tracy davidson is live in the digital operation center this morning. tracy, for the first time we're hearing from the mother of this 16-year-old victim in virginia. >> last night police in charles city, virginia, laid out their case against delvin barnes. it is there he was wanted for attempted murder, kidnapping and rape of a 16-year-old girl last month. barnes, as you know, was captured wednesday. police got a big break in the case when philadelphia police released surveillance video of the kidnapping scene. police in virginia noticed a detail from that video. >> we had information he was driving that ford taurus and then through the video in philadelphia you can see the virginia state inspection sticker on the front glass and we're only one of the few states that has a sticker in that position. >> they call the car dealership where barnes purchased the vehicle. they were able to use the gps to track barnes. the mother of the virginia victim was asked about her daughter's alleged attacker. >> i just want to kill him. just want to kill him. the burns

tracy davidson is live in our digital operation center with a look at the numbers. >> following wait time over thoiz wait times, the v.a. set a goal of 30 days or less for a veteran to get a first-time appointment. veterans are waiting an average of 19 days for primary care appointment. in wilmington, the average is much higher. they're at 66 days. here's a look at specialty care. the highest in this case is at the v.a. where they're waiting an average of 55 days for an appointment. veterans are also waiting months and months to get a response on their disability claims and according to bob casey, pennsylvania has one of the longest wait times in the country, 266 days. he addressed this problem before a veterans group in west philadelphia yesterday and says more needs to be done to fix this backlog. >> we do this not just to make a system work better, we do this to fulfill to fulfill a promise that this government, that our country has made to our veterans. >> senator casey is now sponsor a bill to address the backlog. it calls on regional offices to improve their practices. live in

i'm tracy davidson. >> and i'm chris cato. starting off in the first alert weather center with bill. bill, just walk us through what we can expect on this morning. >> temperatures are still falling. we have clear skies and the wind is dying down. that will actually help temperatures go lower this morning. there's a live, clear view of center city looking across the delaware. no sign of any fog and not as much wind as we saw even just one hour ago in philadelphia. there's still a breeze blowing. 23 degrees feels like 14 with an 8-mile-an-hour wind. at 23 degrees, that's just three degrees away from the record low for this date. it is a first alert day, as temperatures plunk to near record cold. it's a bitter cold either way, whether we hit the records or not, especially considering the windchills right now are ranging from 6 below to 15 degrees in the area. even south jersey is seeing the cold air. look at the 20s in delaware and south jersey. wildwood is 27 degrees, while it's 19 now in pottstown. feels like 10 degrees in pott
