deborah kaplan from the mayor's office of disability. thank you so much for joining us. >> thank you for calling this hearing and asking us to be here. before i directly answer your question, let me just emphasize that the issue is definitely an aspect of a.d.a. implementation. also implementation of california civil rights statute. there have been several lawsuits successfully filed against cities and local jurisdictions under the a.d.a. regarding access to sidewalks and right-of-way for people with disabilities. it's not only the right thing to do and appropriate way to treat all of our residents but an area of legal liability for the city when we have significant problems. then, i guess, -- [ indiscernible ] certainly when we get complaints directly from beam disabilities or seniors through experience problems with right-of-way, we've done our own work to try to simplify what the steps are in the process so that people with disabilities understand sort of what the work flow is once a complaint is filed. looking at this different betwe
