robert: you might want to start. david: i will use the rail sector as an example. if you looked at the biggest railroads, you would not get all of the ones that are critically important. sometimes those last mile rail systems are important to get something from the depot onto the regular system. that is part of what we looked at. where are the largest systems, what cargo they typically carry, and then are there any last mile operators we need to include? that is where great work with the department of transportation and the department of defense came into play. trying to get everybody that had an interest from the federal level to have this discussion with the industry to make sure we identified the critical operators. and the other beauty about that is that is a fluid list. ask 70 becomes critical based on what they do, an air carrier, for example, depending on their cargo, they might fit into the critical category where they were not before. you do not have to rewrite everything you have done. it covers the definition and then you include them in the definition.
