this whole town was rocked the day that deanna was murdered. >> reporter: deanna's parents reported the 14-year-old missing hours after they gave her permission to visit a friend's house seven homes away. there was a party going on. up to 50 unsupervised teenagers, with drugs, alcohol and fighting. the next day, deanna's strangled, beaten body was found near railroad tracks in her neighborhood. >> to lose a child is the worst possible thing anyone can go through. >> reporter: this song was written inspired by the belief that god made rainbows for her. her friends and community members hope it will inspire witnesses to speak up to finally bring her killer to justice. >> it's been this long. you think they would be over the fear, over the guilt. just step forward and say, yes, this is what happened. >> reporter: police tell me they've sifted through thousands of leads and have narrowed the investigation to one person of interest, who was an acquaintance at the party. despite a $50,000 reward, officers are still missing the witness testimony they need to move the investigation forward. pol

identify yourself. >> i'm sorry, deanna navar leche, thank you for having us here. i'll just pick up where paul left off. in terms of the organized section, it really emphasizes the importance of making sure there's a bridge between social service agencies and enforcement agencies, that there's an on-going dialogue as paul mentioned in trying to create a strategy that is effective not only in targeting individuals that are high at risk and in custody but targeting the faith based community, using our strength as a community in general to mobilize and organize communities to promote stop the violence. i would say this is one of the newer approaches throughout my time in the last 10 years that i've been doing violence prevention i've never seen a component that really emphasizes the organizing piece that really pushes to get out to the community and functions at the ground level. a little bit more about that, in terms of organize, again, it relates to a strategy, it emphasized implementing a coordinated social service strategy. we also are looking into trying to creat

[applause] >> i'm going to invite myself to say a few words. first of all it's a great honor to be here celebrating our community and culture and to celebrate this award to someone i have known since he was a young brown buffalo starting out and i am pleased to see so many elected officials here like mayor edwin lee, representative nancy pelosi, district attorney gaston, police chief -- i am very pleased about that, but i also want to remind them that the next time we meet at one of these receptions i'm going to ask for their reading list, and i hope to see many, many latino authors, many, many latina poets, especially those poets and books that

i'm going to just talk a little bit about both myself and deanna, who is going to get up in a moment and the police department is going to get up in a moment. i focused really primarily on the i and the p, which is interrupt and predict, so i want to give an overview of what that is and how it works so you have a better understanding of what we're doing. so the interrupt part, which is also an introduction of the new zone strategy within the police department, includes the following: does this roll up? you guys have it in front of you. the violence response teams, the vrt's, it includes gay suppression efforts, violence cease fires, all of our gun abatement programs collectively and our yuelgt and family programs which also dovetails into the organizing component. a lot of these things may look familiar to you because some of them are existing resources that were already in place. the innovative component or the innovative approach is figuring out what the best practices were in making sure they were all inder linked in new ways of both accountability and starting from the top from a

city and what is going on, but the most important part and you will hear this from the chief, from deannayself is the community organizing. that the strength of any program is investment in our people and that means organizing our communities, faith base communities and different organizations, the tenants right here in sunny dale, the residents here in this valley, all around mclaren park for example and get them organized and working with the community organizations that we fund, with our city department including first five and our human services department, our health department and others all engaged in the same direction with our faith base community to make sure we're working on all the programs and signal to people violence is not the answer. that we have a lot of great programs. that we want our kids to grow up and feel they have hope. whether or not they have parents in the household or brothers or sisters guiding them and we have those gaps and people will be cajoled to do things that aren't good for them and that's why it's important to have a center here in sunny dale and we

organizing our communities, and with that i look again to our latino leadership, and i have picked deanna oroche to head the mission and thank you for stepping up. that is just an example of the depth of talent that we have in our latino community. they're already serving as the da. you're serving as so many parts, our three one one director, our library an, treasurer, our city attorney, so they're critical significant positions that our city is always represented through the latino community and i just want to add more of that talent as we celebrate 2012 latino heritage month and with they would like to invite and introduce someone who has been hard at work for all of us, who understands latino community, asian community, african-american community, the san francisco community, and our values. someone who has fought for over 25 years for all of us. please welcome the next speaker of the house leader nancy pelosi. chief meteorologist paul deanna is tracking a new storm headed our way. >> reporter: it will give us the most significant rainfall that you have had in one year. talking about several inches of rain moving into the bay area this week already. even though the rain won't start until wednesday morning, a flood alert has been issued for much of the sierra, also through the straight and the delta -- strait and the delta. heavy rainfall is on the way, especially in the sierra hills area. here is the set up. there is a tropical moisture plume that is literally direct from hawaii. it is called the pineapple express. well guess what, it will be expressing itself right into the bay area as they set up the perfect location to bring all this rainfall in. how much rain? how about five to eight inches of rain in sonoma county by the end of this weekend. we'll break things down more for you and tell you when things will start and end in a few minutes. >> all right, thanks. >>> a california family swept away. the chain of events that had a teenager and his parents caught in the mix. >>> the only unt
