. >> good morning, david pillpell. so i heard part of the discussion. i think that additional legislation should probably just very clearly prohibit entities that are friends of city departments. i think we're past the time of understanding whether it's, you know, the good people at the friends and foundation that supports the library or parks alliance or the friends of city planning that these entities really don't serve the useful purpose that they were set up to do, but instead are doing these other things. if people want to contribute to the city, they should be encouraged to do so and to contribute to the city, we've got, you know, type five funds or other ways to accept a gift to the city from individuals and organizations and i'm not at all convinced that these friends of groups are needed and i think legislation that just clearly puts them out of business and sunsets them. it's the direction we should go. nevertheless, i support the legislation today and the further amendments and ideas that were talked about and, finally, it's not clear to me f

david pillpell. welcome back from recess and happy new year where appropriate. this does flow from a mckayla elliott o'pier charter many years ago that the board of supervisors have not implemented until now. i would ask if particularly since you just duplicated the file if the sunshine ordinance taskforce has reviewed this and if not you could send a referral to them and they would take up some of theism indications. i'm particularly concerned about the implications for quorum and public access to meetings. i note that for noncovid teleconference meetings under the brown act that there are specific requirements for the locations where teleconference meetings can occur and what access the public has at those locations. i have no particular issue with the proposed leap policy. i think that's fine, that's entirely up to you. i am concerned about these other implications for quorum and for public access. when teleconferencing in my view bodies, policy bodies should be required to post documents in real time such as presentations, written comments and amendments tha

david pillpel. in the past, not all civil grand jury reports have been thorough or meaningful, and some have been fairly disregarded by city staff. i think that's not the case this year. i think there was a great job done on all of these reports, and the staff and city responses have been pretty thoughtful and nuanced and the work that everyone has done on this i think has been good and meaningful. although i think it takes a long time, i think it's worthwhile. i think you can address the policy questions here on van ness without involving liability issues, the cmgc method, the potholing, construction, and risk, i think all need a thoughtful response from the board, and finally, i thought it was interesting that both the m.t.a. and p.u.c. staff were both fairly defensive in their responses, but their boards were a lot less defensive and modified the responses to be more accommodating and understanding of the certains that the grand jury raised, so those are my -- concerns that the grand jury raised,

david pillpel. of course, i very much appreciated the outside board's report. anyone who suggests that you as board members are not busy does not understand city hall or the various other outside boards and commissions and committees that you sit on, and that was an excellent report of all the activities going on. i was intending to call in support of item 47, the naming of the barbara taylor press room, but as i just heard from supervisor peskin, that's going to be redrafted into a resolution of intent with an ordinance to follow. just to tell a very brief barbara taylor story, one of her favorite lines that i loved was when she would ask a question, particularly when mayor brown was in office, and he would say, oh, barbara, you must be completely misinformed, which generally meant that she was right on target and asking the right question, and mayor brown didn't want to address this question or the issue, so barbara is definitely missed, and journalism in san francisco has not been nearly as good in her absence. i think i'll leave it at that for now, and than
