first speaker. >> caller: this is david pilpel. last time for me today. on item 11, the mid-life coach overhaul services contract. i like that these funding plan and the staff report on page 5 and 6 has a line item for this action. that's what i was looking for in the budget and finance plan on items like this. there's a specific line item makes me feel great. in terms of stakeholder outreach, there was no outreach to the m.t.a., c.a.c. items like this are good opportunity to bring it there to kind of make this academic concept of state of good repair very real that it cost $100 million for this particular piece of work that it involves taking vehicles out of the fleet that extends life of the fleet and reduces the number of in service failures and increases distance between failure. it's got lot of benefits. it may have some service impacts and staffing issues. it's a good opportunity to tell that story to the c.a.c. and in the world. in summary, i support the proposed accurate work. it is entirely consistent with state of good repair efforts. this shoul

>> caller: this is david pilpel. sorry, i joined late. i had issues here. i will communicate any issues with the minutes to board secretary. on staffing as you've discussed, staffing needs to be a huge challenge for the agency and other city departments and around the world. i would strongly encourage the use of retired muni or m.t.a. employees through proposition f that was passed by the voters some years ago. i believe there may be some limitations or restrictions on the number of employees that can be used in that way. there may be some m.o.u.s. i would strongly encourage those provisions to be considered and perhaps even before that, if you can negotiate a side letter on some of those, so that you're able to bring folks back who may have retired and willing to work full time or part time up to the 960 hours limit. at this point, anybody with a driver's license that's qualified to drive would help the system. i don't think whatever amount of r.d.o. or overtime work that's offered that people are taking that up because people are scared and not willing to

>> good morning, david pilpel. i assume you can hear me okay. on this item, i have no objection to the proposed agreements, but i have continuing concern about the environmental impact in kern county and elsewhere. as i understand it, the current technology with the battery storage involves that rare earth minerals and metals and what not and requiring and disposing of them and managing them may become an issue in the future. it seems like we're in some ways trading off current needs for power storage versus long-term uncertainties about what to do with the materials that are holding that power and because we're citing this facility -- siting this facility elsewhere, are we actually moving the environmental problem elsewhere and is that an environmental injustice issue? i spoke at this previously at the public utilities commission. this makes sense right now, but long-term i would try to reduce energy demand in the city and increase local generation so as to minimize risks in a variety of ways and transmission loss from kern county to however it
