we are working closely with dbi staff to work on these processes. we are well on our way, but obviously, it is a long-term project. a lot of things will happen over the course of 30 years, we anticipate. we are very fortunate to have strong support for mayor lee, as well as key members of the board of supervisors. we are certainly moving ahead as fast as we can, but in a very deliberate if manner -- delivered iberative manner thats the public informed. we are working on this draft. we were fortunate to have input from the president at a meeting this week, so we will be making some changes to this initial version. we will be getting copies to anyone interested, certainly. i think we have to order some more. as soon as they are available, we will distribute them. i will be happy to take questions. lawrence is here to get into specifics, should you have questions. commissioner hechanova: commissioners? commissioner clinch: i was happy to be able attend some of the brown bags organized. i would like to see more of that information more widely disseminat

how is dbi's attitude toward unlicensed contractors? second question, are dbi housing inspectors, building inspectors, trained in the rights of tenants regarding entries, landlord entries and other entries? and i'm referring particularly to civil code section 1954. >> california civil code section 1954 is referenced in the housing code as far as right of entry provisions as far as both the land lord and the inspector. one of the slides we had up earlier talked about the responsibilities of the tenant and it indicated that it is their responsibility to provide access to the land lord when they want to make repairs, provided they get adequate notice. that is one thing that we actually usually have language in our notice of violation in the boilerplate that talks about the fact that the land lord should give adequate notice to the tenant when they make repairs. with respect to unlicensed contractors, with respect to certain permitted work we don't like them. i mean that's really the answer there. although some work doesn't require permit a

we have someone here who can address that. >> chief plumbing inspector, dbi. i spoke with the owner of the building at 570, i have spoken with the contractors working with them. they explained it is in fairly good, running condition. it is an old system. i sent out one of my staff to go out there, who is knowledgeable on boilers and systems. he told me it is still running, but at this time next year, we will not accept any certifications from the contractor who certified it already from the past year. it looks like they are doing repairs to where it is in compliance but the repairs are surviving only to an extent and that are falling apart again. unfortunately, with his unit, the building, they are going down for a few days at the time. at this point, looking at the system, speaking with the owner, she said money is tight at the building that she just took over. they are trying to finance and figure out a way to replace the system, give everyone ample time to know -- to give them notice. it is not an easy replacement. it is a larger system. removing everything
