the officers say that kevin decarlo tried to ram his way through a police cruiser and that is why they opened fire. the vallejo police said they been trying to arrest this 20- year-old for week, taken away from this scene in the ambulance and appeared to be awake and alert when he was transported. the place of family members agree on one thing, that he was shot multiple times. the officers said they were after him since they first spotted him driving recklessly and vallejo last thursday. he was spotted again on saturday and they tried to stop him and in that instance he rammed the police cruiser and ran from the scene. last night the police learned he was here in the martinez area and officers surrounded the home they believed it was located and when he learned that he was surrounded by the officers, he took off again and ramming at least one officer's vehicle with his own, and the vallejo police say that is when they opened fire. witnesses say there were two other people in the vehicle at the time that were uninjured and it is unclear what their role in all this was. the vallejo polic
