on decatur street, you can see the wind and rain dynamic get much stronger. look at the rain bands coming down decatur street here. flooding will be an issue here. they could get 15 to 20 inches of rain before this is all over with. new orleans averages 62 inches of rain a year. already 65 inches. so this is going to really add to some of the record totals. we also just found out a short time ago, jim, two sewage pumping stations east and west banks of new orleans have been affected by power outages. so that could lead to some sewage backups. that's another problem they'll have to be dealing with in the coming hours. but they are going to address those sewage backups with a generator at the pumping stations. i'm going to swing down here. you can see again just the violent nature of this wind and rain as this has really picked up in the last hour or so. it's going to get worse in the next few hours. both the governor and the mayor have said people, do not go out in this stuff. if you call 911 right now, we don't think we'll be able to get to you for the next s

we are on decatur and one of those famous balconies in the french quarter. this destruction is a combination of a traffic light, a awning of the famous candy shop here. i'll ask my photographer to zoom in to this black hole. this is the french quarter right now. no power whatsoever. not a single light. the only light you are seeing now is from our television lights. it is spooky, eerie and scarey in the french quarter right now. the police are out and about. it is some what safe. as soon as your car lights turn on, you see glass, windows, broken glass. i have a lot of friends and relatives here in new orleans who have evacuated. they are all trying to text. cell towers. at&t seems not to be working. verizon is working. at&t, you can't get an email, phone call or text out. a lot of confusion. mass power outages. a lot of hospitals suffered structural damage. i'm told a lot of patients from louisiana optionor health, i'm told their patients are okay but some hospitals had to transport from the bayou hospitals because it got too dangerous. some is elderly citiz

this is actually a portion of a roof here at decatur and taluse. we got here when it was still dark we thought maybe it was one of the balconies from the neighborhoods. it's actually a portion of a roof it also ripped down a lamp post with it and damaged one of those balconies on that upper floor. we want to show you some video that we gathered within the last hour or so of other streets here in the neighborhood. lots of trees down that's certainly the majority of the damage and debris that we've seen in this area. a lot of buildings were damaged. a lot of windows have been blown out, despite the fact that many of them were boarded up overnight. you mentioned that the storm is now a tropical storm the danger is not over yet, though we have heard several flash flood warnings and advisories for various communities, especially here in the southern portion of the state those still remain in effect in this hour, in some cases until 10:00 a.m. local time. so people are certainly not out of the woods just yet. the other issue this morning is power. more t
