host: david john, senior research fellow at the heritage foundation.are also joined by cristina martin firvida from aarp. cecil from taxes, good morning. -- texas. caller: good morning. i was still people with $110,000, they do not have to pay into social security. the farmers do not pay social security. guest: the caller is talking about the cap. you are correct that for any income above $110,000, you do not have to pay additional social security taxes on net income. $110,000 wouldp to have to pay tax. one. is there is a cap on income subjects to payroll taxation. that is a proposal that folks have been discussing. we have taxed 90% of thing come. we could raise that cap and make that another source of revenue for social security. >> that cap is a limit on your benefits. we would have multimillionaires who would be getting high social security benefits if we didn't have that cap. everybody loves the idea of raising somebody else's taxes. that is anything to do. you find that it gives social security more than it needs for about eight years. congress w

david: let me stop you right there, john. >> two ahead. now buying 70% of all the new treasurys being eschewed. how could that not be distorting? >> how could it not be distorting? again you have a huge buyer in the marketplace really is setting prices. now you're subject to the problems of slightly higher inflation raising interest rates at the long end of the curve, and again the total return in nominal value is already negative. i think that's a huge problem. the second problem, david, is distorting all the other interest rates that are based on the treasury market. so you have a lot of the pond -- bond market, corporate bond market. municipal bond market being priced off treasurys. once again are you really getting value for the investment you have in let's say a bond mutual fund given those prices are arbitrarily based upon a much lower treasury market? david: john what about the stock market itself? what about equities? liz macdonald has been reporting that deutsche bank came out with a study saying the stock market itself is being o

david: hollywood did great in the depression. john, i got to go to you because you have had little time here. a couple picks to focus on, halliburton and citi group is one of your picks, why? people say it has not fixed up a lot of its mess. >> well, it's cheap. i think that's basically it. groups trading at 7.7 times earnings, historically trade at ten times, winding down of citi's holdings a benefit to the stock. it's the cheapest in the large cap universe on price to book basis absent bank of america, trading 8% of price to book. i think this is what you want to go into, things with definable catalysts, and when you have a stock rally, the financials participate in the history of markets. it's one you want to hold on. energy side, clearly, energy is not growing in terms of the demand in the u.s.. where it's growing is the rest of the world. >> right. >> we don't have any real opec or non-opec growth in terms of plux. who gets the call? the people who do offshore and deepwater drilling and down hole work. that's why you want to be t
