congressman davis, i want to come back. earlier during the show, you mentioned the whole criminal justice system, and i'm sure you're familiar with the drug courts. what really has to happen to go beyond the intervention of the drug court? well, i think we have to have, you know, programs established to help people successfully reintegrate back into society. and i've begun to understand that any program that we've got should include treatment for addiction, or treatment for handling drug problems, because so many of the individuals who have gotten records have them because of an association and interaction with substance abuse in one way, shape, form, or fashion. so if you don't have that as a part of the program, i mean, i've been pushing a concept called second chance; that is, to give individuals a second chance at leading normal lives, becoming productive, contributing members of society where they pay taxes rather than use tax money. just to jump in, that is so incredibly important, i think, to provide that opportunity
