debora villalon and residents say they heard no alow-pressure systems? >> reporter: that is what many say and the public housing high-rise is concrete, 12-stories high. you can see that some of the lights were on in the upper floors and window open and people trying to air things out. many are back in after a scary couple of hours. 16 people needed help with smoke inhalation tonight after escaping their burning apartment building. before going to the hospital this resident told us what it was like. >> the back of the building was in a blaze and hi to run down eleven flights of stairs because the elevates weren't working. >> reporter: the fire considered suspicious was confined to a 5th floor apartment on the backside, but sent choking noksmoak into the halls and stairwells. several of the elderly and disabled in this building needed rescuing. others stayed safe on higher floors, but many didn't risk it. >> with a high-rise, people want to get out thereof, so you know, everybody was in the stairwells and some people got smoke inhalation trying to get out
