and david plouffe, about the same time, said no agreement yet.nts of what is on the table in terms of a possible agreement. let's couch it that way. if we learned one thing over the course of last week, nothing is done until it's done it would raise the debt ceiling by $2.8 trillion, get us through the next election, that's a condition president obama had all along. initial spending cuts of $1 trillion of discretionary spending would take place in the short term. there would be a clean vote in the senate on a balanced budget amendment, not agreement there, amendment. that is expected to go nowhere, but it's in there nonetheless to make some people happy. the super committee of members of congress that they are going to form is going to be meeting from now until thanksgiving. mandated to find $1.8 trillion in cuts, and you heard david plouffe say everything is on the table, including entitlement cuts, aka, social security, medicare, medicaid. as well as revenues, but republicans say new taxes are not part of this. automatic cuts across the board.

joining us, david plouffe, the senior adviser to president obama. you've heard all we've been talking about. is there a deal? >> no, there's not. >> is there a deal close, a framework? what can you tell us? >> well, i unfortunately can't negotiate here on your program. i think what is clear is pretty much both parties agree that there's going to be a first stage of deficit reduction over a trillion dollars. that there's a process, as george talked about, a congressional committee. what that's going to work on, the items the president is focusing on with speaker boehner, you won't reduce the deficit without title reform. >> that committee reduces debt increases, the committee, not the trigger. >> any long-term deficit reduction. i think the american people have spoken clearly about this too if you're a middle class family, a senior citizen, you're furious that the answer by some in washington, mainly republicans in the house, is to ask you to do everything. you have to have closing of tax loopholes, and revenue to close the deficit. there is, without

i'm joined by senior adviser to the president, david plouffe. welcome back to "meet the press." >> good morning, david. >> from your vantage point, you're inside the room, is that overly rosy or are you that close? >> well, we don't have a deal. everyone is cognizant, as chuck todd just reported, on both the legislative clock and more importantly, the default clock, so the hours are ticking here. i think what's clear is that there is general agreement that we're going to have deficit reduction in two stages. the first is going to be something the parties largely agree on, about $1 trillion in deficit reduction. the second stage is going to be the trickier elements of entitlement reform and tax reform, which this supercommittee is going to be charged with, and i think it will be incumbent on the members of congress to appoint people to those committees who are going to drive to yes, to try to compromise, get out of their party's comfort zone. >> let me be clear, though, what will the president accept as a deal? >> well, first of all, it's clear, o

joining me now, senior white house advisor, david plouffe.ht. >> thanks for having me. >> can you trace for us how the administration went from at the beginning of the year, tim geithner, jack lew, asking for a clean debt ceiling increase, the kind we used to do all the time, a one-page bill that changed a number in law to this point where the president has been through negotiations on a variety of very big deficit reduction bills of unprecedented size, including those with the tax revenue and now the one today that he's endorsed with harry reid that does not include tax revenue. how does it get from a clean bill to let's do these kind of giant reduction bills attached to a debt ceiling? >> we've always maintained we didn't think the debt ceiling should be held hostage. the president believes it's important for our economy. the numbers don't lie. if we don't begin to live within our means and significantly cut the deficit in the not too distant future, we won't have money for things like college loans, medical research, kids health care, so w

david plouffe said no deal yet. but, it does feel like we're sort of surrounding it. >> well, and it's, as we've been talking about there morning, will depend on how this compromise is framed. if you go back and look at what the house did, you had a two-stage process, it was short a term in terms of what boehner agreed to but the balanced budget amendment was that same sort of trigger. in other words, it forces cuts. here in this deal you may get more cuts and then you get the mechanism in place to force congress' hand down the road. this is the key to getting house republicans to come on board and to actually vote. so what's happening right now according to people i am talking to, you've got the same kind of work going on -- what will the house support, what's the threshold in the house, how many votes can boehner lose and still support this thing. >> it does look like it is going to take more republicans to get this through than democrats. have you one of these freshman security guys, sort of tea party, sort of no

with me white house senior adviser david plouffe. nice to see you. let me start with any -- let me start with this. the president's veto threat when it comes to the boehner plan specific to the boehner plan, is it clear that the president is going to -- he wants to veto any process that doesn't raise this debt ceiling past 2012, is that really the veto threat here that is the line in the sand for the white house? >> well, let me explain why that's important, chuck. what the house republican plan would do is have this whole debt ceiling spectacle, three-ring circus the president talked about monday, repeated again a few months from now over the holidays. you know, the debt ceiling debate would ruin christmas. it makes no sense. it's harming our economy now. you would have this hanging over the country at one of the most economically important periods of our country around the holiday season. that makes no sense. what we need to do over the next few days -- listen, the reid plan has twice the deficit reduction as the boehner plan does. little different

david plouffe, thank you for joining us. so his republicans say they are closing ranks tonight. what do your hill allies tell you about where things stand? >> well, we always assume the speaker will find away to claw together the votes for his package. but, you know, the senate democratic leaders said that package is dead on arrival, so what we need now is compromise. we need the leaders on capitol hill to... there's actually quite a bit of common ground between the senate and house proposal. they need to compromise in the coming days here is we can avoid default next tuesday and make sure we don't have things like interest rate spikes. it's clear this is already putting a very dangerous cloud over the american economy. you see a lot of business leaders small and large saying that this is really preventing them from investing and really having the certainty they need to move forward and invest in hire new employees. so we need to make sure to get this cloud out from the economy, do the work the american people sent everybody to do here. make a good down payment on deficit reduct

on friday, the white house press secretary essentially defended what david plouffe had to say, basically doubling down and say people don't look at unemployment numbers when they vote for the president. and so at this point doesn't appear the white house is going take mitt romney's lead and fire david plouffe. >> it would be interesting to see because jessica and i were talking about it adds to the feeling of angst. we got all these independent groups that are out there just already pouring cash into the campaign and making their being known. have they weighed in on these jobless figures? >> you know, it's interesting because you would think that with these jobs report numbers that are out today that all of these outside groups that's going after the president in this upcoming president would have ads ready to go. does clear whether karl rove was planning to put this ad together hoping this jobs report would be bad but it is a pretty sharp take on the unemployment situation right now and just want to show you a clip of that right now. >> i supported president obama because he spoke so be

in a statement romney said if david plouffe were working for me i would fire him and he could experiencesthand the pain of unemployment. >> the republicans are engaged in a primary campaign trying to get the media attention. >> reporter: sensing the opening just handed to republicans, the white house still defended plouffe's comments. >> i don't know where the voters, if some other folks might be talking to or -- but most people do not sit around their kitchen table and analyze gdp and unemployment numbers. >> reporter: history has shown as the jobless rate ticks up, chances for re-election go down. >> we've had four times in the last 35 years when a president has run for re-election with unemployment above 7%, three out of four times that president went down. >> are you better off than you were four years ago? >> reporter: in 1980, ronald reagan framed the choice in pocketbook terms. no president since reagan has won re-election with an unemployment rate higher than 6%. reagan did get a second term in 1984 when the rate was 7.2%, but democrats point out unemployment was already at 7.6%
