eric: for more on what this means, let's turn to retired four-star army general david perkins.e you. is this hypersonic missile the first time one has been used in combat? is that a game-changer or just hype? >> well, eric, good to talk with you hered today. no pun intended, but i think there is a lot of hype to it. in the kind of combat that we're of involved here, it's not necessarily a significant game-changer. it is a way to grab headlines. hypersonic missiles are really best used when you're trying to avoid interception, you're going thousands of miles with intercontinental ballistic missiles. upon impact with a traditional warhead, it's no more devastating than a bomb or other missile, but it is a way for putin to grab a headline. eric: in this case, the ukrainians -- i mean, it's not needed necessarily strategically for this. it goes 5-25 miles fast faster than the speed of sound is, mac 5 plus. so you're saying -- mach 5 plus are. you're saying they really don't need it, but it grabs the headlines. >> exactly. and, in fact, as this war goes on -- and and i would agree w

stuart: all right general david perkins is a retired four star army general joins me now.s proposing seriously, serious escalation. what do you say to that? >> well, i mean, the good news is our nuclear submarines are always on patrol and russia's always in range and putin knows that, so that's always a lever out there. i will tell you though, as this goes on and there's a number of discussions about things, you know, this weapon system, that weapon system, what we have to understand is war is not a competition of things but a competition of capability, and a capability is a combination of a thing, maintenance, training, logistics, leadership, and when we take a look at who has the advantage and a lot of those it's really the ukrainians if it was just a competition of things, the russians would have been in kyiv weeks ago because they have many more things but they don't have good leadership. they can't supply them logistic ally and they can't synchronize their air and ground operations, so to look at the total package of capability. stuart: so general, what military capab

let's bring in retired general david perkins, fox news contributor. general, thanks for being here.s they could after he said it. there's a lot of confusion right now. what are our viewers to make of all this? >> good morning, pete. glad to be here. you know, i think the missile bomb attacks on lviv probably had a couple of reasons behind them. one is to prove putin's relevancy. he's always very concerned about that, to show he can still reach out and do that and sort of knock on poland's door. as you reported, hundreds of thousands of refugees have flowed west throughout ukraine to lviv and so kind of had seen this as a safe place and so this is putin's ability to show that no place is safe and kind of rattle them. lviv is also a historical and cultural center of ukraine so by attacking that, you're sort of attacking the identity of the ukrainians themselves. there's a lot of possible narratives. as we know, putin loves to establish a narrative no matter how twisted it is and work on that which is typical of war, working the psychological aspect of it. pete: that statement, putin s
