the students have access to free summer lunch, which is sponsored by dcyf. also a couple of nuances because of the great relationship we actually have with balboa summer school administrators. they have also identified some that may not be in summer school that have failed or are in danger of failing because they work within the school system. so they have the opportunity to come to the after-school portion as well, and they have been identified in terms of subject areas they have issues and concerns with. again, our teacher -- our students are with teachers during the day to reinforce an enhanced the curriculum that they get during the daytime. commissioner fewer: ok, we also -- i am just concerned because i know the development is in the bay view here primarily, community benefits. we have there been marshall students going to john o'connell, so we have a lot of students at risk of not graduating. those students go to school right in the bay view. most of them live in the bayview, too. instead of saying that the students -- the students were actually direc

and with private donors, a program i called bridges to success, which we are working closely on with dcyf, school district, school board, to make sure that we not only encourage people to go to college, but when they begin in the experience, that we support you when you are there. that you go all the way to succeed in your degree. as i told you on youth advocacy day -- and i would tell you again to the parents. there is literally a $1 million difference in someone that does not have that college degree and someone who does when they get their first job, and future jobs. i think in san francisco, it will be more than a million dollar difference because of the very good salaries that the private industry and public industry pay. if you have a college degree, you can get a good living. it will be expensive for you to have your own home here in the city as well. so with all of that, we want to embrace, and i want to thank the parents, siblings, family supporters here tonight, to share in the announcements of the youth warrior fellowship award east tonight. i want to thank everyone who has par

for dcyf, we are not proposing any reductions to those two areas. >> thank you. why don't we hear from our final two speakers. >> i'm a member of the immigrants rights commission, and also a senior who participates in will meal sites. so in various parts of the city, including this one. i want to tell you how much we appreciate the restoration of the senior nutrition programs. i've had to advocate for this for two years. i thought they cut the same thing this year, are we going to go through this again? i'm so pleased that it's been restored, the nutrition cuts have been restored. the person who decided that seniors should have weekend meals was george moscone. when he was mayor, he expanded the nutrition programs to cover the meal sites. so i'm glad we will have a mayor who will be remembered for restoring the senior meals on weekends again. thank you. >> hello. i'm with wee children standards, focused on childcare and family support. i want to thank youz out to the community, really hearing from the community, particularly with a lot of immigrant and non-englis

dcyf funded a collaborative, but even now the funding is not there anymore. we continue to work together. in 2004, dcyf reported that district 11 is the most underserved community and has the highest concentration of you off. we are not only serving youth in our community, but we are serving youth from other districts. in addition, district 11 also has the highest number of schools in one district alone. a high population of youth resides here. they come to the district to attend school and after-school programs. [applause] >> good evening. i'm the program director at out of sight youth arts center. i want to talk about the curve needs of the district 11 youth that we work with and that many of our organization work with. with our current budget cuts on education, school aren't being cut, furlough days enacted, resources diminishing, we know that school is not enough. today, are you is faced with many challenges, peer pressures at school, other issues. you get involved with an after- school programming in order to learn more, make friends, feel empowered, dev

dcyf and sfusc staff are here to present and speak to the academic program, and we also have the office of work force development that will be able to speak to the employment component. i would like to bring up staff from dcyf and the san francisco unified school district to make a presentation. thank you for being with us today. >> hello. i am with the department of children, youth, and families. i am a program officer there, and i'm going to have the executive director talk about the academic summer program, since we have now shifted the entire work load and work plan over. >> good afternoon, commissioners. executive director, young community developers. thank you for giving me this time to discuss the program. as ms. dorsey just explained, we entitled the program summer academic program. it is for ninth graders and incoming 10th graders who are in danger of failing and has the possibility of not receiving the high school diploma if we did not intervene right away. the program is currently being hosted at balboa high school. today, we did our first orientation with about 50youth and t

i think it is really important that you look critically at all of these important programs that dcyf funds for the children and youth especially. i'm going to give you some paperwork on this matter. thank you very much. [applause] >> good evening, everybody. 32-year resident of the english side neighborhood. not a native, as my daughter's tell me, but 32 years is a long time. thank you for being here tonight and listening to us. here are some items i would like you to consider. first of all, let's get back balboa park station fix that. as we do it, let's not forget about pedestrian improvements. we have to make sure that with gas at $4 or $5 a gallon, we will all be walking, so let's make it as attractive and pedestrian-friendly as possible. second, we have a signature building in this neighborhood. it has been an abandoned eyesore for too long. there is a fabulous program by the friends of the geneva car barn to put together a youth programs there. why can we have a signature building in this neighborhood with signature programs for all the youth we have? we have the kids out here.

our city that have the biggest share of our general fund dollars, closely following on the list are dcyf, the rec and park department, and others. as supervisor cohen said, we have asked our departments to propose 10% reductions to their general fund support an additional 10% contingency to put ideas on the table, to think about how we are going to be able to close this deficit. we are in the process right now of looking at those ideas and thinking them through. as the mayor said, we want to hear your thoughts about these ideas as we are in our decision making process. just to kind of put the challenge in perspective, if we took the full 20% from every department and said we were going to put that in our budget, that would only save us about $180 million from this point forward. we are working on other solutions, but the point of this is to illustrate the challenge in front of us and the reason we are having discussions that we have to have tonight to balance our deficit. another point is that going forward, there is not that much improvement on the horizon, and our projections show we w

this is something i've discussed with the mayor, as well as with dcyf.'d like the mayor to provide a perspective on that. >> with respect to the summer youth employment program, that was another program that we heard all through the rest of the city. i want to -- in cooperation, and also, of course, supervisor david chu has been talking about this for some time, asking our officers to take reconsideration of the cuts. so we've been working very closely with our director of the children, youth and family, and tonight we just want to announce that we are moving an additional $500,000 to the youth, summer youth program, and there will be 300 more slots made. we'll be able to divide that to make sure that chinatown gets enough slots for the summer youth program. you'll definitely have more. we're making those decisions as of today. you'll hear more details about it. there will definitely be more summer youth slots will aimed at both chinatown and all the other districts for the summer. >> mr. bonner, just in response to fees, the rec and park department does

they do call out dcyf. they have a great number of youth programs that should be related to this, especially related to the water. we had a very good meeting with the general manager of recreation and park, high demand goes up to talk about the issues to say what is the inventory of the things we see here in san francisco that could be leveraged. when the event authority, which has already had exciting discussions about the sailing in the u.s. involvement piece of sailing can enhance both directions. i think it is a starting point. i think there is a lot of work to be done to figure out what the right strategies are and making sure we are hitting all of the groups, including underserved useyouth, but this s obviously something that is key. i would also know they have been great in developing curriculum for schools. we would like to see that if we can massage that forward and create that link for youth as well. supervisor campos: i think it is great you continue to involve the district two and the supervisor

pay a lower percentage, and i think that needs a change in order for us to get the resources that dcyf needs to distribute in the community, that this will destroy needs to execute the plan -- that the school district needs to execute the plan that never happened because those resources are not there. those are just a few of those things. >> i think, like, a training facility or proposition like workshops, like all the propositions that are going to be on the ballot. they should be warned of the effects and what could happen with that. also, the high school requirements -- i think they should be requirements for universities, so, like, you guarantee that you fulfill all your necessary requirements in order to apply for university. scholarships, siphons, or financial aid for middle school and high-school students. and last, a detailed budget exposed to the community because i know we have an overview of this much millions going here and also a detailed budget of where that is going. maybe people could take the initiative to say no. >> - more general. basically, reaching out to youth and

to say is that april 6 at 1:00, the board of supervisors will hold a hearing about the budget for dcyf. that is a really important one for people to show up if you are concerned about after-school programs and family support issues. the mayor's office has been quite open to hearing feedback. supervisor campos: i wanted to give mayor lee an opportunity to say something. thank you again for being here in district 9.
