joining me now is the democratic senator debbie stabenow of michigan. senator, good to see, you good morning to you, i appreciate you being here. neither you will nor gary peters are up for election in this race. yet, there is a great deal of interest in. it is part of that is because, while we say in this country abortion is on the ballot across america, it is literally on the ballot in michigan. i want to start their. what is your sense of the role that proposal three and are -- an actual question to make abortion legal in michigan, how much of a role is that playing in the energizing of the electorate right now? >> well, first, developed great to have you back in michigan. great to have you back in detroit. as always. and i will say, this is a very energizing force for us. because, the reality is, that we are going to lose our freedom to make our own reproductive health decisions if we don't pass this proposal. and the good news is, that we got twice as many signatures, when they were putting it on the ballot. no one ever got this for any proposal in

two guests from both sides of the aisle senator debbie stabenow democrat from michigan senator roy blunt missouri. thanks for having us up here. you are the senate ag committee chair so we are happy to be in this room. but today you are talking something different mental health. explain that and what happened today? thanks so much for talking about this. this is so important. and senator blunt and i have, for years, led efforts on community health centers which are a model strongly supported on a bipartisan basis. we set high quality standards for care and you fully fund the clinic. we have never done that on mental health or on addiction was is. so we started looking at how we can do that we developed what was called the excellence in mental health and addiction treatment act high quality standards fully funded mental health and addiction services as healthcare in the community. >> bret: you are announcing that it is expanding because you are seeing success. >> it's expanding. feel like mental health system that works better but we have never been able to put a medal in place that prove

you worked with debbie stabenow in the biden administration to help fund state mental health and addiction initiatives. you've been a fighter on floron for many years. why do you feel so strongly about that issue? >> well, senator stabenow worked on this really for almost a decade now. it's a critical issue, it affects so many americans. in 2013, we went to the floor to talk about the last bill president kennedy signed, which was the community mental health act. and it was designed to do two things. one was to close the big institutional facilities that weren't serving the country well. and the second was to replace them with high-quality community-based facilities, where people could still have jobs, be near their family, live in their community. the first part of that got done in every state. not many states stepped up and went to the effort to replace those institutions with what we're hoping to see happen now, we've got ten pilot states in 2014. they've now been impacting mental health in their states and their communities for about a decade. it's making a big difference. and we've got
