nbc 10's deanna durante live at the chester police department. deanna, what are you learning about this latest threat? >> reporter: we're learning that the threat was directed toward police here in the city of chester and the police say the man who made the threats on social media was apparently upset, the fact that they had arrested a 17-year-old girl yesterday. the 17-year-old was arrested after investigators say she posted threats toward students and schools here in this section of delaware county. they say that they tracked her to a relative's house and placed her under arrest. she's a juvenile, so they're not talking about her. then a man placed threats on social media. the fbi, delaware county detectives, and police from this area all investigated. and investigators are not te telling us tonight if there's a connection between the 17-year-old and 23-year-old man but the 23-year-old man is under arrest for attacks. reporting live. deanna durante, nbc 10 news. >>> and breaking overnight, one man was shot and several cars hit as someone unloade

. >> nbc 10's deanna durante is live in center city this morning with what you can do to help and deanna, this is a pretty serious problem for the red cross. >> the red cross has said it reached emergency levels. during the blizzard they helped a number of people, displaced family, 16 of them, more than 44 people who needed placement because of issues during the blizzard. they responded to nine different fires as well. that's just the blizzard weekend. since the beginning of january, the red cross says that its blood supply has been dwindling because people don't want to come out in the cold or because of the winter storm. here in philadelphia, they canceled more than 30 blood drives, just over the storm weekend. you're looking at video supplied by the red cross. that video shows what it looks like when there's a full blood drive. red cross officials say when it's cold, snow on the ground, people cancel their blood drives and they just don't show up.ç >> the severe weather over the past several days and really since january 1st nationwide has caused a really major blood shortage. so we'

nbc 10's deanna durante is live in south philadelphia this morning. e of the problems for folks is just getting out of their neighborhoods. >> it's not even the roads, the one thing you may need to worry about. take a look, the sidewalk here is just basically snow that's been mounded down by people walking on it. the snow getting back out into plowed streets, reicing, that's one of many problems that city crews will be faced with today as they continue snow cleanup operations. the snow emergency has been lifted in the city but you can see, there are still streets that are not passable at all. the snow a problem here at 9th an south. also a van that's blocking it. we checked on wind shield of that van, two tickets from the philadelphia parking authority but not enoughç to make somebo move it out of the way. the mayor's office spokeswoman says i should look a press release talking about snow removal efforts and the mayor will be giving an update late this afternoon on what's happening. she points out that plowing efforts are still under way and that man

n 10's deanna durante is live at the police department. deanna, this follows another social media threat earlier this week. explain that. >> reporter: it does. police arrested a 17-year-old girl early yesterday morning. they say that she made threats against several schools in this area of delaware county including the chichester area and the chester area. they say that the 17-year-old posted throws threats on her social media accounts and that they arrested her before 2:00 yesterday morning. they then say that 23-year-old david mill born of state road in media posted threats against the police after they arrested the 17-year-old girl. they say he posted those to his account. they're not saying tonight or this morning what connection the 23-year-old and 17-year-old have if any together. they do say they used several law enforcement agencies to track mill born down. he was arrested. he has been charged with making terroristic threats and harassment. now, both suspects are scheduled to be in court by the end of the week. again, these are two

nbc 10's deanna durante has a look. >> if you take a look at roads that haven't been touched at all,try getting some of this out of the way here. we are live at 9th an south street. take a look at this van. it looks like the driver gave up and left it in the middle of the street here. when you come to south street, a pretty main road in the city of philadelphia, it appears to be clear at least down the center of the road. when you cross to 9th street, you can see how icy and slippery it is. a couple things that are happening today, septa will be trying to get back on schedule, resuming normal service. they do warn you, for some of the regional rails, there are still issues there as well as parking lots at the train stations. there's so much snow there will be reduced parking. amtrak delays as well as new jersey transit. you'll want to check all of those before you leave the house to be sure your train is run and septa will be planning an update for 6:30 this morning. nbc 10 will be there to let you know the latest on how mass transit is getting back on schedule. the latest from south

deanna durante went to check it out. what did you find?> as soon as mark sent us those pictures to my twitter accounts we came right here, coming from manayunk. you said that you moved in just in 1995 right before the blizzard of 1996. and that you've had this problem every time there's heavy snow. >> yes, back in '96 the city tried telling us we're a private development, which is not the case. every time we have a major snow, it's an uphill battle with city hall and city council and the streets department to try to get a plow out here. we have a lot of elderly people in this development, sick people. ironically a decent number of police and firefighters that live in this development. >> all these snow piles, obviously the plows have come through. we're standing on solid ice here. any salt trucks come through? >> not a one. >> have you contacted the city at all. >> i tried calling 311 about five times yesterday. all i kept getting was ringing and the message that someone will be with you shortly. finally one of my friends suggested filing

deanna durante is live in manayunk, one of the places where the snow is still on the streets. deanna? >> reporter: many people in neighborhoods were working to clear their ownç streets an sidewalks still last night three days after the storm. here in manayunk kidding will be arriving to school today. the warmer temperatures that we have and the rain is eroding the snow. take a look at the snow piles on either side of the street, it may be hard for the kids to cross the street. if you're out driving this morning, be very careful. video shot from yesterday shows the crews out in parts of the city west oak lane, center city, clearing streets that still were snow packed days after the storm. kids say they are just ready to get back to school. >> if i don't get to school, i don't even know. it's gonna be tough because the snow is stronger than the tires. >> reporter: here on umbria and hermitage streets, there's still slush and icy pack. making some of the lanes where cars are slick. you look up the hill, the parking lot is where kids will be dropping off their kids, teachers will

nbc 10's deanna durante is live in manayunk where they're really dealing with a mess. deanna?> reporter: if you're familiar with this section of the city, you know about the hills. someone tried to put a positive spin on it in this snow bank. look at fountain and fowler, you shoot up the hill here. you can see what a mess it is. this isn't the only messy, sloppy street in the city. we've been out all night, our crews have been finding streets in north philly, manayunk, center city, with roads snow packed. the olney section of philadelphia, we have video of cars that are still in their original parking spaces. it will be a long time before those drivers can get out and get on the roads. many people have been facebooking and tweeting us telling us to come and check out their street. please do that so we can get pictures of them as well and we can show them to other people, including the city as to what's going on in your neighborhood. here in manayunk we did talk to a gentleman who was having someone pick him up. the person who was picking him up couldn't get on fowler. he parke

deanna durante is live in manayunk. >> reporter: take a look at this street. it's bad enough probably on a normal day, north fowler street, 4700 block in manayunk. we just talked to a resident whç had a ride pick him up at the bottom of the hill at fountain. he said this is the first time his street hasn't been plowed. he's called the city, used the 311 app and he's assuming nobody heard his complaints. it could be until wednesday before streets are passable. video we shot overnight in the fishtown section of philadelphia, again, the same scene. streets that look like they've had a plow come by during the course of the storm, cars are blocked in and a lot of snow and ice on the streets there. it is frustrating for many residents but some say they understand. this was a big storm. >> takes time to clear 22 inches of snow. i feel like the city is doing what they can do. >> reporter: now, looking back out live here along fountain street in manayunk, this car dug out but take a look. going to try and show it to you in the dark here. this is all ice here. this is w

nbc 10's deanna durante is live this morning in logan circle to tell us more about this winter blood shortage. deanna, this is a critical time for them. >> it is. they're using the term emergency and making a plea for anyone who can donate to please donate blood. the blizzard took its toll on the american red cross. the families and those in need, especially at times during disasters, they tell us they responded to a number of fires in the area, nine fires during the blizzard alone, helping out more than 16 families who were displaced by those fires. and they tell us that because of the winter storm and the extreme cold weather that we felt nationwide, they are down blood supplies. they say in 20 states, the weather affected blood donations centers and blood drives and they say when the weather is bad, no one is going to come out and donate.ç >> winter weather, snow, all of those things prohibit people from donating and it also causes blood drives that are already scheduled to become canceled. people don't want to host a blood drive if they don't think anyone is going to come. >> ta

nbc 10's deanna durante is live in manayunk. talk to us about the progress they've made so far. >> right now the city is saying about 80% of the streets are clear or passable. now, here's the difference. clear obviously within you look here at umbria and hermitage street, you can see pavement. that's what they mean by clear. passable, we've soon a number of streets where you still have snow and ice. that's passable, you can still drive on them even though you can't see blacktop. that is concerning for some residents. take a look at video we shot last night in west oak lane. people there were so frustrated, they say they didn't have any crews show up at all in the last three days. they had shovels in hand, brought dhir ktheir kids out an started shoveling the street so they could get to work and school today. they put the muscle into the streets last night. the city is ep ho all ro-- hopi roads will be passable by midday today. here in manayunk, hilly area, kind of the place we know we'll see lots of ice and snow piling up on the

nbc 10's deanna durante is looking into the reasons why and what other resources were depleted duringthe storm. >> reporter: the red cross says from here in center city, to chester conte and into new jersey, the region is big and the need is big. they say that the blood shortage levels have reached emergency levels. and they say they were active during the blizzard of 2016. take a look at a picture from the american red cross of volunteers and workers trying to unload a vehicle there. you can see the snow is about as high as the doors on a car as they're in a philadelphia neighborhood. the red cross says they are in an emergency shortage of blood donations, that the storm affected donations not just in philadelphia but across the country. video supply by the american red cross shows a number of people at blood donation centers at previous blood çdonations. they say during the blizzard of 2016, donation centers were empty, not just here in the philadelphia region but in 20 different states. they also say community blood drives here locally about 30 of them were canceled because of the

deanna durante live with the latest on this investigation. de deanna? >> reporter: we spoke with the church pastor who worked alongside malone. he tells us the church is doing whatever it can to help the victim. >> what he did was horrible. but we're hurting over it, the church is hurting over it, we're hurting for his wife and kids and of course for the young lady who was victimized. >> reporter: officials at cavalry fellowship church say jacob malone shocked them when he resigned. a young woman confided in officials, he had been sexually abusing her, and she was pregnant. >> he met the victim when she was 12 or 13. he was a pastor in mesa, arizona. several years later he was a pastor in minnesota and he'd contacted the victim, somehow invited her to stay with him and the family. >> reporter: the abuse began in minnesota and continued when she moved with them to pennsylvania. malone yet to speak with police. they say he pled the country and has been in ecuador. since filing charges against him he has agreed to return to the united states. in the days s

. >> we start with nbc 10's deanna durante live in montgomery county. deanna, i know you got an inside look at what road crews are doing to keep people safe across pennsylvania. >> reporter: many of them have been hitting the roads for the last couple of days. we caught up with the public works department, they have been brining township streets for the a barrier between the streets and any snow that begins to fall. >> hopefully not. i don't want to drive in the snow. >> reporter: not many people say they are looking forward to driving during the storm. >> worst part is worrying about sliding around and other people and everything else that's out there on the road. >> reporter: from professional drivers to us amateurs, many are happy this is happening on a day you don't have to be out. unless you're these guys. >> a lot of snow and hours. >> reporter: crews have been brining roads for days. dozens of miles have been covered and sprayed and resprayed in the hopes of getting a jump on whatever falls to the ground. >> i think it's the not knowing part. that

live, deanna durante, nbc 10 news. >>> to our delaware bureau. we have pictures of the two young victims killed in a house fire in wilmington. 3-year-old elizabeth, her paby sister, both died. today, their father is talking to nbc 10 about the tragedy that has devastated their family. >> what is this? they were innocent. >> nbc 10's denise nakano is live with more from that heart broken family. >> mark tells nbc 10 he had gone to pick up his children from schooling, but instead, came home to find his home up in flames. 3-year-old elizabeth died in the front room trying to escape. and the body of her 3-month-old sister was found in a room upstairs. flames tore through the home yesterday. caraway's wife is in critical condition with serious burns. he and his wife lost everything in the fire. he and five other children are staying if a hotel. there is a vigil planned tonight, and organizers hope people will donate clothes and supplies to the family. fire officials are investigating the cause of the fire but say the house did not have any working smo

in northeast philadelphia, deanna durante, nbc 10 news. >>> a highway worker is in the hospital after being hit by a pickup truck this morning. sky force 10 over the scene on route 1 in delaware county. penn dot tells us the victim was picking up trash along the highway. the worker's injuries are not life threatening. no charges are expected for the driver. >>> a federal judge tossed out a lawsuit involving a delaware man kicked in the head by a dover police officer. the graphic police dash cam video shows lateef dickerson being kicked in august 2013. the american civil liberties union filed a lawsuit against the dover police department. a federal judge dismissed the suit yesterday as part of a settlement. details on the settlement are not being released. corporal thomas webster was found not guilty of assault last month, he's on paid administrative leave. >>> another delay in the trial for a former catholic priest accused of raping a 14-year-old boy. james brennan's trial was supposed to start this week, but a new date has been set now for october. this is his second trial. the jury

deanna durante, nbc 10 news. >>> turning to this now, a bill to let retired police officers help make new jersey schools safer is now one step closer to becoming law. state lawmakers unanimously voted to move this bill forward this week. it allows class three officers to provide security in schools. class three, by the way, means they are former full-time officers. they must be younger than 65 years old. the bill would also allow them to carry guns. >>> the mother of the so-called affluenza teen is hoping to get out on bail soon. tanya couch was arraigned in texas today. the judge agreed to consider her request to cut her $1 million bail. she's accused of helping her son, ethan couch, escape to mexico to avoid a probation violation. ethan killed four people in a drunk driving crash in 2013. he became notorious for his affluenza defense at trial. his lawyer's arguing he didn't know right from wrong because of his privileged upbringing. ethan couch remains in custody in mexico. >>> got to take a look at this tonight, california dealing with mudslides after drenching rains poured over th
