arthel: for more on this, let's bring in david hawkings, the senior editor for roll call. hel: absolutely. we will talk about this. where do things stand on approval? things are still split among parly lines. what does it say for judge kavanaugh's confirmation hearings? can we glean anything from those courtesy calls? >> the courtesy calls, no, so far what you have seen every day is judge kavanaugh is coming to the capital to the senate side of the capital, but so far he's only been meeting with people whose votes for him don't really seem in doubt. what we'll learn a little bit more about is when he goes to see the two republicans who are -- who are still the focus of judge kavanaugh's would be defeaters, lisa murkowski of alaska susan collins of maine two moderate republicans who have talked about wanting somebody who are they are confident would uphold the precedent of roe versus wade. so far they seem to be satisfied, but maybe something would happen in those courtesy calls that could change that. and then the democrats who are being seen as potential yes votes for judg

david: first of all, the ecb does not stick with a unified voice, they of hawks and doves. this could be an attempted by the hawks to solidify or cement market expectations, the first hike to come in september. but they already told us they will be on hold through the smart next year, so the first opportunity to move is september. we think it will happen then, that is the first meeting after that period of holding. and they will have fresh forecasts. an that is often used as excuse to make a monetary policy change. and also, we've done our own work on where the neutral rate, where the interest rate should be in the euro area, once the economy has healed from the euro crisis. and we expect that to happen next year. it is considerably higher, 1.25%. while the ecb will not moving their rapidly, they will be very cautious, especially after the premature rate hikes that sense the economy into a tailspin, they will want to get on their way and start tightening monetary policy a little bit. mark: mario draghi, is he aware of the fact he may not hike rates at all during his tenure?
