i'm with senator david purdue. i was wondering when you change the poverty threshold i'm assuming that originally used cpi w and you change it to cpi-u. cpi-u, that ot use is my question. >> there are several good reasons for that. one is of course what's called cpi w doesn't technically exist before, it depends on how you define it. technically cpi-w goes all the way back to 1918. en cpi-u was introduced in 1960, something, i forget the exact number but about that time, late '60s. that was, we now have to make indexes that were weighted slightly differently. the cpi-u was in selected to be from that split, was selected by omb so that's just what omb uses i'm repeating the omb process. and the reason for not using the change index because it all goes back to the 1980's, 1988 or something like that. it doesn't affect any further than that. what was used as the ideal index is we use -- personal expenditure index and then subtract further from that because it also suffers from about half a percent per year in the stat
