure or for infrastructure when we didn't get much of a boost from the obama stimulus. what do you say? >> well, i think that a smart way to do infrastructure, and that's public/private partnerships, state and local governments including the private sector. indiana's done innovative things. what we don't want to do is redo what they did with the stimulus where you just take hundreds of billions of dollars, you pour it into projects that basically benefit donors and funders. you end up getting projects like solyndra. we don't want this to beç micromanaged out of washington. infrastructure should happen from the bottom-up, it should be planned by local communities to see what they need ratherren than dictated by c

hawks that want to raise the dollar forel without dollar increases in domestic discretionary spending, which democrats are demanding. yes, republican said given themselves some space to pass the tax bill. davidone of the ways that spending gets mixed up is through senator collins. you wrote a great piece where she thinks she has a deal and she will vote with the tax overhaul provided she gets some spending and the health care area. how could you for taxes unless he knows she gets that money on the spending side? sahil: she voted for the senate bill, she says believing she had a deal to include two health care bills and whatever particular vehicle goes through this year. that will stabilize the obamacare markets after the repeal of the individual mandate. the problem is the deal only seems to be operable in the senate. the senate majority leader made a commitment to her. it probably can pass the senate for there is a vindication it can pass the house. speaker ryan says openly he was not party to this deal and he is not signing off on it. it remains an open question. there is a lot of opposition to those bills in the house and the white house. i asked the white house yesterday and they did not
