we have lots of things for dbi to do. they got housing to get approved and other projects and i think that having them of course we want them to continue doing the education, but having being enforcement arm for federal law which we do not have to have them in that role i think not particularly helpful. so, that's a foreshadowing. for today what i hope the committee will do is pass the-forward the ordinance in front of you to full board with positive recommendation if so inclined. i'm also hoping and city attorney can figure which order these things need to get done, but i think we ought to also probably send back to building inspection commission another version of this that extends the deadline at least to the end of this year, so probably involves or i suggest the committee if open to it, that you duplicate the file and make the amendment to the duplicated file to change the date which is june 30, 2024 and duplicated file to december 31, 2024 in the duplicated file and that you all send that off to building inspection

so i went this morning at dbi records and i looked at the demo calcs, and you can see those two there on the 317 be to be. and if the calcs had been adjusted at least twice, which they should have been since 2009, this thing would have been a demolition. i think it looks like a demolition. if you look at it closely, i don't see how anybody using common sense could say it isn't. and that one sold for, 5.7 and 21. they both sold during the pandemic and started at 1.3. and the other calcs are a little strange. they make no sense. they say they removed 83, but they say 24ft of horizontal. i don't know, it's the calcs needed to be fixed. they weren't fixed in. i know you're trying to fix them now, and i really hope you do. and i hope you codify the flat policy at short range in the housing element. 8.3.2 and also i have one more question is planning now in charge of intake, not dbi? i was just curious about that. and that's it. there's my words for the minutes. thank you. sorry for the chaotic presentation. any other members in the chambers wishing to submit general public comment? if not,

going to zoom out before i talk more about thees grants, i'm going to zoom out and give an overview of dbi's budget. as an enterprise department we're budgeted by the fees. we fees are set by determining the reasonable cost of providing our services. the majority of our budget is non-discretionary with labor costs for the biggest chunk. when our revenues are down, we don't have a lot of opportunity to prim trim our costs. what it shows here is the gray line in the middle is our expenditures which have risen mostly as labor costs have risen. the orange line is our revenues which dropped significantly during and after the pandemic and the yellow line that spikes is our reserves which went up significantly during the boom years and have been mostly used up in the past few years to fill our gaps. the projection is our reserves will fall below 10 million in the next few years. i was asked to talk specifically about our fees and fee study. our fees are established by eye fee study to analyze our costs and sets a model for charging fees. we last cuttinged a fee study from 2015 which lowered most of
